    Information capability: The need for professional leadership

    Helping people to find, appraise and use information is central to the mission of library and information professionals, who have always been involved in both providing information and facilitating access for end-users, though the style of mediation has varied in different settings. Changes in the local and global environment have made information-seeking more complex. Information skills development is a critical issue and the profession must take responsibility for ensuring both individuals and communities develop “information capability”. In the US and Australia, government recognition of information competencies has been informed by high-profile information literacy initiatives led by the profession. Neither the Library Association nor the Institute of Information Scientists [the two bodies brought together to form CILIP] were involved in this area, leaving a policy gap in the UK, though initiatives have been taken in higher education and the corporate sector. The President proposes the formation of a cross-sector working group to raise awareness, build relationships, gain recognition, and strengthen capacity. The paper concludes with an action list for the group, including development of a formal definition of information literacy, guidance on terminology, an award to celebrate excellence in the field, a new special interest group, and recommendations for professional education

    NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 34: How early career-stage US aerospace engineers and scientists produce and use information

    The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis the production and use of information by U.S. aerospace engineers and scientists who had changed their American Institute of Aeronautics and Astronautics (AIAA) membership from student to professional in the past five years

    Global projects preparation: Infusing information literacy into project-based curricula

    This paper describes how librarians at Worcester Polytechnic Institute (WPI) work with administrators and faculty of the Interdisciplinary & Global Studies Division (IGSD) to ensure that students are prepared for real-world off-site projects. Information literacy (IL) skills carry over from the academic setting to professional and personal life. According to a recent report by American Association of Colleges and Universities information literacy is listed as an essential learning outcome in the area of Intellectual and Practical Skills. At WPI these skills become practice with the real-world projects undergraduate students perform as part of their degree requirements. Librarians partner with faculty to infuse these important skills for future engineers and scientists into the curriculum through a project experience completed during their junior year. All WPI undergraduates are required to complete a team-based project that examines the impact of science and technology on society. The majority of students choose to complete their projects off-site in a wide variety of Project Centers around the world. Prior to going abroad students are enrolled in a seven-week Research Methods course. Librarians work with IGSD faculty to embed tutorials and team consultations into the course requirements. In 2006-2007 librarians met with 101 project teams and the program is part of all Research Methods courses. Student evaluations indicate that librarian involvement enhances their development of information literacy skills

    Monitoring Relative Abundance of American Shad in Virginia’s Rivers 2001 Annual Report

    Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. For Virginia, these requirements include spawning stock assessments, the collection of biological data on the spawning run (e.g., age-structure, sex ratio, spawning history), estimation of total mortality, indices of juvenile abundance, and evaluation of restoration programs by detection and enumeration of hatchery-released fish. This annual report documents continued compliance with Federal law. Since 1998, scientists in the Anadromous Fishes Program of the Virginia Institute of Marine Science have monitored the spawning run of American shad in the James, York and Rappahannock rivers. The information resulting from this program is reported annually to the ASMFC, has formed the basis for a number of technical papers published in the professional literature, and is contributing substantially to our understanding of the status and conservation of this important species

    Professionally-Oriented Communicative Language Teaching Approach by the Design of a Computer Assisted ESP Course: Analysis of Results

    Professionally-Oriented Communicative Language Teaching is an effective approach widely recognized among scientists and teachers which involves learners in authentic environment and communication and helps develop communicative competence of non-native speakers studying English for specific purposes (ESP). With the increase of Computer Assisted Language Learning teachers are constantly facing challenges to combine information technology with the Professionally-Oriented Communicative Language Teaching approach, and to develop and design relevant communicative activities which result in non-native speakers' of English improvement in communicative competence. The attempt to integrate computer assisted language environments and professionally oriented communicative language teaching results in the development of E-learning ESP courses in the Modular Object Oriented Developmental Learning Environment, based on the module "Electric systems and networks". The subjects of the study were sixty students, including students from Vietnam and the Czech Republic studying ESP at the Institute of Power Engineering of Tomsk Polytechnic University. The data was collected over a period of two years from the results of students' performance and a questionnaire survey concerning feedback on students' communicative language activities conducted during the course. The results indicate variations in the attitude of students from different countries to the developed communication activities. As the students state, however, the e-learning ESP course provides communicative situations similar to real ones and gives an opportunity to use the acquired knowledge in practical, professional, and research activity
