    World radiocommunication conference 12 : implications for the spectrum eco-system

    Spectrum allocation is once more a key issue facing the global telecommunications industry. Largely overlooked in current debates, however, is the World Radiocommunication Conference (WRC). Decisions taken by WRC shape the future roadmap of the telecommunications industry, not least because it has the ability to shape the global spectrum allocation framework. In the debates of WRC-12 it is possible to identify three main issues: enhancement of the international spectrum regulatory framework, regulatory measures required to introduce Cognitive Radio Systems (CRS) technologies; and, additional spectrum allocation to mobile service. WRC-12 eventually decided not to change the current international radio regulations with regard to the first two issues and agreed to the third issue. The main implications of WRC-12 on the spectrum ecosystem are that most of actors are not in support of the concept of spectrum flexibility associated with trading and that the concept of spectrum open access is not under consideration. This is explained by the observation that spectrum trading and spectrum commons weaken state control over spectrum and challenge the main principles and norms of the international spectrum management regime. In addition, the mobile allocation issue has shown the lack of conformity with the main rules of the regime: regional spectrum allocation in the International Telecommunication Union (ITU) three regions, and the resistance to the slow decision making procedures. In conclusion, while the rules and decision-making procedures of the international spectrum management regime were challenged in the WRC-12, the main principles and norms are still accepted by the majority of countries

    Is re-farming the answer to the spectrum shortage conundrum?

    Radio spectrum has become one of the engines of economic growth. However, rapid technological change, ever increasing demands for new wireless services and the nature of spectrum as a scarce resource necessitate an urgent re-examination of issues such as congestion and interference. This paper argues that the traditional administrative spectrum management approach is unlikely to overcome these issues, thereby resulting in growing technical and economic inefficiencies. As countries review their spectrum policies - a process that is generically referred to as radio spectrum policy reform - to counter these inefficiencies, modifications to the radio frequency allocations and assignments are beginning to be implemented by way of radio spectrum re-farming? This phenomenon forms the subject matter of this paper

    Spectrum scarcity demands thinking new ways to manage the distribution of radio frequency bands so that its use is more effective. The emerging technology that can enable this paradigm shift is the cognitive radio. Different models for organizing and managing cognitive radios have emerged, all with specific strategic purposes. In this article we review the allocation spectrum patterns of cognitive radio networks and analyse which are the common basis of each model.We expose the vulnerabilities and open challenges that still threaten the adoption and exploitation of cognitive radios for open civil networks.L'escassetat de demandes d'espectre fan pensar en noves formes de gestionar la distribució de les bandes de freqüència de ràdio perquè el seu ús sigui més efectiu. En aquest article es revisen els patrons d'assignació de l'espectre de les xarxes de ràdio cognitiva i s'analitzen quals són la base comuna de cada model. S'exposen les vulnerabilitats i els desafiaments oberts que segueixen amenaçant l'adopció i l'explotació de les ràdios cognitives per obrir les xarxes civils.La escasez de demandas de espectro hacen pensar en nuevas formas de gestionar la distribución de las bandas de frecuencia de radio para que su uso sea más efectivo. La tecnología emergente que puede permitir este cambio de paradigma es la radio cognitiva. Han surgido diferentes modelos de organización y gestión de las radios cognitivas, todos con determinados fines estratégicos. En este artículo se revisan los patrones de asignación del espectro de las redes de radio cognitiva y se analizan cuales son la base común de cada modelo.     Characterization and Modeling of Spectrum Trading Markets

    Telecommunication regulators are facing increasing pressure to make spectrum resources more widely available to new wireless services and providers. In spectrum trading markets, buyers and sellers determine the assignments of spectrum and, possibly, its uses. These markets are being considered or implemented by the regulatory bodies of many countries as a way to provide increasing efficiency in the use of spectrum and attend the demand for this resource. This work describes a classification for the implementation of spectrum trading markets and a way to model them and identify the conditions for their viability. Specifically, we make use of Agent-Based Computational Economics (ACE) to model the participants in these markets, analyze the behaviors that emerge from the interactions of its participants and determine the conditions for viable markets. Our results, provide guidelines that can be used by regulators and wireless service providers for the design and implementation of these markets

    Spectrum Allocation, Spectrum Commons and Public Goods: the Role of the Market

    The reallocation of radio spectrum to valuable new and emerging technologies and services is essential to achieving the next wave of productivity and consumer benefits driven by ICT. Currently spectrum is not allocated to the most valuable uses, particularly the large amount of spectrum held for government use, and command and control management cannot respond fully or quickly in reallocating spectrum. To achieve a more economically efficient allocation and the greatest overall benefit market mechanisms including trading and spectrum pricing must be introduced. Complementary reforms in areas other than spectrum management will be required, and the appropriate boundary between market and non-market allocation mechanisms need to be established. Setting clear principles regarding the market/non-market boundary will help in resisting the inevitable rent seeking by incumbents and potential entrants during the transition to market mechanisms.
