[Excerpt] The ADB International Skills Development Forum, held at ADB headquarters in December 2012, discussed key policy priorities and actions for skills development. It built on the discussions and outcomes of the first ADB International Skills Forum in December 2011. Government representatives, technical and vocational education and training (TVET) institutional heads, researchers, international organizations, policy research think tanks, and private sector representatives discussed skills development for employability and sustainable livelihoods. Of special importance to the forum discussions were the presentations of major studies from five organizations on skills and jobs that were released in 2012. This brief has been prepared by drawing on presentations and discussions at the 2012 forum and other related materials. Links to forum resources are provided on the last page of this brief

Journalistic freedom and the surveillance of journalists post-Snowden

A paradigmatic shift is sometimes revealed by an unanticipated and extraordinary event, and so it was with Edward Snowden in 2013. A National Security Agency (NSA) contractor, Snowden was so appalled at the exponential expansion of covert digital surveillance that he decided it was his moral duty to inform the public, indeed the world. This he did from a hotel room in Hong Kong when he gave a small group of selected journalists access to 1.7 million classified documents taken from the NSA. These documents revealed the global snooping capabilities of the NSA and its ‘Five Eyes’ intelligence agency partners (ASIO in Australia, CSE in Canada, GCSB in New Zealand, and the GCHQ in United Kingdom). The Five Eyes can vacuum up just about all digital communications anywhere, anytime, and much else besides if they are so minded. Many who take a deep interest in signals intelligence thought these Anglo-Saxon agencies had probably increased their capabilities since 9/11, but even they were shocked when Snowden revealed the sheer scale – it far exceeded any estimate of capability

The Noetic Prism

Definitions of ‘knowledge’ and its relationships with ‘data’ and ‘information’ are varied, inconsistent and often contradictory. In particular the traditional hierarchy of data-information-knowledge and its various revisions do not stand up to close scrutiny. We suggest that the problem lies in a flawed analysis that sees data, information and knowledge as separable concepts that are transformed into one another through processing. We propose instead that we can describe collectively all of the materials of computation as ‘noetica’, and that the terms data, information and knowledge can be reconceptualised as late-binding, purpose-determined aspects of the same body of material. Changes in complexity of noetica occur due to value-adding through the imposition of three different principles: increase in aggregation (granularity), increase in set relatedness (shape), and increase in contextualisation through the formation of networks (scope). We present a new model in which granularity, shape and scope are seen as the three vertices of a triangular prism, and show that all value-adding through computation can be seen as movement within the prism space. We show how the conceptual framework of the noetic prism provides a new and comprehensive analysis of the foundations of computing and information systems, and how it can provide a fresh analysis of many of the common problems in the management of intellectual resources

Designing educational tasks for success in industry: a reflection on the evolution of business communication studies in tertiary education

This paper is the result of a &quot;Rip Van Winkle&quot; experience I had concerning the teaching of Business Communication. The paper focuses on the remarkable expansion in the curriculum of the traditional &quot;Business Communication&quot; or &quot;Business Writing&quot; course offered by many tertiary institutions around the world. Based on 25 years of personal observation and experience in a number of educational settings, the paper will trace the increasing sophistication and complexity of the study of business communication from one that covered little more than lessons in the design of hardcopy memos, letters, and reports to one that now covers a broad spectrum of topics such as &quot;emotional intelligence,&quot; &quot;intercultural communication,&quot; &quot;effective public speaking,&quot; as well as the effects of purpose and audience on the design of a wide variety of business communications.An example of an effective task that involves a number of on the job activities is provided in the form of a ready to use assignment that is applicable in a number of contexts.<br /

Leadership in Catholic Social Teaching

The material subject of Catholic social science is man and his actions taken in the fields of politics, the economy and society. According to its rules each person should be engaged in building the world through the realization of his or her vocation. One kind of vocation might be leading people by acting in accordance with the Gospel and teachings of the Church. The most important values for the leader in this case would be: respect for human dignity and human rights, freedom, justice, the subsidiarity principle and cooperation due to creating the common good. The listed rules are realized by servant leadership, the idea functioning in the field of management that derives its origins from Christ’s speech: whosoever will be chief among you, let him be your servant (Mt 20:27)
