    Securing library information system: Vulnerabilities and threats

    Threats and vulnerabilities in computers and networks are common nowadays since computers are widely used by the public. The risks of computer threats and vulnerabilities are high since most computers are connected to the internet. Library Information Systems is also vulnerable to attack since it is a public access institution. Majority of users are naive when it comes to computer and network securities. Some breaches in Library Information System are intentional and some are unintentional. Risks analysis should be done to find the threats and risks in designing the Library Information System. Threats are made possible due to lack of proper procedures, software flaws and policies. The administrators should anticipate all the possible attacks and their mitigation techniques. In this paper, we will try to address various issues arise from this vulnerabilities and threats. We will also describe how we can reduce and overcome this vulnerabilities and threats

    Learning the lessons from the developed world: e-banking security in Nigeria

    In the past decade banks invested heavily in internet technology so as to engage in e-business and e-commerce activities. However, this development exposed banks to threats, such as online fraud. Consequently, there was a need to adopt security measures and controls to mitigate such threats. Banks in developed countries have developed a level of ‘best practice’ to reduce such online threats. The objective of this study was to explore the extent to which banks in the developing world were benefitting from the experiences of banks in the developed world in terms of how they address online security threats. Case studies of two Nigerian Banks were undertaken using interviews and short questionnaire. The findings show respondents perceived the level of threats to e-banking in Nigeria to be low. When adopting e-banking security controls, the case study banks placed more emphasis on the technical dimension than the human dimension. Senior management commitment is a significant barrier to adopting best practice, which is highlighted in limited financial resources being provided for new investment in training or customer education. The study concludes that senior managers need to change their perceptions and priorities towards IT security to reduce the vulnerability of their e-banking services

    Data-Driven and Deep Learning Methodology for Deceptive Advertising and Phone Scams Detection

    The advance of smartphones and cellular networks boosts the need of mobile advertising and targeted marketing. However, it also triggers the unseen security threats. We found that the phone scams with fake calling numbers of very short lifetime are increasingly popular and have been used to trick the users. The harm is worldwide. On the other hand, deceptive advertising (deceptive ads), the fake ads that tricks users to install unnecessary apps via either alluring or daunting texts and pictures, is an emerging threat that seriously harms the reputation of the advertiser. To counter against these two new threats, the conventional blacklist (or whitelist) approach and the machine learning approach with predefined features have been proven useless. Nevertheless, due to the success of deep learning in developing the highly intelligent program, our system can efficiently and effectively detect phone scams and deceptive ads by taking advantage of our unified framework on deep neural network (DNN) and convolutional neural network (CNN). The proposed system has been deployed for operational use and the experimental results proved the effectiveness of our proposed system.     Governance of Dual-Use Technologies: Theory and Practice

    The term dual-use characterizes technologies that can have both military and civilian applications. What is the state of current efforts to control the spread of these powerful technologies—nuclear, biological, cyber—that can simultaneously advance social and economic well-being and also be harnessed for hostile purposes? What have previous efforts to govern, for example, nuclear and biological weapons taught us about the potential for the control of these dual-use technologies? What are the implications for governance when the range of actors who could cause harm with these technologies include not just national governments but also non-state actors like terrorists? These are some of the questions addressed by Governance of Dual-Use Technologies: Theory and Practice, the new publication released today by the Global Nuclear Future Initiative of the American Academy of Arts and Sciences. The publication's editor is Elisa D. Harris, Senior Research Scholar, Center for International Security Studies, University of Maryland School of Public Affairs. Governance of Dual-Use Technologies examines the similarities and differences between the strategies used for the control of nuclear technologies and those proposed for biotechnology and information technology. The publication makes clear the challenges concomitant with dual-use governance. For example, general agreement exists internationally on the need to restrict access to technologies enabling the development of nuclear weapons. However, no similar consensus exists in the bio and information technology domains. The publication also explores the limitations of military measures like deterrence, defense, and reprisal in preventing globally available biological and information technologies from being misused. Some of the other questions explored by the publication include: What types of governance measures for these dual-use technologies have already been adopted? What objectives have those measures sought to achieve? How have the technical characteristics of the technology affected governance prospects? What have been the primary obstacles to effective governance, and what gaps exist in the current governance regime? Are further governance measures feasible?
