    The Problem of Resource Access

    The Caosean insight that transaction costs stand between the world as we know it and an ideal of perfect efficiency has provided generations of law and economics scholars with an analytic North Star. But for legal scholars interested in the efficiency implications of property arrangements, transaction costs turn out to constitute an unhelpful category. Transaction costs are related to property rights in unstable and contested ways, and they comprise a heterogeneous set of impediments, not all of which are amenable to cost-effective reduction through law. Treating them as focal confuses the cause of our difficulties in structuring access to resources (positive transaction costs) with the solution to the problem presented by a world featuring scarce resources and positive transaction costs. A broader notion of resource access costs, appropriately subdivided, can correct problems of overinclusion, underinclusion, and all insufficient specification in the transaction cost concept. The resulting analytic clarity will allow property theorists to contribute more usefully to solving resource problems

    Global factors which influence the directions of social development

    This study identifies global factors conditioning the global problematics of the direction of social development. Global threats were evaluated and defined as dangerous processes, phenomena, and situations that cause harm to health, safety, well-being, and the lives of all humanity, and require removal. The essence of global risks was defined. These risks were defined as events or conditions that may cause a significant negative effect for several countries or spheres within a strategic period if they occur. Global problems were conceptualized. These problems were defined as phenomena, matters, and situations that are not completely understandable, interesting, actual, require solving and regulation, and in addition do not have unified solutions. Current global challenges were analyzed, defined as strategic guidelines that cause transformational changes and are receiving attention from humanity. Global trends were defined as courses of social development. The composition and role of global actors were described, and defined as international organizations, leading states, regional organizations, powerful corporations, institutional investors, large cities, and well-known personalities. The directions of positive courses of social development were developed by means of using the authors’ mechanism of solving the global problematics

    METHODS FOR INCREASING THE CLASSIFICATION ACCURACY BASED ON MODIFICATIONS OF THE BASIC ARCHITECTURE OF CONVOLUTIONAL NEURAL NETWORKS

    Object of research: basic architectures of deep learning neural networks. Investigated problem: insufficient accuracy of solving the classification problem based on the basic architectures of deep learning neural networks. An increase in accuracy requires a significant complication of the architecture, which, in turn, leads to an increase in the required computing resources, as well as the consumption of video memory and the cost of learning/output time. Therefore, the problem arises of determining such methods for modifying basic architectures that improve the classification accuracy and require insignificant additional computing resources. Main scientific results: based on the analysis of existing methods for improving the classification accuracy on the convolutional networks of basic architectures, it is determined what is most effective: scaling the ScanNet architecture, learning the ensemble of TreeNet models, integrating several CBNet backbone networks. For computational experiments, these modifications of the basic architectures are implemented, as well as their combinations: ScanNet + TreeNet, ScanNet + CBNet. The effectiveness of these methods in comparison with basic architectures has been proven when solving the problem of recognizing malignant tumors with diagnostic images – SIIM-ISIC Melanoma Classification, the train/test set of which is presented on the Kaggle platform. The accuracy value for the area under the ROC curve metric has increased from 0.94489 (basic architecture network) to 0.96317 (network with ScanNet + CBNet modifications). At the same time, the output compared to the basic architecture (EfficientNet-b5) increased from 440 to 490 seconds, and the consumption of video memory increased from 8 to 9.2 gigabytes, which is acceptable. Innovative technological product: methods for achieving high recognition accuracy from a diagnostic signal based on deep learning neural networks of basic architectures. Scope of application of the innovative technological product: automatic diagnostics systems in the following areas: medicine, seismology, astronomy (classification by images) onboard control systems and systems for monitoring transport and vehicle flows or visitors (recognition of scenes with camera frames)

    The promises of educational technology: a reassessment

    The claims made for educational technology have not always been realized. Many programmes in education based on media and technology have produced useful documentation and supportive research; others have failed. The current, comprehensive definition of educational technology is a helpful key to understanding how a problem-solving orientation is necessary to approach teaching/learning designs. The process of educational technology begins with an analysis of the problem, rather than with the medium as a solution. Examples of appropriate applications come from open universities and primary schools where distance, time, insufficient personnel, and inadequate facilities have led to a search for alternative means for teaching and learning. Less successful programmes tended to have confused goals and an emphasis on one medium. They also lacked: support services, staff training, quality software and a system focus. The threads which run through the more successful programmes are described. The lessons learned from fifty years of media and technology development in education and training are discussed with an eye toward the future. It is clear that educational technology as a problem-solving process will lead the field into the twenty-first century

    Contextualised problem-based approach for teaching undergraduate database module

    In this paper, a new approach has been used in teaching the second year undergraduate database module. The approach is a combination of contextualisation, problem-based approach, group work and continuous formative assessment. The contextualisation ensures the visibility of teaching/learning activities so that students are aware of the values of activities and how they can fit into a big picture. Problem-based approach gives the students tasks/problems to solve before the relevant lecture takes place, hence can better develop effective reasoning processes, independently learning skills and improve motivation and engagement. Group work is regularly used due to the diversity of student backgrounds and level of prior knowledge of certain topics. By having group work, students can learn from each other and easily clarify confusions among themselves before approaching the lecturer. This gives the lecture more time focusing on common issues. Formative assessment has also been used to support teaching/learning activities and to reinforce their understanding. The work in this paper has been evaluated via an end-of-year online module survey. The results show good effectiveness of the new approach, although there are still spaces for improvement

    Simultaneous interpreting : walking a tightrope

    Several phenomena associated with the differences in the performance of novice interpreters and semi-professionals have been discussed in the paper. Particular emphasis was placed on the occurrence of imported cognitive load which strongly influenced the performance of the subjects also in places where no intrinsic difficulty had been detected. Nevertheless, too little evidence was provided to establish a more detailed pattern of imported cognitive load, which was due to the limited number of participants in the study. It would be possible to obtain more detailed data and comments from the participants by means of interviews conducted individually with the participants. It would allow asking detailed questions to the participants, which might be a more reliable method than the immediate retrospective accounts. Moreover, in the present study such variables as gender differences, age differences and the possible influence of other foreign languages were not taken into account. Perhaps these variables might shed some light on the issue of the management of cognitive resources. Also, the corpus gathered for the present study may be used for the investigation of other aspects of the SI performance

    The aim of this study is to report on an integrated model of new product development (NPD) and the analysis of factors, which have a significant effect on new product development success. First, an integrated NPD model based on past research findings and suggestions of several researchers is built. A three-step model is constructed and is tested through a series of statistical tests and analysis.
