    CBR and MBR techniques: review for an application in the emergencies domain

    The purpose of this document is to provide an in-depth analysis of current reasoning engine practice and the integration strategies of Case Based Reasoning and Model Based Reasoning that will be used in the design and development of the RIMSAT system. RIMSAT (Remote Intelligent Management Support and Training) is a European Commission funded project designed to: a.. Provide an innovative, 'intelligent', knowledge based solution aimed at improving the quality of critical decisions b.. Enhance the competencies and responsiveness of individuals and organisations involved in highly complex, safety critical incidents - irrespective of their location. In other words, RIMSAT aims to design and implement a decision support system that using Case Base Reasoning as well as Model Base Reasoning technology is applied in the management of emergency situations.     How Dutch Institutions Enhance the Adaptive Capacity of Society

    This report examines the adaptive capacity of the institutional framework of the Netherlands to cope with the impacts of climate change. Historically, institutions have evolved incrementally to deal with existing social problems. They provide norms and rules for collective action and create continuity rather than change. However, the nature of societal problems is changing as a result of the processes of globalization and development. With the progress made in the natural sciences, we are able to predict in advance, to a certain extent, the potential environmental impacts of various human actions on society, for example, climate change. This raises some key questions: Are our institutions capable of dealing with this new knowledge about future impacts and, more importantly, with the impacts themselves?     Mixed-methods research: a new approach to evaluating the motivation and satisfaction of university students using advanced visual technologies

    The final publication is available at link.springer.comA mixed-methods study evaluating the motivation and satisfaction of Architecture degree students using interactive visualization methods is presented in this paper. New technology implementations in the teaching field have been largely extended to all types of levels and educational frameworks. However, these innovations require approval validation and evaluation by the final users, the students. In this paper, the advantages and disadvantages of applying mixed evaluation technology are discussed in a case study of the use of interactive and collaborative tools for the visualization of 3D architectonical models. The main objective was to evaluate Architecture and Building Science students’ the motivation to use and satisfaction with this type of technology and to obtain adequate feedback that allows for the optimization of this type of experiment in future iterations.Postprint (author’s final draft

    Economic Evaluation of Climate Change Impacts and Adaptation in Italy

    The paper deals with the social and economic dimensions of climate change impacts and adaptation in Italy. The ultimate aim of the paper is to provide policy makers and experts with a conceptual framework, as well as methodological and operational tools for dealing with climate change impacts and adaptation from an economic perspective. In order to do so, first a conceptual and theoretical framework of the economic assessment of climate change impacts is presented and the state of the art about impact assessment studies is briefly analysed. Then, the Italian case is taken into account, by underlying the main impacts and adaptation challenges that are likely to be implied by climate change in the next decades. The analysis of the Italian case is particularly addressed through the description of the methodology and results of two case studies. The first one, dealing mainly with impact assessment, is carried out at the national level and is part of a EC funded project on Weather Impacts on Natural, Social and Economic Systems (WISE). The second one is carried out at the local level and focuses on sea level rise impacts and adaptation in a plane south of Rome. The two case studies allow to propose simple and flexible methodologies for the economic impact assessment and the economic valuation of adaptation strategies.Climate change, Economic impact assessment, Adaptation, Cost benefit analysis

    Substantial theoretical, conceptual and empirical advances have been made in research on the implementation of EU policies during recent years. However, our findings have remained ambivalent and our theoretical insights disparate. It therefore seems high time to address some issues that cause concern in this type of research and to raise awareness of the limits of the various theoretical approaches and of the data commonly used. This relates to the challenges of operationalising and of choosing adequate indicators for the dependent variable (compliance). We also discuss promises and pitfalls of different types of data used in the field, such as official statistics on notifications and infringements published by the European Commission as well as mass surveys. -- Die EU-Implementationsforschung hat in den letzten Jahren wesentliche theoretische, konzeptuelle und empirische Fortschritte gemacht. Die Ergebnisse sind jedoch ambivalent und unsere theoretischen Erkenntnisse noch immer disparat. Es scheint deshalb an der Zeit einige Problemfelder dieses Forschungszweigs zu benennen und die SensibilitĂ€t fĂŒr die Reichweite verschiedener methodischer AnsĂ€tze und Arten von Daten zu vergrĂ¶ĂŸern. Dies gilt fĂŒr die Operationalisierung der Kernkonzepte und fĂŒr die Wahl angemessener Indikatoren, um die abhĂ€ngige Variable (Rechtsbefolgung) zu erklĂ€ren. DarĂŒber hinaus diskutieren wir die Vor- und Nachteile der verschiedenen Arten von Daten, die von den meisten Studien genutzt werden.     This report delivers a best practice framework to integrate financial risk assessment, governance and disclosure with existing governance principles around climate change adaptation.AbstractThe Australian business community has long been aware of the risks and opportunities associated with greenhouse gas mitigation and climate change policies. Some businesses have taken initial steps to adapt to the expected effects of climate change; however, most enterprises are only vaguely aware of the breadth of adaptation that may be required. Associated with strategic adaptation are the principles of financial/operational risk management and governance, as well as financial impact disclosure to investors and regulators. We develop a consolidated framework in which boards and executive managers can develop a robust approach to climate change adaptation governance, climate change risk assessment and financial disclosure. The project outlines a matrix of disclosures required for investors to enable them to evaluate corporate exposure to climate change risk.The project initially comprised a set of workshops with members of the Australian business community, industry representatives, regulatory authorities and academics with expertise in business risk and disclosure effects. Each workshop focused on a separate theme that built upon the work of previous workshops. A set of follow-up discussions was held with some of the key members who contributed to the project, including the Australian Stock Exchange (ASX) Investor Group on Climate Change (IGCC), the Australian Accounting Standards Board (AASB) and the Australian Institute of Company Directors. This discussion permitted each body to comment on the final report, advise on the mechanics of the costing, reporting and disclosure approaches of climate change adaptation, and lend their expertise to the formulation of an appropriate framework.The scope of the research is constrained to firm behaviour and the requirements for investor disclosure and governance of adaptation activities. The project therefore focuses on financial analyses – including real options – undertaken by firms with regard to investing in climate change adaptation activities and projects. While the economic costs and benefits are important to organisational adaptation activities, they represent a secondary level of analysis that may need to be carried out on either an independent or cumulative scale by governments or other bodies to measure the wider effects.As the degree of sophistication in climate change adaptation activities, modelling and cost estimation increases, along with the anticipated growth in interest of both company boards and managers, it is expected that accounting standards, ASX listing rules and disclosures required under the Corporations Act would need to explicitly reflect these corporate actions. The asset allocation of banks, mutual funds, superannuation funds and other investments is also likely to adapt as companies quantify their exposure to climate change. The makeup of assets in investment portfolios may therefore markedly shift, and thus indirectly adjust to the climate change adaptation activities of companies in the broader market
