    Assessment Methods for Innovative Operational Measures and Technologies for Intermodal Freight Terminals

    The topic of freight transport by rail, is a complex theme and, in recent years, a main issue of European policy. The legislation evolution and the White Paper 2011 have demonstrated the European intention to re-launch this sector. The challenge is to promote the intermodal transport system to the detriment of road freight transport. In this context, the intermodal freight terminals play a primary role for the supply chain, they are the connection point between the various transport nodes and the nodal points where the freight are handled, stored and transferred between different modes to final customer. To achieve the purpose, proposed by the EC, are necessary the performances improvement of existing intermodal freight terminals and the development of innovative intermodal freight terminals. Many terminal performances improvement is have been proposed and sometime experimented. They are based both on operational measures (e.g. horizontal and parallel handling, faster and fully direct handling) and on innovative technologies (e.g. automatic system for horizontal and parallel handling, automated gate for data exchange) inside the terminals, with often-contradictory results. The research work described in this paper (developed within the EU project Capacity4Rail) focusses on the assessment of effects that these innovations can have in the intermodal freight terminals. The innovative operational measures and technologies have been combined in different scenarios, to be evaluated by a methodological approach including to other an analytical methods and simulation models. The output of this assessment method are key performance indicators (KPI) setup according to terminals typologies the proposals and related to different aspects (e.g. management, operation and organization. In the present work suitable KPIs (e.g. total/partial transit times) for to evaluate have been applied. Finally, in addition to methodological framework illustrated, a real case of study will be illustrated: the intermodal rail-road freight terminal Munich-Riem (Germany)

To achieve the purpose, it is strengthen the improvement of existing intermodal freight terminals and the development of innovative intermodal freight terminals towards higher performance (ERRAC, 2012). Many terminal performances improvements have been proposed and sometime experimented. They are normally basing on combinations of operational measures and innovative technologies (e.g. automatic horizontal and parallel storage and handling, automated gate and sensors for tracking systems data exchange) tested in various terminals, with often-contradictory results. The research work described in this paper (developed within the Capacity4Rail EU project) focusses on the assessment of effects that these innovations can have in the intermodal freight terminals combined in various alternative consistent effective scenarios. The methodological framework setup to assess these innovations is basing on a combination of analytical methods based on sequential algorithms and discrete events simulation models. The output of this assessment method are key performance indicators (KPIs) selected according to terminals typologies and related to different aspects (e.g. management, operation and organization). The present paper illustrates the application of the methodological framework, tuned on the operation of various intermodal terminals, for the validation on today operation and the assessment of possible future scenarios to the case study of the Principe Felipe sea-rail terminal in Valencia

    New Inter-Modal Freight Technology and Cost Comparisons

    Freight carried by rail has traditionally been mainly low value bulk commodities. As Western economies advance the market for such freight services is at best static, and forms a smaller proportion of the total demand for freight transport. There is thus an urgent need for British Rail and other rail systems to develop practical and cost effective inter-modal systems, which offer high quality services to consignors of consumer goods whose premises are not usually connected to the rail network. The new developments are of two types. Either they involve transferring the body of a road vehicle from road to rail, or moving the complete semi-trailer of an articulated outfit by rail. Each system has disadvantages in terms of volume or tare weight when compared to road, but each system may attract different commodities. Though the costs of inter-modal systems vary, their cost structures have similarities, consisting of collection and delivery costs, terminal, and rail movement elements. The break- even distance of each system depends on the extent to which low rail haulage charges offset the other costs incurred. However, traffic will only be attracted to inter-modal in sufficient quantities to enable viable services to be provided over a limited number of long distance routes. These services must also approach, if not equal the competition in terms of quality of service attributes, particularly reliability, if they are to overcome customer resistance. To assess the distances over which these new inter-modal systems will be cost competitive a cost model has been developed. The paper decribes how the model works, and the sources from which data was obtained. A separate paper (Working Paper 276) reports on a study to find the value placed by shippers on quality of service attributes, and a third paper (Working Paper 286) brings the two together to reach conclusions on the future role of inter-modal systems

    Automated Transfer Management Systems and the Intermodal Performance of North American Freight Distribution

    For capacity, energy and environmental reasons, intermodal transportation is widely regarded as the preferable option for inland freight distribution. But because of the relatively high embedded costs, intermodal rail is currently only an attractive option for containerized goods carried over long distances. Transfers that in theory should entail only a few operations at a terminal in reality require multiple operations. This paper argues that by incorporating new terminal designs and an automated transfer management system (ATMS) at terminals and distribution centers, the resulting efficiency advances and productivity gains could significantly improve the economics for both long and short haul intermodal movements, including port shuttle trains. This system not only could significantly lower fixed costs and make intermodal more price competitive, but improve time and reliability to make intermodal more service competitive as well
