    This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs.     Providing the Third Dimension: High-resolution Multibeam Sonar as a Tool for Archaeological Investigations - An Example from the D-day Beaches of Normandy

    In general, marine archaeological investigations begin in the archives, using historic maps, coast surveys, and other materials, to define submerged areas suspected to contain potentially significant historical sites. Following this research phase, a typical archaeological survey uses sidescan sonar and marine magnetometers as initial search tools. Targets are then examined through direct observation by divers, video, or photographs. Magnetometers can demonstrate the presence, absence, and relative susceptibility of ferrous objects but provide little indication of the nature of the target. Sidescan sonar can present a clear image of the overall nature of a target and its surrounding environment, but the sidescan image is often distorted and contains little information about the true 3-D shape of the object. Optical techniques allow precise identification of objects but suffer from very limited range, even in the best of situations. Modern high-resolution multibeam sonar offers an opportunity to cover a relatively large area from a safe distance above the target, while resolving the true three-dimensional (3-D) shape of the object with centimeter-level resolution. A clear demonstration of the applicability of highresolution multibeam sonar to wreck and artifact investigations occurred this summer when the Naval Historical Center (NHC), the Center for Coastal and Ocean Mapping (CCOM) at the University of New Hampshire, and Reson Inc., collaborated to explore the state of preservation and impact on the surrounding environment of a series of wrecks located off the coast of Normandy, France, adjacent to the American landing sectors The survey augmented previously collected magnetometer and high-resolution sidescan sonar data using a Reson 8125 high-resolution focused multibeam sonar with 240, 0.5° (at nadir) beams distributed over a 120° swath. The team investigated 21 areas in water depths ranging from about three -to 30 meters (m); some areas contained individual targets such as landing craft, barges, a destroyer, troop carrier, etc., while others contained multiple smaller targets such as tanks and trucks. Of particular interest were the well-preserved caissons and blockships of the artificial Mulberry Harbor deployed off Omaha Beach. The near-field beam-forming capability of the Reson 8125 combined with 3-D visualization techniques provided an unprecedented level of detail including the ability to recognize individual components of the wrecks (ramps, gun turrets, hatches, etc.), the state of preservation of the wrecks, and the impact of the wrecks on the surrounding seafloor

    Oil spills and slicks occur in the ocean around the world due to natural seeps, oil extraction, transportation, and consumption. Satellite synthetic aperture radar (SAR) has proven to be an efficient tool for identifying and classifying oil on the sea surface. This information can be used to monitor areas for potential illegal marine discharge or to respond to an oil spill incident. When used to monitor shipping lanes or drilling platforms, timely analysis can identify offending parties and lead to prosecution. Following an oil spill such as that from the Deepwater Horizon rig in the Gulf of Mexico in 2010, SAR can be used to direct response activities and optimize available resources

    Harmful algal blooms (HABs) can cause sudden and considerable losses to fish farms, for example 500,000 salmon during one bloom in Shetland, and also present a threat to human health. Early warning allows the industry to take protective measures. PML's satellite monitoring of HABs is now funded by the Scottish aquaculture industry. The service involves processing EO ocean colour data from NASA and ESA in near-real time, and applying novel techniques for discriminating certain harmful blooms from harmless algae. Within the AQUA-USERS project we are extending this capability to further HAB species within several European countries

    2015 Oil Observing Tools: A Workshop Report

    Since 2010, the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA) have provided satellite-based pollution surveillance in United States waters to regulatory agencies such as the United States Coast Guard (USCG). These technologies provide agencies with useful information regarding possible oil discharges. Unfortunately, there has been confusion as to how to interpret the images collected by these satellites and other aerial platforms, which can generate misunderstandings during spill events. Remote sensor packages on aircraft and satellites have advantages and disadvantages vis-à-vis human observers, because they do not “see” features or surface oil the same way. In order to improve observation capabilities during oil spills, applicable technologies must be identified, and then evaluated with respect to their advantages and disadvantages for the incident. In addition, differences between sensors (e.g., visual, IR, multispectral sensors, radar) and platform packages (e.g., manned/unmanned aircraft, satellites) must be understood so that reasonable approaches can be made if applicable and then any data must be correctly interpreted for decision support. NOAA convened an Oil Observing Tools Workshop to focus on the above actions and identify training gaps for oil spill observers and remote sensing interpretation to improve future oil surveillance, observation, and mapping during spills. The Coastal Response Research Center (CRRC) assisted NOAA’s Office of Response and Restoration (ORR) with this effort. The workshop was held on October 20-22, 2015 at NOAA’s Gulf of Mexico Disaster Response Center in Mobile, AL. The expected outcome of the workshop was an improved understanding, and greater use of technology to map and assess oil slicks during actual spill events. Specific workshop objectives included: •Identify new developments in oil observing technologies useful for real-time (or near real-time) mapping of spilled oil during emergency events. •Identify merits and limitations of current technologies and their usefulness to emergency response mapping of oil and reliable prediction of oil surface transport and trajectory forecasts.Current technologies include: the traditional human aerial observer, unmanned aircraft surveillance systems, aircraft with specialized senor packages, and satellite earth observing systems. •Assess training needs for visual observation (human observers with cameras) and sensor technologies (including satellites) to build skills and enhance proper interpretation for decision support during actual events

    Technology and maritime security in Africa : opportunities and challenges in Gulf of Guinea

    This research was supported by funding from the St Andrews Research Internship Scheme (StARIS).Maritime security threats undermine safety and security at sea and, in turn, coastal states’ efforts to harness the resources in their maritime domain. This assertion is true for coastal states and Small Island Developing States (SIDS) on the African continent, where limited maritime enforcement capabilities have increased security threats at sea, such as illegal, unreported and unregulated fishing, piracy and armed robbery at sea, toxic waste dumping and other illicit activities. African navies and their foreign partners are taking advantage of the opportunities that technology provides to improve safety and security. Technology has led to the identification of criminals at sea, their capture and prosecution, making it crucial in enhancing maritime security. As such, the merits of its use for maritime security are undeniable. However, using technology comes with challenges that need to be considered. With this in mind, our research makes an original contribution by exploring the opportunities for using technology to advance maritime safety and security in Africa, successes and challenges with an emphasis on the Gulf of Guinea region. Drawing from questionnaire data from maritime law enforcement personnel, agencies supporting the implementation of the Yaoundé Code of Conduct (2013), and a review of relevant literature and policy documents, we contend that technology has significantly improved maritime domain awareness and the effective implementation of maritime safety and security in the Gulf of Guinea.
