    Pilot3 D2.1 - Trade-off report on multi criteria decision making techniques

    This deliverable describes the decision making approach that will be followed in Pilot3. It presents a domain-driven analysis of the characteristics of Pilot3 objective function and optimisation framework. This has been done considering inputs from deliverable D1.1 - Technical Resources and Problem definition, from interaction with the Topic Manager, but most importantly from a dedicated Advisory Board workshop and follow-up consultation. The Advisory Board is formed by relevant stakeholders including airlines, flight operation experts, pilots, and other relevant ATM experts. A review of the different multi-criteria decision making techniques available in the literature is presented. Considering the domain-driven characteristics of Pilot3 and inputs on how the tool could be used by airlines and crew. Then, the most suitable methods for multi-criteria optimisation are selected for each of the phases of the optimisation framework

    Domination and Decomposition in Multiobjective Programming

    During the last few decades, multiobjective programming has received much attention for both its numerous theoretical advances as well as its continued success in modeling and solving real-life decision problems in business and engineering. In extension of the traditionally adopted concept of Pareto optimality, this research investigates the more general notion of domination and establishes various theoretical results that lead to new optimization methods and support decision making. After a preparatory discussion of some preliminaries and a review of the relevant literature, several new findings are presented that characterize the nondominated set of a general vector optimization problem for which the underlying domination structure is defined in terms of different cones. Using concepts from linear algebra and convex analysis, a well known result relating nondominated points for polyhedral cones with Pareto solutions is generalized to nonpolyhedral cones that are induced by positively homogeneous functions, and to translated polyhedral cones that are used to describe a notion of approximate nondominance. Pareto-oriented scalarization methods are modified and several new solution approaches are proposed for these two classes of cones. In addition, necessary and sufficient conditions for nondominance with respect to a variable domination cone are developed, and some more specific results for the case of Bishop-Phelps cones are derived. Based on the above findings, a decomposition framework is proposed for the solution of multi-scenario and large-scale multiobjective programs and analyzed in terms of the efficiency relationships between the original and the decomposed subproblems. Using the concept of approximate nondominance, an interactive decision making procedure is formulated to coordinate tradeoffs between these subproblems and applied to selected problems from portfolio optimization and engineering design. Some introductory remarks and concluding comments together with ideas and research directions for possible future work complete this dissertation

    An International Workshop on Interactive Decision Analysis and Interpretative Computer Intelligence was held at IIASA in September 1983. The Workshop was motivated, firstly, by the realization that the rapid development of computers, especially microcomputers, will greatly increase the scope and capabilities of computerized decision-support systems. It is important to explore the potential of these systems for use in handling the complex technological, environmental, economic and social problems that face the world today. Research in decision-support systems also has another, less tangible but possibly more important, motivation. The development of efficient systems for decision support requires a thorough understanding of the differences between the decision-making processes in different nations and cultures. An understanding of the different rationales underlying decision making is not only necessary for the development of efficient decision-support systems, but it is also an important factor in encouraging international understanding and cooperation. The Proceedings of the Workshop which are contained in this volume are divided in four main sections. The first section consists of an introductory lecture in which a unifying approach to the use of computers and computerized mathematical models for decision analysis and support is described. The second section is concerned with approaches and concepts in interactive decision analysis and section three is devoted to methods and techniques for decision analysis. The final section contains descriptions of a wide range of applications of interactive techniques, covering the fields of economics, public policy planning, energy policy evaluation, hydrology and industrial development

    ELECTRE I Method Using Hesitant Linguistic Term Sets: An Application to Supplier Selection

    Decision making is a common process in human activities. Every person or organization needs to make decisions besides dealing with uncertainty and vagueness associated with human cognition. The theory of fuzzy logic provides a mathematical base to model the uncertainities. Hesitant fuzzy linguistic term set (HFLTS) creates an appropriate method to deal with uncertainty in decision making. Managerial decision making generally implies that decision making process conducts multiple and conflicting criteria. Multi criteria decision analysis (MCDA) is a widely applied decision making method. Outranking methods are one type of MCDA methods which facilitate the decision making process through comparing binary relations in order to rank the alternatives. Elimination et Choix Traduisant la Réalité (ELECTRE), means elimination and choice that translates reality, is an outranking method. In this paper, an extended version of ELECTRE I method using HFLTS is proposed. Finally, a real case problem is provided to illustrate the HFLTS-ELECTRE I method

    Bi-objective facility location in the presence of uncertainty

    Multiple and usually conflicting objectives subject to data uncertainty are main features in many real-world problems. Consequently, in practice, decision-makers need to understand the trade-off between the objectives, considering different levels of uncertainty in order to choose a suitable solution. In this paper, we consider a two-stage bi-objective single source capacitated model as a base formulation for designing a last-mile network in disaster relief where one of the objectives is subject to demand uncertainty. We analyze scenario-based two-stage risk-neutral stochastic programming, adaptive (two-stage) robust optimization, and a two-stage risk-averse stochastic approach using conditional value-at-risk (CVaR). To cope with the bi-objective nature of the problem, we embed these concepts into two criterion space search frameworks, the ϵ\epsilon-constraint method and the balanced box method, to determine the Pareto frontier. Additionally, a matheuristic technique is developed to obtain high-quality approximations of the Pareto frontier for large-size instances.     An Interactive Multi-Criteria Decision Model for Reservoir Management: The Shellmouth Reservoir Case

    Reservoir management is inherently multi-criterial, since any release decision involves implicit trade-offs between various conflicting objectives. The release decision reflects concerns such as flood protection, hydroelectric power generation, dilution of downstream wastewater and heat effluents, downstream municipal, agricultural and industrial water supply, environmental standards and recreational needs. This paper presents a framework for analysing trade-offs between several decision criteria, and includes the management of heated effluents from downstream thermoelectric power generation in an optimisation model for reservoir management. The model is formulated and analysed in an interactive multi-criteria decision making (MCDM) modelling framework. Rather than providing specific target levels or ad hoc constants in a Goal Programming framework, as proposed elsewhere, our multi-criteria framework suggests a systematic way of evaluating trade-offs by progressive preference assessment. The MCDM model, based on a Tchebycheff metric and a contracted cone approach, is learning-oriented and permits a natural exploration of the decision space while maintaining non-dominated decisions. A detailed case study of the Shellmouth Reservoir in Manitoba, Canada, serves as an illustration of the model

    A Multi-Objective Decision Support Model for the Turkish Armed Forces Personnel Assignment System

    The Turkish Armed Forces (TAF) assign more than 25,000 active duty personnel annually. TAF wants to obtain maximum utilization of its personnel by assigning the right person to the right job at the right time, To accomplish this task, decision-makers and personnel assignment staff should consider conflicting multiple objectives that create the widely known problem called personnel assignment problem . To assist in this complicated task from a quantitative perspective, a preemptive goal programming approach was used to develop an integer programming (IP) model to capture the multiple objectives flexibly and interactively. A realistic size IP problem with random data was tested for computational efficiency and analysis. The mean solution time for different instances of the problem was reasonably small. An application of the methodology in an actual assignment decision support system of any large-scale government or non-government organization has a potential to help decision-makers make better use of their personnel
