    The Advanced Computer Applications (ACA) project builds on IIASA's traditional strength in the methodological foundations of operations research and applied systems analysis, and its rich experience in numerous application areas including the environment, technology and risk. The ACA group draws on this infrastructure and combines it with elements of AI and advanced information and computer technology to create expert systems that have practical applications. By emphasizing a directly understandable problem representation, based on symbolic simulation and dynamic color graphics, and the user interface as a key element of interactive decision support systems, models of complex processes are made understandable and available to non-technical users. Several completely externally-funded research and development projects in the field of model-based decision support and applied Artificial Intelligence (AI) are currently under way, e.g., "Expert Systems for Integrated Development: A Case Study of Shanxi Province, The People's Republic of China." This paper gives an overview of some of the expert systems that have been considered, compared or assessed during the course of our research, and a brief introduction to some of our related in-house research topics

    Journal ArticleDecoupled computer architectures provide an effective means of exploiting instruction level parallelism. Self-timed micropipeline systems are inherently decoupled due to the elastic nature of the basic FIFO structure, and may be ideally suited for constructing decoupled computer architectures. Fred is a self-timed decoupled, pipelined computer architecture based on micropipelines. We present the architecture of Fred, with specific details on a micropipelined implementation that includes support for multiple functional units and out-of- order instruction completion due to the self-timed decoupling

Factors that tend to limit the ready availability of satellite communication to an increasingly wide group of users are evaluated. Current primary limitations on this wide utilization are the availability of frequency and/or synchronous equatorial satellite positions and the cost of individual user Earth terminals. The former could be ameliorated through the reuse of frequencies, the use of higher frequency bands, and the reduction of antenna side lobes. The latter limitation requires innovative hardware, design, careful system design, and large scale production

    The ontological and epistemological distinction made between the ‘Orient’ and the ‘Occident’ has been largely accepted as the starting point for elaborate accounts concerning the Orient, its people, culture, and mind. Particularly, such distinction has led to a fundamentally different philosophy of space and time in East and West. In most of the Eurocentric organization studies, space has been commodified and rationalized as absolute for the pursuit of governance and control which stands a sharp contrast to the East relativism perspective of space. As a result of intellectual imperialism, placing East in the West paradigm through borrowed material and the eyes of others is impractical. The lack of resonance of non-Western paradigm in communication study is an apparent gap to be filled. Therefore, this research aimed to examine affordance of organization space for collaboration from non-Western perspectives. A six-month ethnographic fieldwork was conducted in an ICT company. Data were collected through participant observation, semi-structured and unstructured interview with 42 Chinese research analysts, documentary sources and material artefacts. Findings identified five underlying key values in non-Western communicative behaviour pertinent to Chinese cardinal value of harmony which emphasized on interrelationship, interdependence and mutuality. Results also demonstrated a cyclical view of space and the notion of spatial affordance afforded sense of community and sociality which making space a ‘destination’ for togetherness and cohesiveness.
