    Social rights and economics : claims to health care and education in developing countries

    The author analyzes contemporary rights-based and economic approaches to health care and education in developing countries. He assesses the foundations and uses of social rights in development, outlines an economic approach to improving health and education services, and then highlights the differences, similarities, and the hard questions that the economic critique poses for rights. The author argues that the policy consequences of rights overlap considerably with a modern economic approach. Both the rights-based and the economic approaches are skeptical that electoral politics and de facto market rules provide sufficient accountability for the effective and equitable provision of health and education services, and that further intrasectoral reforms in governance, particularly those that strengthen the hand of service recipients, are needed. There remain differences between the two approaches. Whether procedures for service delivery are ends in themselves, the degree of disaggregation at which outcomes should be assessed, the consequences of long-term deprivation, metrics used for making tradeoffs, and the behavioral distortions that result from subsidies are all areas where the approaches diverge.     The Subprime Crash that started capitalism’s latest crisis was mainly a proxy for an inexistent housing policy which would benefit many impoverished middle class families. Housing being clearly recognized as a human right, the behaviour of markets and its critical consequences could lead us to say that the Subprime Crash is above all the dramatic and global expression of the incapacity of markets to meet human rights. More than that, it could also be the demonstration of the counterproductive effects of the neglect of human rights by the market and by economics itself, the crisis being a result of this neglect. Human rights are assuredly one of the most influential and fruitful concepts of modern times in the human quest for dignity. Economics has developed a considerable amount of tools especially designed to overcome, or at least mitigate, scarcity, probably the most tormenting spectre that haunts the deprived. Human rights and economics, thus, have contributed immensely to free human kind, human rights from fear and economics from want. Despite this convergence it seems that economics regards human rights as competing rather than as completing. I have argued that mainstream economics discourse is often contradictory with promoting human rights. What are the changes economics must undergo in order to promote human rights? These changes will be examined in four aspects concerning specific economic, social and cultural human rights.     Governance and food security in an age of globalization

    Whose responsibility is it to assure food security in an age of globalization? Is improved governance at the international level our greatest need, or are governance deficits most severe at the national level? When national governments lag in assuring food security for their own citizens, can outsiders help make up the resulting governance deficit? What role can bilateral donors and international financial institutions, such as the World Bank, play? Is it possible for NGOs to step in to do the job? These and related pressing questions are addressed in this discussion paper by Robert Paarlberg. He argues that the problems of hunger and food insecurity urgently require a national, not global focus. Many national governments in developing countries still do not provide essential public goods, such as civil peace, rule of law, transport infrastructure, clean water, electrical power, and public research to generate new agricultural productivity essential ingredients in the effort to boost incomes. For tackling hunger, the weak performance of nation-states remains most critical—and in most critical need of improvement. According to Paarlberg, the governance challenge as far as food security is concerned is to persuade sovereign governments to provide the necessary public goods that would ensure access to adequate food. This paper was commissioned for IFPRI's 2020 Vision Initiative conference, "Sustainable Food Security for All by 2020," held on September 4–6, 2001, in Bonn, Germany. A summary version was presented at the session on "Whose Responsibility Is It To End Hunger?"     Science for Place-based Socioecological Management: Lessons from the Maya Forest (Chiapas and Petén)

    The role humans should play in conservation is a pervasive issue of debate in environmental thinking. Two long-established poles of this debate can be identified on a preservation-sustainable use continuum. At one extreme are use bans and natural science-based, top-down management for preservation. At the other extreme is community-based, multidisciplinary management for sustainable resource use and livelihoods. In this paper, we discuss and illustrate how these two strategies have competed and conflicted in conservation initiatives in the Maya forest (MF) of the Middle Usumacinta River watershed (Guatemala and Mexico). We further argue that both extremes have produced unconvincing results in terms of the region’s sustainability. An alternative consists of sustainability initiatives based on place-based and integrated-knowledge approaches. These approaches imply a flexible combination of disciplines and types of knowledge in the context of nature-human interactions occurring in a place. They can be operationalized within the framework of sustainability science in three steps: 1) characterize the contextual circumstances that are most relevant for sustainability in a place; 2) identify the disciplines and knowledge(s) that need to be combined to appropriately address these contextual circumstances; and 3) decide how these disciplines and knowledge can be effectively combined and integrated. Epistemological flexibility in the design of analytic and implementation frameworks is key. Place-based and integrative-knowledge approaches strive to deal with local context and complexity, including that of human individuals and cultures. The success of any sustainability initiative will ultimately depend on its structural coupling with the context in which it is applied

    We propose a two dimensional infinite horizon model of public consumption in which investments are decided by a winner-take-all election. Investments in the two public goods create a linkage across periods and parties have different specialities. We show that the incumbent party vote share decreases the longer it stays in power. Parties chances of winning do not converge and, when the median voter is moderate enough, no party can maintain itself in power for ever. Finally, the more parties are specialized and the more public policies have long-term effects, the more political cycles are likely to occur.Cycles, Alternation, Public goods, Advantage, Opposition

    Thirsty for Justice: A People's Blueprint for California Water

    The report's first chapter analyzes the origins of environmental discrimination in California water policy. After an overview of how low income communities and communities of color have been historically left out of California water management, we analyze political, economic and social trends that produce the current exclusionary system and emerging policies and technologies that could further harm low-income communities and communities of color.In the second chapter, we provide an overview of what we term "water governance": who controls water supply and quality and what agencies are responsible for ensuring that people have enough clean water. We explain the current system of water governance, examine changing patterns in control over water, and provide examples of communities that face profound barriers to participating in water decisions. We conclude by discussing barriers within water regulatory entities that prevent community voices from entering into water decision-making.In the third chapter, we provide a picture of water-related environmental injustices that low-income communities and communities of color face on a daily basis. These communities' lack of access to safe, affordable drinking water and healthy watersheds exemplifies the health burdens many communities bear as a result of California's water policies.Our report concludes with policy recommendations for how to remedy some of the most pressing water concerns low-income communities and communities of color face, in order to guarantee the basic right to safe and affordable water
