    Abstract: The implementation of electronic business licensing with the aim of encouraging and increasing investment in Indonesia. However, the entire process is still not managed online and the sharing of data that has not been integrated between agencies allows the licensing process to still exist and have long obstacles. This study aims to explain the implementation of business providing services in Indonesia according to Government Regulation Number 24 of 2018 concerning Electronic Business Licensing Services and explain the obstacles to investment licensing in Indonesia based on PP No. 24 of 2018 concerning electronic licensing services with legal certainty. This research uses a descriptive-analytical method with a normative juridical approach. This study explains that investment licensing in Indonesia has not gone well because there are still obstacles such as aspects of regulation, system, and management. So this does not provide legal certainty guarantees to investors who will carry out investment activities in Indonesia. It is hoped that this research will provide a solution to the problem of investment and investment licensing in Indonesia.Abstrak: Penyelenggaraan perizinan berusaha secara elektronik oleh pemerintah dilakukan dengan tujuan untuk mempercepat dan meningkatkan penanaman modal di Indonesia. Namun seluruh proses masih belum diurus secara online dan data sharing yang belum terintegrasi antar instansi mengakibatkan proses perizinan masih menemui hambatan dan birokrasi yang panjang. Penelitian ini bertujuan untuk menjelaskan implementasi layanan pemberian izin berusaha di Indonesia menurut Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Secara Elektronik, dan menjelaskan hambatan perizinan investasi di Indonesia berdasarkan PP No. 24 tahun 2018 tentang pelayanan perizinan berusaha secara elektronik hubungannya dengan asas kepastian hukum. Pada penelitian ini menggunakan metode deskriptif analitis dengan pendekatan yuridis normatif. Hasil penelitian ini menjelaskan implementasi perizinan investasi di Indonesia belum berjalan baik, karena masih terdapat hambatan-hambatan seperti aspek regulasi, sistem, dan tata laksana. Sehingga hal tersebut belum memberikan jaminan kepastian hukum kepada investor yang akan melakukan aktivitas investasi di Indonesia. Diharapkan melalui penelitian ini dapat memberikan solusi terhadap masalah perizinan investasi dan penanaman modal di Indonesia.

    The concept of good governance today is starting to influence most government stakeholders at the central and regional levels, the impact of which is to foster a spirit of improving and enhancing the performance of government management to improve the quality of public services, and to translate it into various regional government policies. The purpose of this study was to find out and explain the implementation of the Online Single Submission Risk-Based Approach policy in Kalidoni District, Palembang City. Realizing it or not, every citizen is always associated with the activities of the government bureaucracy, so that its existence is something that cannot be negotiated. The research method used in this study is a qualitative descriptive research method. Acceleration of the implementation of OSS RBA in the regions requires the support of certainty and completeness of Central digital policies and systems. Incomplete regulatory substance in a number of PPs, technical provisions have not yet been issued (which are still delegated to ministerial regulations), and the integration process between systems is not yet optimal, which is an obstacle for regions to follow up and implement OSS RBA quickly.     Pada umumnya pemerintah daerah mempunyai kewajiban dalam menyelenggarakan pelayanan yang lebih baik kepada masyarakat. Dalam rangka menyelenggarakan hal tersebut pemerintah daerah telah mengeluarkan kebijakan yang bertujuan untuk mengefektifkan, mengefisiensikan dan mendekatkan pelayanan kepada masyarakat. Salah satu kebijakannya yaitu kebijakan Peraturan Presiden Republik Indonesia nomor 24 tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Kebijakan Sistem Online Single Submission (OSS) dilaksanakan dengan tujuan untuk membantu para pelaku usaha yang ingin membuat izin usahanya agar lebih mudah. Diharapkan dengan di terapkannya perizinan melalui Online Single Submission (OSS) akan memberikan dampak yang lebih baik lagi dan memberikan kepuasan bagi masyarakat. Penelitian ini menggunakan metode pendekatan kualitatif. Ruang lingkup penelitian ini yaitu dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten suban. Yang menjadi sumber informasi (informan) yaitu penanggung jawab dari pemerintah daerah , dalam hal ini pihak yang terkait adalah pegawai pemerintah daerah (PEMDA) di bagian pemerintahan dan bidang pengembangan sistem informasi Online Single Submission di Dinas Penenaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Subang. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Data yang diperoleh kemudian di analisa menggunakan teknik triangulasi, kemudian di susun secara sistematis sehingga pada tahap penarikan kesimpulan bersifat intepretatif. Hasil penelitian menunjukan implementasi sistem online single submission belum berjalan efektif sehingga tujuan dari OSS  untuk meningkatkan kualitas dan mendekatkan pelayanan kepada masyarakat belum efektif dan efisien.   In general, local governments have an obligation to provide better services to the community. The scope of this research is the one-stop investment and integrated services department in Suban Regency. The source of information (informant) is the person in charge of the regional government, in this case the relevant party is a local government employee (PEMDA) in the government department and in the field of developing an Online Single Submission information system at the One-Stop Investment and Integrated Services Office of Subang Regency. Data collection is done by observation, interview and documentation techniques. The data obtained are then analyzed using triangulation techniques, then arranged systematically so that the conclusions drawn are interpretative. The results showed that the implementation of a single online submission system was not yet effective, so the purpose of the OSS was to improve the quality and bring services closer to the public that had not been effective and efficient. &nbsp

    The purpose of this study is to learn more about the various communication strategies used by the Serang Regency Investment and One-Stop Service Office (DPMPTSP), through this the government increases permission for people to do certain things, so that this will make life easier. easy for many people. This study uses a qualitative approach that relies on descriptive data collection techniques, such as observation and interviews. This research gives the result that the strategy used is to build communication through internal and external approaches. Internal approach communication is carried out by building emotional closeness to each individual who works within the Investment and One-Stop Service Office of Serang Regency, so that it can produce cooperation with good output in providing services to the community. As for the external approach communication strategy, namely carrying out a communication strategy that aims to create excellent public services through innovation in non-business licensing services and business licensing. The implementation of the non-business licensing system is carried out through the SIMPONIE Wabsite (Online Licensing Management Information System) as a non-business licensing service facility that is not processed through the OSS (Online Single Submission) system, to simplify and speed up business licensing for business actors.     The use of information and communication technology in governance is a digital governance concept. Online single submission through government regulation number 24 of 2018 as a licensing reform through the concept of implementing digital government. As a response, the Sumedang Regency government underwent a digital-based service transformation through SI ICE MANDIRI. SI ICE MANDIRI as an online-based service system for each licensing and non-licensing at the one-stop integrated investment office. This study uses a descriptive qualitative method through direct observation and interviews with leadership informants, DPMPTSP technical employees, and the community in Sumedang. This study aims to determine and describe the extent of the service transformation process through SI ICE MANDIRI which is integrated with OSS on business permits in the Sumedang Regency environment. The results of this study reveal that SI ICE MANDIRI is still in the development stage, so licensing services are still not optimal. Using the theoretical concept of the Digital Government Maturity Model, it shows that the digital transformation of MANDIRI's SI ICE which is integrated with OSS occupies the integration stage, which means that the business license service process through OSS is carried out through an integrated system between the central government and the regions in various government agencies. Through this service system, the community or business actors carry out the permit process in one stage through the SI ICE MANDIRI and OSS systems

Perumusan masalah dalam tesis ini adalah pengaturan tentang izin usaha secara online single submition. Kewenangan notaris dalam pengurusan izin usaha melalui online single submition menurut peraturan perundang-undangan yang berlaku. Mekanisme pengurusan perizinan usaha setelah berlakunya OSS. Kewenangan notaris dalam pengurusan izin usaha melalui online single submition menurut peraturan perundang-undangan yang berlaku. Notaris tidak memiliki kewenangan dalam menjalankan OSS, hal ini dikarenakan sistem OSS bisa dijalankan oleh setiap orang yang ingin mendaftarkan badan usaha.
