Optimal PMU Placement for Power System Dynamic State Estimation by Using Empirical Observability Gramian
In this paper the empirical observability Gramian calculated around the
operating region of a power system is used to quantify the degree of
observability of the system states under specific phasor measurement unit (PMU)
placement. An optimal PMU placement method for power system dynamic state
estimation is further formulated as an optimization problem which maximizes the
determinant of the empirical observability Gramian and is efficiently solved by
the NOMAD solver, which implements the Mesh Adaptive Direct Search (MADS)
algorithm. The implementation, validation, and also the robustness to load
fluctuations and contingencies of the proposed method are carefully discussed.
The proposed method is tested on WSCC 3-machine 9-bus system and NPCC
48-machine 140-bus system by performing dynamic state estimation with
square-root unscented Kalman filter. The simulation results show that the
determined optimal PMU placements by the proposed method can guarantee good
observability of the system states, which further leads to smaller estimation
errors and larger number of convergent states for dynamic state estimation
compared with random PMU placements. Under optimal PMU placements an obvious
observability transition can be observed. The proposed method is also validated

Towards new renewable energy policies in urban areas : the re-definition of optimum inclination of photovoltaic panels
The optimum inclination and orientation of fixed Photovoltaic (PV) panels has long been defined in terms of maximizing the annual electricity yield per capacity installed according to the hemisphere and latitude where the PV system is located. Such optimum setup would thus also maximize the output per system cost, but it would not maximize the output per unit of available area, and it would not necessarily optimize the contribution of photovoltaic electricity vis-à-vis overall electricity demand patterns. This study seeks to draw the attention of policy-makers to the fact that incentivizing lower-than-optimum PV panel tilt angles can be an inexpensive strategy to substantially increase the renewable electricity yield in a given area. It also discusses how such strategy can be incorporated into an overall supply/demand grid management and renewable energy integration plan.peer-reviewe
A hierarchical search for gravitational waves from supermassive black hole binary mergers
We present a method to search for gravitational waves from coalescing
supermassive binary black holes in LISA data. The search utilizes the
-statistic to maximize over, and determine the values of, the
extrinsic parameters of the binary system. The intrinsic parameters are
searched over hierarchically using stochastically generated multi-dimensional
template banks to recover the masses and sky locations of the binary. We
present the results of this method applied to the mock LISA data Challenge 1B

Fair redistricting is hard
Gerrymandering is a long-standing issue within the U.S. political system, and
it has received scrutiny recently by the U.S. Supreme Court. In this note, we
prove that deciding whether there exists a fair redistricting among legal maps
is NP-hard. To make this precise, we use simplified notions of "legal" and
"fair" that account for desirable traits such as geographic compactness of
districts and sufficient representation of voters. The proof of our result is
inspired by the work of Mahanjan, Minbhorkar and Varadarajan that proves that
planar k-means is NP-hard
