    Generic Continuity of Operations/Continuity of Government Plan for State-Level Transportation Agencies, Research Report 11-01

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    Hybrid Ventilation System and Soft-Sensors for Maintaining Indoor Air Quality and Thermal Comfort in Buildings

    Maintaining both indoor air quality (IAQ) and thermal comfort in buildings along with optimized energy consumption is a challenging problem. This investigation presents a novel design for hybrid ventilation system enabled by predictive control and soft-sensors to achieve both IAQ and thermal comfort by combining predictive control with demand controlled ventilation (DCV). First, we show that the problem of maintaining IAQ, thermal comfort and optimal energy is a multi-objective optimization problem with competing objectives, and a predictive control approach is required to smartly control the system. This leads to many implementation challenges which are addressed by designing a hybrid ventilation scheme supported by predictive control and soft-sensors. The main idea of the hybrid ventilation system is to achieve thermal comfort by varying the ON/OFF times of the air conditioners to maintain the temperature within user-defined bands using a predictive control and IAQ is maintained using Healthbox 3.0, a DCV device. Furthermore, this study also designs soft-sensors by combining the Internet of Things (IoT)-based sensors with deep-learning tools. The hardware realization of the control and IoT prototype is also discussed. The proposed novel hybrid ventilation system and the soft-sensors are demonstrated in a real research laboratory, i.e., Center for Research in Automatic Control Engineering (C-RACE) located at Kalasalingam University, India.     An integrated urban systems model with GIS

    The purpose of the research is to develop an integrated urban systems model, which will assist in formulating a better land use-transportation policy by simulating the relationships between land use patterns and travel behavior, integrated with geographic information systems (GISs). In order to make an integrated land use-transportation model possible with the assistance of GISs technologies, the following four sub-systems have been developed: (1) an effective traffic analysis zone generation system; (2) an iterative land use and transportation modeling system; (3) efficient interfaces between GIS and land use, and GIS and transportation models; and (4) a user-friendly graphic user interface (GUI) system. By integrating these sub-systems, a variety of alternative land use-transportation policies can be evaluated through the modification of input parameters in each simulation. Eventually, the developed model using a GIS will assist in formulating an effective land use policy by obtaining robust simulation results for both land use-transportation planners and decision makers. The model has been applied to the Urbana-Champaign area as well as to the Seoul region in Korea for a demonstration of the workings of the model.
