    Modeling and Evaluating Pilot Performance in NextGen: Review of and Recommendations Regarding Pilot Modeling Efforts, Architectures, and Validation Studies

    NextGen operations are associated with a variety of changes to the national airspace system (NAS) including changes to the allocation of roles and responsibilities among operators and automation, the use of new technologies and automation, additional information presented on the flight deck, and the entire concept of operations (ConOps). In the transition to NextGen airspace, aviation and air operations designers need to consider the implications of design or system changes on human performance and the potential for error. To ensure continued safety of the NAS, it will be necessary for researchers to evaluate design concepts and potential NextGen scenarios well before implementation. One approach for such evaluations is through human performance modeling. Human performance models (HPMs) provide effective tools for predicting and evaluating operator performance in systems. HPMs offer significant advantages over empirical, human-in-the-loop testing in that (1) they allow detailed analyses of systems that have not yet been built, (2) they offer great flexibility for extensive data collection, (3) they do not require experimental participants, and thus can offer cost and time savings. HPMs differ in their ability to predict performance and safety with NextGen procedures, equipment and ConOps. Models also vary in terms of how they approach human performance (e.g., some focus on cognitive processing, others focus on discrete tasks performed by a human, while others consider perceptual processes), and in terms of their associated validation efforts. The objectives of this research effort were to support the Federal Aviation Administration (FAA) in identifying HPMs that are appropriate for predicting pilot performance in NextGen operations, to provide guidance on how to evaluate the quality of different models, and to identify gaps in pilot performance modeling research, that could guide future research opportunities. This research effort is intended to help the FAA evaluate pilot modeling efforts and select the appropriate tools for future modeling efforts to predict pilot performance in NextGen operations

    An overview of decision table literature.

    The present report contains an overview of the literature on decision tables since its origin. The goal is to analyze the dissemination of decision tables in different areas of knowledge, countries and languages, especially showing these that present the most interest on decision table use. In the first part a description of the scope of the overview is given. Next, the classification results by topic are explained. An abstract and some keywords are included for each reference, normally provided by the authors. In some cases own comments are added. The purpose of these comments is to show where, how and why decision tables are used. Other examined topics are the theoretical or practical feature of each document, as well as its origin country and language. Finally, the main body of the paper consists of the ordered list of publications with abstract, classification and comments.

    A review of the ecological effectiveness of subtidal marine reserves in Central California, Part I: Synopsis of scientific investigations

    Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California.     High-resolution mapping of two large-scale transpressional fault zones in the California Continental Borderland: Santa Cruz-Catalina Ridge and Ferrelo faults

    New mapping of two active transpressional fault zones in the California Continental Borderland, the Santa Cruz-Catalina Ridge fault and the Ferrelo fault, was carried out to characterize their geometries, using over 4500 line-km of new multibeam bathymetry data collected in 2010 combined with existing data. Faults identified from seafloor morphology were verified in the subsurface using existing seismic reflection data including single-channel and multichannel seismic profiles compiled over the past three decades. The two fault systems are parallel and are capable of large lateral offsets and reverse slip during earthquakes. The geometry of the fault systems shows evidence of multiple segments that could experience throughgoing rupture over distances exceeding 100 km. Published earthquake hypocenters from regional seismicity studies further define the lateral and depth extent of the historic fault ruptures. Historical and recent focal mechanisms obtained from first-motion and moment tensor studies confirm regional strain partitioning dominated by right slip on major throughgoing faults with reverse-oblique mechanisms on adjacent structures. Transpression on west and northwest trending structures persists as far as 270 km south of the Transverse Ranges; extension persists in the southern Borderland. A logjam model describes the tectonic evolution of crustal blocks bounded by strike-slip and reverse faults which are restrained from northwest displacement by the Transverse Ranges and the southern San Andreas fault big bend. Because of their potential for dip-slip rupture, the faults may also be capable of generating local tsunamis that would impact Southern California coastlines, including populated regions in the Channel Islands

    Design and analysis of target-sensitive real-time systems

    A significant number of real-time control applications include computational activities where the results have to be delivered at precise instants, rather than within a deadline. The performance of such systems significantly degrades if outputs are generated before or after the desired target time. This work presents a general methodology that can be used to design and analyze target-sensitive applications in which the timing parameters of the computational activities are tightly coupled with the physical characteristics of the system to be controlled. For the sake of clarity, the proposed methodology is illustrated through a sample case study used to show how to derive and verify real-time constraints from the mission requirements. Software implementation issues necessary to map the computational activities into tasks running on a real-time kernel are also discussed to identify the kernel mechanisms necessary to enforce timing constraints and analyze the feasibility of the application. A set of experiments are finally presented with the purpose of validating the proposed methodology

    Development of microcomputer-based mental acuity tests for repeated-measures studies

    The purpose of this report is to detail the development of the Automated Performance Test System (APTS), a computer battery of mental acuity tests that can be used to assess human performance in the presence of toxic elements and environmental stressors. There were four objectives in the development of APTS. First, the technical requirements for developing APTS followed the tenets of the classical theory of mental tests which requires that tests meet set criteria like stability and reliability (the lack of which constitutes insensitivity). To be employed in the study of the exotic conditions of protracted space flight, a battery with multiple parallel forms is required. The second criteria was for the battery to have factorial multidimensionality and the third was for the battery to be sensitive to factors known to compromise performance. A fourth objective was for the tests to converge on the abilities entailed in mission specialist tasks. A series of studies is reported in which candidate APTS tests were subjected to an examination of their psychometric properties for repeated-measures testing. From this work, tests were selected that possessed the requisite metric properties of stability, reliability, and factor richness. In addition, studies are reported which demonstrate the predictive validity of the tests to holistic measures of intelligence
