    A Survey of Air-to-Ground Propagation Channel Modeling for Unmanned Aerial Vehicles

    In recent years, there has been a dramatic increase in the use of unmanned aerial vehicles (UAVs), particularly for small UAVs, due to their affordable prices, ease of availability, and ease of operability. Existing and future applications of UAVs include remote surveillance and monitoring, relief operations, package delivery, and communication backhaul infrastructure. Additionally, UAVs are envisioned as an important component of 5G wireless technology and beyond. The unique application scenarios for UAVs necessitate accurate air-to-ground (AG) propagation channel models for designing and evaluating UAV communication links for control/non-payload as well as payload data transmissions. These AG propagation models have not been investigated in detail when compared to terrestrial propagation models. In this paper, a comprehensive survey is provided on available AG channel measurement campaigns, large and small scale fading channel models, their limitations, and future research directions for UAV communication scenarios

    I submit herewith the annual report from the Agricultural and Forestry Experiment Station, School of Natural Resources and Agricultural Sciences, University of Alaska Fairbanks, for the period ending December 31, 2008. This is done in accordance with an act of Congress, approved March 2, 1887, entitled, “An act to establish agricultural experiment stations, in connection with the agricultural college established in the several states under the provisions of an act approved July 2, 1862, and under the acts supplementary thereto,” and also of the act of the Alaska Territorial Legislature, approved March 12, 1935, accepting the provisions of the act of Congress. The research reports are organized according to our strategic plan, which focuses on high-latitude soils, high-latitude agriculture, natural resources use and allocation, ecosystems management, and geographic information. These areas cross department and unit lines, linking them and unifying the research. We have also included in our financial statement information on the special grants we receive. These special grants allow us to provide research and outreach that is targeted toward economic development in Alaska.     Mass-Market Receiver for Static Positioning: Tests and Statistical Analyses

    Nowadays, there are several low cost GPS receivers able to provide both pseudorange and carrier phase measurements in the L1band, that allow to have good realtime performances in outdoor condition. The present paper describes a set of dedicated tests in order to evaluate the positioning accuracy in static conditions. The quality of the pseudorange and the carrier phase measurements let hope for interesting results. The use of such kind of receiver could be extended to a large number of professional applications, like engineering fields: survey, georeferencing, monitoring, cadastral mapping and cadastral road. In this work, the receivers performance is verified considering a single frequency solution trying to fix the phase ambiguity, when possible. Different solutions are defined: code, float and fix solutions. In order to solve the phase ambiguities different methods are considered.     A Common Approach to Foster Prevention and Recovery of Forest Fires in Mediterranean Europe

    Most countries of Mediterranean Europe are strongly affected by forest fires, with major socio-economic and environmental impacts that can spread over several regions and countries. A transnational approach allows creating synergies regarding resource sharing and problem-solving strategies. The access to high quality and up-to-date information is critical to improve fire hazard mitigation measures and promote comparable appraisals between different regions. Several collaborative initiatives have been implemented in Europe to foster research and service development, focusing on common issues amongst countries. The PREFER project was one of these initiatives, with the purpose of contributing to protect human communities and forests from fire hazard, by providing cartographic products through the implementation of a new systematic framework. The participation of end users, such as civil protection organizations and forest services, covering the Euro-Mediterranean region, was crucial to ensure the operational application of the mapping products. Fuel classification, daily fire hazard indices, vulnerability assessment and damage severity levels were some of the mapping applications developed for several test areas in Mediterranean Europe. This chapter illustrates the potential enhancements for forest fire management offered by this framework, bearing in mind the benefits of applying shared and harmonized approaches for common issues

    Towards a Shared Control Navigation Function:Efficiency Based Command Modulation

    This paper presents a novel shared control algorithm for robotized wheelchairs. The proposed algorithm is a new method to extend autonomous navigation techniques into the shared control domain. It reactively combines user’s and robot’s commands into a continuous function that approximates a classic Navigation Function (NF) by weighting input commands with NF constraints. Our approach overcomes the main drawbacks of NFs -calculus complexity and limitations on environment modeling- so it can be used in dynamic unstructured environments. It also benefits from NF properties: convergence to destination, smooth paths and safe navigation. Due to the user’s contribution to control, our function is not strictly a NF, so we call it a pseudo-navigation function (PNF) instead.Universidad de Málaga.     Giving life to the map can save more lives. Wildfire scenario with interoperable simulations

    Abstract. In the Mediterranean region, drier and hotter summers are leading to more likely and severe wildfires. The authors propose an innovative approach for situational awareness by giving life to maps and exploiting interoperable GIS, hazard models, simulations, and interconnection analysis processes aimed to enhance preparedness and strengthen the resilience of responding organizations. The information related to a virtual city and its countryside has been implemented in the terrain of simulation systems. The TIGER wildfire model software has been adapted to a scenario where districts, refugee camps and critical infrastructures can be impacted by a fire and has been linked to a smoke dispersion model, and associated impacts to the electricity network and roads. The transfer of computed fire propagation and combustion data to the AI-powered SWORD simulation enable more accurate computing of damage and loss. In SWORD, civil protection, military assets and humanitarian actions can be performed for training and operation preparation. The simulation data about fire and assets' deployments can feed a web app map or a command and control system, thus providing situational awareness for optimal decision-making, and analysis about people in danger, network interconnections and potential service disruption. Disaster managers and commanders can interact with simulated assets performing their chosen courses of action and analyse the outcomes.In conclusion, tests in a wildfire case study demonstrated a high level of interoperability among those systems and the possibility to provide updated situational awareness leading to better emergency preparedness and critical infrastructure resilience building, finally contributing to save more lives.</p
