    Dimension, egalitarianism and decisiveness of European voting systems

    An analysis of three major aspects has been carried out that may apply to any of the successive voting systems used for the European Union Council of Ministers, from the first one established in the Treaty of Rome in 1958 to the current one established in Lisbon. We mainly consider the voting systems designed for the enlarged European Union adopted in the Athens summit, held in April 2003 but this analysis can be applied to any other system. First, it is shown that the dimension of these voting systems does not, in general, reduce. Next, the egalitarian effects of superposing two or three weighted majority games (often by introducing additional consensus) are considered.     On the Weights of Nations: Assigning Voting Weights in a Heterogeneous Union

    Consider a voting procedure where countries, states, or districts comprising a union each elect representatives who then participate in later votes at the union level on their behalf. The countries, provinces, and states may vary in their populations and composition. If we wish to maximize the total expected utility of all agents in the union, how to weight the votes of the representatives of the different countries, states or districts at the union level? We provide a simple characterization of the efficient voting rule in terms of the weights assigned to different districts and the voting threshold (how large a qualified majority is needed to induce change versus the status quo). Next, in the context of a model of the correlation structure of agents preferences, we analyze how voting weights relate to the population size of a country. We then analyze the voting weights in Council of the European Union under the Nice Treaty and the recently proposed constitution, and contrast them under different versions of our model, and compare them to the weights derived from poll data.Majority rule, Voting, Weighted voting, European Union

    Power theories for multi-choice organizations and political rules: Rank-order equivalence

    AbstractVoting power theories measure the ability of voters to influence the outcome of an election under a given voting rule. In general, each theory gives a different evaluation of power, raising the question of their appropriateness, and calling for the need to identify classes of rules for which different theories agree. We study the ordinal equivalence of the generalizations of the classical power concepts–the influence relation, the Banzhaf power index, and the Shapley–Shubik power index–to multi-choice organizations and political rules. Under such rules, each voter chooses a level of support for a social goal from a finite list of options, and these individual choices are aggregated to determine the collective level of support for this goal. We show that the power theories analyzed do not always yield the same power relationships among voters. Thanks to necessary and/or sufficient conditions, we identify a large class of rules for which ordinal equivalence obtains. Furthermore, we prove that ordinal equivalence obtains for all linear rules allowing a fixed number of individual approval levels if and only if that number does not exceed three. Our findings generalize all the previous results on the ordinal equivalence of the classical power theories, and show that the condition of linearity found to be necessary and sufficient for ordinal equivalence to obtain when voters have at most three options to choose from is no longer sufficient when they can choose from a list of four or more options

    Party Formation and Coalitional Bargaining in a Model of Proportional Representation

    We study a game theoretic model of a parliamentary democracy under proportional representation where `citizen candidates' form parties, voting occurs and governments are formed. We study the coalition governments that emerge as functions of the parties' seat shares, the size of the rents from holding office and their ideologies. We show that governments may be minimal winning, minority or surplus. Moreover, coalitions may be `disconnected'. We then look at how the coalition formation game affects the incentives for party formation. Our model explains the diverse electoral outcomes seen under proportional representation and integrates models of political entry with models of coalitional bargaining.Proportional representation, Party formation, Coalitions

    What determines preferences for an electoral system? Evidence from a binding referendum

    Much has been written about politicians' preferences for electoral systems, yet little is known about the preferences of voters. In 1993, New Zealand had a binding electoral referendum on the same day as the general election where voters chose between keeping a single plurality system (First Past the Post) or introducing a pure proportional one (Mixed Member Proportional). This paper merges data from all nationwide polling stations to Census data on local voters to examine what drives citizens' preferences for an electoral system. We find that strategic partisan interest was a key driver: voters overwhelmingly preferred the system that most benefited their favorite party. However, socioeconomic characteristics and social values also mattered; people who held more progressive values, were outside the dominant religion and lived in urban areas were much more likely to vote to change to a proportional system. Survey data show that these findings hold at the individual level, and further, that individuals who were angry with the economy were much more likely to vote against the status quo, regardless of their background, party preferences or social values. This behavior is likely to have ultimately balanced the result in favor of Mixed Member Proportional

    Algorithmic and complexity aspects of simple coalitional games

    Simple coalitional games are a fundamental class of cooperative games and voting games which are used to model coalition formation, resource allocation and decision making in computer science, artificial intelligence and multiagent systems. Although simple coalitional games are well studied in the domain of game theory and social choice, their algorithmic and computational complexity aspects have received less attention till recently. The computational aspects of simple coalitional games are of increased importance as these games are used by computer scientists to model distributed settings. This thesis fits in the wider setting of the interplay between economics and computer science which has led to the development of algorithmic game theory and computational social choice. A unified view of the computational aspects of simple coalitional games is presented here for the first time. Certain complexity results also apply to other coalitional games such as skill games and matching games. The following issues are given special consideration: influence of players, limit and complexity of manipulations in the coalitional games and complexity of resource allocation on networks. The complexity of comparison of influence between players in simple games is characterized. The simple games considered are represented by winning coalitions, minimal winning coalitions, weighted voting games or multiple weighted voting games. A comprehensive classification of weighted voting games which can be solved in polynomial time is presented. An efficient algorithm which uses generating functions and interpolation to compute an integer weight vector for target power indices is proposed. Voting theory, especially the Penrose Square Root Law, is used to investigate the fairness of a real life voting model. Computational complexity of manipulation in social choice protocols can determine whether manipulation is computationally feasible or not. The computational complexity and bounds of manipulation are considered from various angles including control, false-name manipulation and bribery. Moreover, the computational complexity of computing various cooperative game solutions of simple games in dierent representations is studied. Certain structural results regarding least core payos extend to the general monotone cooperative game. The thesis also studies a coalitional game called the spanning connectivity game. It is proved that whereas computing the Banzhaf values and Shapley-Shubik indices of such games is #P-complete, there is a polynomial time combinatorial algorithm to compute the nucleolus. The results have interesting significance for optimal strategies for the wiretapping game which is a noncooperative game defined on a network

Since shareholding size does not actually reflect an investor’s power-control in corporate shareholding networks, diverse approaches to measuring the control-power of investors were proposed. We focuses in particular on a game-theoretical approach, namely on the model of Denti and Prati (2001) and its implementation to control sharing analysis and simulation in shareholding networks thanks to the computer program “Control Sharing Simulation.

    Social metaphysics, situated knowledge, and democracy

    This thesis provides three core arguments. The first core argument is a criticism of ‘identity’ views of metaphysics, in particular Haslangerian social constructivist metaphysics. Having made this criticism, I argue in favour of using the notion of ‘habitus’ from Bourdieu to account for the functional signature traditionally associated with identity, and apply this way of thinking about social metaphysics to social class. The second core argument applies social constructivist metaphysics to the issue of situated knowledge. I argue that we can conceive of much of situated knowledge as being knowledge-how, rather than propositional knowledge. I do this by arguing that only knowledge-how can justify the social epistemic norms that are ascribed to situated knowledge. The third core argument applies this view of situated knowledge to political philosophy. I argue against the interpretation of my previous arguments as supporting epistocracy, and in doing so combine Thomas Christiano's instrumentalist argument for democracy with the demographic argument against epistocracy, creating a new 'demographic instrumentalist' argument for democracy. The sum of these three core arguments is an argument for the importance of maintaining a diverse set of decision-makers in political decision making
