    A framework for accessible m-government implementation

    The great popularity and rapid diffusion of mobile technologies at worldwide level has also been recognised by the public sector, leading to the creation of m-government. A major challenge for m-government is accessibility – the provision of an equal service to all citizens irrespective of their psychical, mental or technical capabilities. This paper sketches the profiles of six citizen groups: Visually Impaired, Hearing Impaired, Motor Impaired, Speech Impaired, Cognitive Impaired and Elderly. M-government examples that target the aforementioned groups are discussed and a framework for accessible m-government implementation with reference to the W3C Mobile Web Best Practices is proposed

    Developing an Understanding of the Nature of Accessibility and Usability Problems Blind Students Face in Web-Enhanced Instruction Environment

    Our motivation is the belief that blind students cannot participate effectively in Web-enhanced instruction due to challenges in non-visual Web interactions. We want to understand nature of accessibility and usability problems they face in WEI environments. Literature informs the Web lacks accessibility and usability, but does not explain what aspects of WEI interactions present difficulties for the blind. This is necessary to improve their WEI participation. Our user-centered, task-oriented approach relies on sound understanding of blind students’ WEI experiences, supplemented by perspectives of instructors, developers and accessibility standards. We employ protocol analysis of blind participants’ verbal reports, content analysis of instructor and developer interviews, and objective accessibility evaluation. Results explain where and why difficulties occur; their character; associated interface elements; coping mechanisms and possible solutions. Findings help instructors, developers and accessibility researchers better appreciate blind students’ needs and challenges. It will help develop WEI environments that support non-visual WEI participation

    From usability to secure computing and back again

    Secure multi-party computation (MPC) allows multiple parties to jointly compute the output of a function while preserving the privacy of any individual party’s inputs to that function. As MPC protocols transition from research prototypes to realworld applications, the usability of MPC-enabled applications is increasingly critical to their successful deployment and widespread adoption. Our Web-MPC platform, designed with a focus on usability, has been deployed for privacy-preserving data aggregation initiatives with the City of Boston and the Greater Boston Chamber of Commerce. After building and deploying an initial version of the platform, we conducted a heuristic evaluation to identify usability improvements and implemented corresponding application enhancements. However, it is difficult to gauge the effectiveness of these changes within the context of real-world deployments using traditional web analytics tools without compromising the security guarantees of the platform. This work consists of two contributions that address this challenge: (1) the Web-MPC platform has been extended with the capability to collect web analytics using existing MPC protocols, and (2) as a test of this feature and a way to inform future work, this capability has been leveraged to conduct a usability study comparing the two versions ofWeb-MPC. While many efforts have focused on ways to enhance the usability of privacy-preserving technologies, this study serves as a model for using a privacy-preserving data-driven approach to evaluate and enhance the usability of privacy-preserving websites and applications deployed in realworld scenarios. Data collected in this study yields insights into the relationship between usability and security; these can help inform future implementations of MPC solutions.Published versio

    How a Diverse Research Ecosystem Has Generated New Rehabilitation Technologies: Review of NIDILRR’s Rehabilitation Engineering Research Centers

    Over 50 million United States citizens (1 in 6 people in the US) have a developmental, acquired, or degenerative disability. The average US citizen can expect to live 20% of his or her life with a disability. Rehabilitation technologies play a major role in improving the quality of life for people with a disability, yet widespread and highly challenging needs remain. Within the US, a major effort aimed at the creation and evaluation of rehabilitation technology has been the Rehabilitation Engineering Research Centers (RERCs) sponsored by the National Institute on Disability, Independent Living, and Rehabilitation Research. As envisioned at their conception by a panel of the National Academy of Science in 1970, these centers were intended to take a “total approach to rehabilitation”, combining medicine, engineering, and related science, to improve the quality of life of individuals with a disability. Here, we review the scope, achievements, and ongoing projects of an unbiased sample of 19 currently active or recently terminated RERCs. Specifically, for each center, we briefly explain the needs it targets, summarize key historical advances, identify emerging innovations, and consider future directions. Our assessment from this review is that the RERC program indeed involves a multidisciplinary approach, with 36 professional fields involved, although 70% of research and development staff are in engineering fields, 23% in clinical fields, and only 7% in basic science fields; significantly, 11% of the professional staff have a disability related to their research. We observe that the RERC program has substantially diversified the scope of its work since the 1970’s, addressing more types of disabilities using more technologies, and, in particular, often now focusing on information technologies. RERC work also now often views users as integrated into an interdependent society through technologies that both people with and without disabilities co-use (such as the internet, wireless communication, and architecture). In addition, RERC research has evolved to view users as able at improving outcomes through learning, exercise, and plasticity (rather than being static), which can be optimally timed. We provide examples of rehabilitation technology innovation produced by the RERCs that illustrate this increasingly diversifying scope and evolving perspective. We conclude by discussing growth opportunities and possible future directions of the RERC program

    Writing Centers and Students with Disabilities: The User-Centered Approach, Participatory Design, and Empirical Research as Collaborative Methodologies

    This article discusses issues of accessibility and how user-centered and participatory approaches can inform empirical research to guide the Universal Design of virtual spaces and influence writing center efforts for students with disabilities. Because this article describes how to integrate usability/accessibility testing for online and in-person services, it can work as a model for writing centers struggling with the challenges of serving students with disabilities. Toward this end, the article discusses two generations of usability testing on a large, well-established online writing lab (the Purdue OWL), as well as the collaborative projects that emerged between the usability team and campus disabilities services as a result of this testing. The article concludes with heuristics and generative questions that may assist readers in developing similar projects tailored to their own contexts

    Promoting game accessibility: Experiencing an induction on inclusive design practice at the global games jam

Therefore, the event can be experienced by novices and student developers as an opportunity for learning. This provides an opening to promote themes and ideas that could help form future thinking about games design, emerging as a form of induction on key design issues for new practitioners. Such an approach aims to raise awareness about issues which learners could help develop and take with them into industry. However, the experience itself affords a deep experiential rhetoric and dialogue with experts that could be an effective pedagogical tool for issues seldom addressed deeply in formal educational settings. This paper describes an account by one such individual, being introduced to game accessibility through participation in the GGJ. As such, it is not intended as a rigorous empirical analysis, but rather a perspective on one way a game jam can be experienced, inviting further research on the topic

    Combating e-discrimination in the North West - final report

    The Combating eDiscimination in the North West project examined over 100 websites advertising job opportunities both regionally and nationally, and found the vast majority to be largely inaccessible. Professional standards, such as using valid W3C code and adhering to the W3C Web Content Accessibility Guidelines, were largely not followed. The project also conducted interviews with both public and private sector web professionals, and focus groups of disabled computer users, to draw a broader picture of the accessibility of jobs websites. Interviews with leading web development companies in the Greater Manchester region, showed that there is a view there should not be any additional cost in making websites accessible, as the expertise to create a site professionally should be in place from the start, and that accessibility will follow from applying professional standards. However, through the process of trying to create a website for the project, with such a company, it was found that following professional standards is not sufficient to catch all the potential problems, and that user testing is an essential adjunct to professional practice. The main findings of the project are, thus, that: • Most websites in the job opportunities sector are not following professional standards of web development, and are largely inaccessible • Professional standards of web development need to be augmented with user testing to ensure proper accessibility
