    Credit Card Fraud: A New Perspective On Tackling An Intransigent Problem

    This article offers a new perspective on battling credit card fraud. It departs from a focus on post factum liability, which characterizes most legal scholarship and federal legislation on credit card fraud and applies corrective mechanisms only after the damage is done. Instead, this article focuses on preempting credit card fraud by tackling the root causes of the problem: the built-in incentives that keep the credit card industry from fighting fraud on a system-wide basis. This article examines how credit card companies and banks have created a self-interested infrastructure that insulates them from the liabilities and costs of credit card fraud. Contrary to widespread belief, retailers, not card companies or banks, absorb much of the loss caused by thieves who shop with stolen credit cards. Also, credit card companies and banks earn fees from every credit card transaction, including those that are fraudulent. In addressing these problems, this article advocates broad reforms, including legislation that would mandate data security standards for the industry, empower multiple stakeholders to create the new standards, and offer companies incentives to comply by capping bank fees for those that are compliant, while deregulating fees for those that are not compliant

    Telecommunications infrastructures and policies as factors in regional competitive advantage and disadvantage

    There has been a revolution in telecommunications technologies in recent years. New technologies with myriad applications have helped transform markets, industrial structures and the organisation of firms throughout the economy. These changes have had important spatial effects which are the subject of this paper. The processes of adoption and diffusion of telecommunications technologies are discussed. The argument that the spread of such technologies means that"distance no longer matters" is scrutinised. There is a theme in the literature that this decentralising tendency has particular implications for peripheral regions, that new communications technologies could have a significant impact in reducing the traditional economic disadvantages of such regions. However, there is a contrary argument that there remain strong centralising tendencies. Indeed, new communications technologies may be associated with an increasing polarisation of economic activity. These theoretical arguments are revisited in the context of a case study of the Scottish Highlands and Islands. This is a particularly interesting region because, although it is a peripheral, rural area, it has a highly developed telecommunications infrastructure. This case study deploys the results of a recent study of the use by firms in the Highlands and Islands of communications technologies. The paper finds little significant evidence that telecommunications initiatives in the Scottish Highlands and Islands have significantly altered the competitive position of the region. The paper concludes with a discussion of some of the implications for national and local policy makers in encouraging the take up and effective use of new communications technologies.

    A Framework for e-Commerce Implementation: Nigeria a Case Study

    The advent of the Internet has transformed the business environment in no small measure and has influenced the ways and manner businesses are transacted. This platform has brought about enhanced electronic and mobile business transactions. However, the advent of e-Commerce, m-Commerce or i-Commerce has placed a premium on the participating organisations or nations in terms of provision of the basic infrastructure for a secure, seamless and trusted business environment through the electronic media. This paper presents an exploratory study of the prospects of e-Commerce implementation and the factors inhibiting its growth. A set of questionnaire was designed, administered and analysed based on political, economic, social and technological (PEST) analysis. The PEST analysis is to help review the current practices with a view to developing a framework for Nigeria and other developing nations in Africa. Findings revealed that the Automatic Teller Machine (ATM) is the most widely used medium of e-Payment in Nigeria, which is not very suitable for e-Commerce implementation. Similarly, the Internet penetration is still abysmally low and is one of the major threats to e-Commerce implementation. However, the nascent democracy enjoyed in Nigeria is faced with some teething problems, but it promised with time, relative political stability, direct foreign investment, improved economical atmosphere, improved social services and technological development more than ever witnessed in the country. Therefore, a viable framework for Nigeria and Africa would be such that involves the private and public partnership (PPP). This consortium is expected to provide the platform for access to the Internet and popularize the use of e-Payment among other things

    E-logistics of agribusiness organisations

    Logistics is one of the most important agribusiness functions due to the idiosyncrasy of food products and the structure of food supply chain. Companies in the food sector typically operate with poor production forecasting, inefficient inventory management, lack of coordination with supply partners. Further, markets are characterised by stern competition, increasing consumer demands and stringent regulation for food quality and safety. Large agribusiness corporations have already turned to e-logistics solutions as a means to sustain competitive advantage and meet consumer demands. There are four types of e-logistics applications: (a) Vertical alliances where supply partners forge long-term strategic alliances based on electronic sharing of critical logistics information such as sales forecasts and inventory volume. Vertical alliances often apply supply chain management (SCM) which is concerned with the relationship between a company and its suppliers and customers. The prime characteristic of SCM is interorganizational coordination: agribusiness companies working jointly with their customers and suppliers to integrate activities along the supply chain to effectively supply food products to customers. E-logistics solutions engender the systematic integration among supply partners by allowing more efficient and automatic information flow. (b) e-tailing, in which retailers give consumers the ability to order food such as groceries from home electronically i.e. using the Internet and the subsequent delivery of those ordered goods at home. (c) Efficient Foodservice Response (EFR), which is a strategy designed to enable foodservice industry to achieve profitable growth by looking at ways to save money for each level of the supply chain by eliminating inefficient practices. EFR provides solutions to common logistics problems, such as transactional inefficiency, inefficient plant scheduling, out-of-stocks, and expedited transportation. (d) Contracting, a means of coordinating procurement of food, beverages and their associated supplies. Many markets and supply chains in agriculture are buyer-driven where the buyers in the market tend to set prices and terms of trade. Those terms can include the use of electronic means of communication to support automatic replenishment of goods, management of supply and inventory. The results of the current applications of e-logistics in food sector are encouraging for Greek agribusiness. Companies need to become aware of and evaluate the value-added by those applications which are a sustainable competitive advantage, optimisation of supply chain flows, and meeting consumer demands and food safety regulations. E-business diffusion has shown that typically first-movers gain a significant competitive advantage and the rest companies either eventually adopt the new systems or see a significant decline in their trading partners and perish. E-logistics solutions typically require huge investments in hardware and software and skilled personnel, which is an overt barrier for most Greek companies. Large companies typically are first-movers but small and medium enterprises (SMEs) need institutional support in order to become aware that e-logistics systems can be fruitful for them as well

    Topic Map Generation Using Text Mining

    Starting from text corpus analysis with linguistic and statistical analysis algorithms, an infrastructure for text mining is described which uses collocation analysis as a central tool. This text mining method may be applied to different domains as well as languages. Some examples taken form large reference databases motivate the applicability to knowledge management using declarative standards of information structuring and description. The ISO/IEC Topic Map standard is introduced as a candidate for rich metadata description of information resources and it is shown how text mining can be used for automatic topic map generation

    Electronic food retailers can satisfy their customers more effectively if they understand how this particular market works. As in other service segments, the emergence of electronic business-to-customer services in the retail food industry poses questions for managers about the design of new food retailing services and the redesign of existing services for delivery through electronic channels. Important topics include characteristics of electronic service offerings, the typical operational configurations used to deliver electronic services, and the ways in which they relate to the effectiveness of electronic service delivery. We address this issue by developing a product-process matrix for understanding and analyzing electronic retailing services in general. We tailor the matrix to food retailing in particular.     Sale the seven Cs: Teaching/training aid for the (e-)retail mix

    The ‘4Ps’ of the marketing mix have long been popular with students, tutors, trainers and practitioners as a learning and teaching aid. The purpose of this paper is to present an equivalent tool for retail and e-retail: ‘Sale the 7Cs’. The approach is by reference to other authors’ versions of the marketing, retail and e-retail mixes, distilled into a simplified framework: C1 Convenience; C2 Customer value and benefit; C3 Cost to the customer; C4 Computing and category management; C5 Customer franchise; C6 Customer care and service; C7 Communication and customer relationships. This simplified mnemonic is new for (e-)retail. Mini case examples are used to illustrate the applicability. These have a practical value for trainers and educators as specimen answers to activity exercises. Retailers may find the convenient 7Cs structure useful when planning strategies and tactics
