    Multimedia information technology and the annotation of video

    The state of the art in multimedia information technology has not progressed to the point where a single solution is available to meet all reasonable needs of documentalists and users of video archives. In general, we do not have an optimistic view of the usability of new technology in this domain, but digitization and digital power can be expected to cause a small revolution in the area of video archiving. The volume of data leads to two views of the future: on the pessimistic side, overload of data will cause lack of annotation capacity, and on the optimistic side, there will be enough data from which to learn selected concepts that can be deployed to support automatic annotation. At the threshold of this interesting era, we make an attempt to describe the state of the art in technology. We sample the progress in text, sound, and image processing, as well as in machine learning

    Signed languages are complete and natural languages used as the first or preferred mode of communication by millions of people worldwide. However, they, unfortunately, continue to be marginalized languages. Designing, building, and evaluating models that work on sign languages presents compelling research challenges and requires interdisciplinary and collaborative efforts. The recent advances in Machine Learning (ML) and Artificial Intelligence (AI) has the power to enable better accessibility to sign language users and narrow down the existing communication barrier between the Deaf community and non-sign language users. However, recent AI-powered technologies still do not account for sign language in their pipelines. This is mainly because sign languages are visual languages, that use manual and non-manual features to convey information, and do not have a standard written form. Thus, the goal of this thesis is to contribute to the development of new technologies that account for sign language by creating large-scale multimodal resources suitable for training modern data-hungry machine learning models and developing automatic systems that focus on computer vision tasks related to sign language that aims at learning better visual understanding of sign languages. Thus, in Part I, we introduce the How2Sign dataset, which is a large-scale collection of multimodal and multiview sign language videos in American Sign Language. In Part II, we contribute to the development of technologies that account for sign languages by presenting in Chapter 4 a framework called Spot-Align, based on sign spotting methods, to automatically annotate sign instances in continuous sign language. We further present the benefits of this framework and establish a baseline for the sign language recognition task on the How2Sign dataset. In addition to that, in Chapter 5 we benefit from the different annotations and modalities of the How2Sign to explore sign language video retrieval by learning cross-modal embeddings. Later in Chapter 6, we explore sign language video generation by applying Generative Adversarial Networks to the sign language domain and assess if and how well sign language users can understand automatically generated sign language videos by proposing an evaluation protocol based on How2Sign topics and English translationLes llengües de signes són llengües completes i naturals que utilitzen milions de persones de tot el món com mode de comunicació primer o preferit.     GEOSPATIAL DATABASE UPDATING SYSTEM with WMS and DIRECT CONNECTION METHOD

    The demand for up-to-date geospatial data is in an upward trend. This brings a continuous and sustainable review and update of the geospatial data itself and database design. Turkish Topographic Vector Database (TOPOVT) is the main database of Turkey consisting 1&thinsp;:&thinsp;25.000 and higher scale resolution 3D topographic vector data covering whole country. It also consists of contours and geonames. TOPOVT has been and is still being produced by General Command of Mapping of Turkey mainly from 30&thinsp;cm resolution stereo aerial photos and completed in the field. TOPOVT is seamless and topologic database. The updating objective is five years cycle. The first production cycle of TOPOVT in vector has been completed recently. Before the updating cycle began, a system was designed to update TOPOVT efficiently and without losing any information content. It also holds historical background of the features updated.With this topographic data update system, geospatial data can be updated rapidly and served to the users. Hereby both the process for map printing fastens and answers to the need of updated data for the TOPOVT database can be achieved. With this system, the data which will be updated can be displayed on the personal computer by TOPOVT database connection and the users can perform add, update and delete actions in the data according to their authorization. All the updates executed in the field can be monitored on the TOPOVT database in real time via internet connection.</p

    Caught between the notions of ethnicity, citizenship and diaspora : ǂthe ǂcase of the Bosniaks in Turkey

    Along with many others, Bosniaks are an ethnic group within the contempora-ry Turkish nation with immigrant roots dating back to the last quarter of the 19th century. Constituting a significant ethno-demographic part of the Ottoman legacy within the modern Turkish nation, Bosniaks in Turkey have long refrained from identifying themselves with a separate ethnic or cultural identity when confronted with the assimilationist cultural policies of the new nation state. But, while adapting themselves to Turkish culture and identity, Bosniaks have also preserved a collective identity of Bosniakness, mostly owing to the fact that their population in Turkey has been fed by continuous migration waves in different periods. The aim of this study is to analyze the problematic development of a Bosniak identity in Turkey with regards to the cultural assimilation processes and continuous migration waves and other factors on both foreign and domestic scales. Based on the findings of the study, it can be concluded that Bosniaks in Turkey do not yet constitute a Bosniak diaspora, but rather they can be regarded as a diaspora in the making.Ena izmed številnih etničnih skupin, ki živijo v sodobni turški državi, so Bo-šnjaki. Začetki njihovega priseljevanja segajo v zadnjo četrtino 19. stoletja. Kot pomemben etnično-demografski del otomanske zapuščine v moderni turški drža-vi Bošnjaki, spričo asimilacijske kulturne politike nove nacionalne države, dolgo niso kultivirali ločene etnične ali kulturne istovetnosti. Toda hkrati s prilagajanjem turški kulturi in identiteti so ohranjali tudi kolektivno bošnjaško identiteto, pred-vsem zahvaljujoč stalnim migracijskim valovom, s katerimi se je v različnih obdobjih napajala njihova populacija. Namen pričujoče študije je bil analizirati težavni razvoj bošnjaške istovetnosti v Turčiji z ozirom na procese kulturne asimilacije in neprekinjene migracijske valove ter druge dejavnike tako v okviru turške države kot tudi zunaj njenih meja. Izsledke raziskave lahko strnemo v sklep, da Bošnjaki v Turčiji zaenkrat še ne predstavljajo diaspore, je pa ta v nastajanju

    The Media of Nigerian Diaspora in Britain: A Study of Priorities and Preferences

    This paper investigates the communication practices of Nigerian Diaspora members in Britain. It examines how they mitigate longing, and negotiate belonging in the distance. It studies their choices of media in communicating, and examines the factors that shape those choices over space and time. The paper notes that the decision on the media to use is shifty, as it is largely dependent on personal need, ever changing technologies of communication and the disparity in development between homeland and hostland, amongst other factors. Emerging in the circumstance is the fact of mitigation of distance through the use of the different media, both old and new, either in their individual variations, or from their point of convergence

    [Excerpt] Untangling the Web for 2007 is the twelfth edition of a book that started as a small handout. After more than a decade of researching, reading about, using, and trying to understand the Internet, I have come to accept that it is indeed a Sisyphean task. Sometimes I feel that all I can do is to push the rock up to the top of that virtual hill, then stand back and watch as it rolls down again. The Internet—in all its glory of information and misinformation—is for all practical purposes limitless, which of course means we can never know it all, see it all, understand it all, or even imagine all it is and will be. The more we know about the Internet, the more acute is our awareness of what we do not know. The Internet emphasizes the depth of our ignorance because our knowledge can only be finite, while our ignorance must necessarily be infinite. My hope is that Untangling the Web will add to our knowledge of the Internet and the world while recognizing that the rock will always roll back down the hill at the end of the day
