    Scaling Up Climate Action to Achieve the Sustainable Development Goals

    In 2015, UNDP released its first infographic report that presented the breadth and depth of our support on climate change over the past two decades. That report emphasized successes and noted the opportunities that climate action presents for countries as they transition their economies towards zero-carbon and climate-resilient sustainable development.This year, as countries begin to take concrete action to deliver on their national climate goals, we are pleased to release an updated report of UNDP's climate change work. New, in this report, is a special focus on the linkages between climate change and sustainable development. Specifically, the report highlights the importance of climate action in delivering on the SDGs and provides examples of UNDP's on-going work on the ground towards this end.     Energy‐aware strategies for task‐parallel sparse linear system solvers

This article may be used for non-commercial purposes in accordance with Wiley Terms and Conditions for Use of Self-Archived Versions.We present several energy‐aware strategies to improve the energy efficiency of a task‐parallel preconditioned Conjugate Gradient (PCG) iterative solver on a Haswell‐EP Intel Xeon. These techniques leverage the power‐saving states of the processor, promoting the hardware into a more energy‐efficient C‐state and modifying the CPU frequency (P‐states of the processors) of some operations of the PCG. We demonstrate that the application of these strategies during the main operations of the iterative solver can reduce its energy consumption considerably, especially for memory‐bound computations

It is designed to be extensible to accommodate different task properties, scheduling algorithms and/or hardware models for the wide variety of applications.     Improving Energy Saving of One-sided Matrix Decompositions on CPU-GPU Heterogeneous Systems

    One-sided dense matrix decompositions (e.g., Cholesky, LU, and QR) are the key components in scientific computing in many different fields. Although their design has been highly optimized for modern processors, they still consume a considerable amount of energy. As CPU-GPU heterogeneous systems are commonly used for matrix decompositions, in this work, we aim to further improve the energy saving of one-sided matrix decompositions on CPU-GPU heterogeneous systems. We first build an Algorithm-Based Fault Tolerance protected overclocking technique (ABFT-OC) to enable us to exploit reliable overclocking for key matrix decomposition operations. Then, we design an energy-saving matrix decomposition framework, Bi-directional Slack Reclamation(BSR), that can intelligently combine the capability provided by ABFT-OC and DVFS to maximize energy saving and maintain performance and reliability. Experiments show that BSR is able to save up to 11.7% more energy compared with the current best energy saving optimization approach with no performance degradation and up to 14.1% Energy * Delay^2 reduction. Also, BSR enables the Pareto efficient performance-energy trade-off, which is able to provide up to 1.43x performance improvement without costing extra energy

    "Can Portugal Escape Stagnation without Opting Out from the Eurozone?"

    The creation of the Economic and Monetary Union (EMU) has not brought significant gains to the Portuguese economy in terms of real convergence with wealthier eurozone countries. We analyze the causes of the underperformance of the Portuguese economy in the last decade, discuss its growth prospects within the EMU, and make two proposals for urgent institutional reform of the EMU. We argue that, under the prevailing institutional framework, Portugal faces a long period of stagnation, high unemployment, and painful structural reform, and conclude that, in the absence of institutional reform of the EMU, getting out of the eurozone represents a serious political option for Portugal.Nominal Wage Cuts; Eurozone; Relative Unit Labor Costs; Zero-sum Game

    Disarmament in the context of the international economic order

    This paper focuses on an economic aspect of the disarmament question: the international market of armaments. I shall explore the thesis that arms trade is an increasingly important factor in North-South economic relations, that it affects not only international trade patterns, but also through trade, domestic patterns of economic development. Research assistance for this work was provided by Michael de Mello at Columbia University. In addition to the statistical sources in the references I shall be drawing as well on the results of a UNITAR study on technology, domestic distribution and North-South relations.
