    P4TC - Provably-Secure yet Practical Privacy-Preserving Toll Collection

    Electronic toll collection (ETC) is widely used all over the world not only to finance our road infrastructures, but also to realize advanced features like congestion management and pollution reduction by means of dynamic pricing. Unfortunately, existing systems rely on user identification and allow tracing a user’s movements. Several abuses of this personalized location data have already become public. In view of the planned Europeanwide interoperable tolling system EETS and the new EU General Data Protection Regulation, location privacy becomes of particular importance. In this paper, we propose a flexible security model and crypto protocol framework designed for privacy-preserving toll collection in the most dominant setting, i.e., Dedicated Short Range Communication (DSRC) ETC. A major challenge in designing the framework at hand was to combine provable security and practicality, where the latter includes practical performance figures and a suitable treatment of real-world issues, like broken onboard units etc. To the best of our knowledge, our work is the first in the DSRC setting with a rigorous security model and proof and arguably the most comprehensive formal treatment of ETC security and privacy overall. Additionally, we provide a prototypical implementation on realistic hardware which already features fairly practical performance figures. An interaction between an onboard unit and a road-side unit is estimated to take less than a second allowing for toll collection at full speed assuming one road-side unit per lane

    Thesis(Doctoral) --KDI School:Ph.D in Public Policy,2017With the advent of the Internet and Mobile Communications, the nature of communication has changed significantly over the past few decades .The promotion of technologies among the common people has been found to be an important element of public policy to reduce the digital divide. The rapid advancement of information technology (IT), automation systems and data communications systems leads to improvement of intelligent transport systems (ITS). ITS covers all branches of transportation and involves all dynamically interacting elements of transportation system, i.e. transport means, infrastructure, drivers and commuters. However, few researches have been carried out in the context of public sectors, especially that involving ITS. The purpose of this study is to investigate the justice dimensions that influence satisfaction and public confidence in the context of ITS and to explore implications to Citizen/Customer Relationship Management (CRM) and public policy. This study investigates the following research questions: i) Do levels of perceived justice (distributive, procedural and interactional) in ITS environment affect levels of satisfaction/dissatisfaction? ii) Do levels of satisfaction form ITS affect levels of public confidence? iii) Do levels of dissatisfaction form ITS affect levels of willingness to complain? iv) Do levels of dissatisfaction form ITS affect levels of complaining behavior? v) Do levels of complaining behavior in ITS environment affect levels of satisfaction with complaint handling when the complaints are resolved based on three dimensions (distributive, procedural and interactional)of justice? vi) Do levels of willingness to complain in ITS environment affect levels of public confidence? vii) Do levels of satisfaction with complaint handling in ITS environment affect levels of public confidence? The findings of this study imply that ITS users are more importantly perceive to equity and equality issues, or distributive justice. The employment of ITS should not be limited to the technical aspects of ITS, but should focus more attention on the subjective domain of justice.     Sustainable urban transportation in developing mega-cities : a review of policies, regulations, and technologies

An efficient flow of goods and people into around and through these urban nerve centers is vital to their global economic competitiveness, environmental health, and socioeconomic development. A lack of adequate mobility is characterized by a number of detrimental externalities. Chiefly, the ensnarement of vehicles in traffic congestion, an increase in air-borne pollutants and a higher cost of travel are symptoms of poor planning, inadequate investment, and ineffective governance. Innovative policies, regulations, and technologies must be employed that enable mobility without sacrificing quality of life, clean air, or investment in other sectors. The primary objective of this study is to assist municipal governments in the development of environmentally sustainable, socially equitable, and financially self-reliant transportation policies and systems. This objective will be achieved in three stages: I. This study will describe and assess a portfolio of urban transportation policies, regulations, and technologies, concentrating on those policies that make use of market forces to influence travel demand. II. Two urban transportation case studies will be developed: Singapore and Bogoti, Colombia. These cases will be used to illustrate the interactions of policies, regulations, and technologies and to demonstrate the important roles that institutional arrangements and public opinion can play as determinants of success or failure. III. Finally, from this analysis we will develop a series of urban transportation policy recommendations for the city of Guangzhou. Our recommendations are based on interviews with senior municipal officials, documents produced by the administration, the city's unique context, and the telling experiences of Singapore and Bogota. Three primary conclusions arise from this study. First, developing mega-cities cannot focus solely on the supply of additional infrastructure to address their mobility problems; they must also manage the demand side of the equation. Second, these cities must employ a broad mixture of demand-management measures simultaneously in order to significantly improve mobility.     Förderung des Aufbaus von Smart Grids in Thailand als Zusammenspiel von intelligenten Gebäuden, intelligenten Verbrauchern und einer intelligenten Energiepolitik

    Smart grid technology can enhance renewable energy in the electricity system by integrating information communication technology (ICT) into the existing electricity network. Residential and commercial buildings can perform as a power plant with an energy design concept by integrating renewable energy and energy storage system. However, there has been relatively little focus on how to enhance the residential sector in smart grid development in the context of Thailand. This research focuses on residential buildings only. The technology assessment shows that energy efficiency measures (EEM) must be implemented to reduce the energy demand of the building. The Ice thermal energy storage system (ITES) is an appropriate energy storage system application that can provide cooling energy, which is the major energy consumer in residential building. The integration of EEM, the PV system, and the ITES system can reduce the primary energy demand by 87%, compared to the reference building without comprehensive energy concept design. The power quality assessment shows that the PV hosting capacity is limited up to 75%, which keeps the voltage level in the permissible range. The distributed energy storage system allows the PV prosumer to perform an active role by providing reactive power service to the system at the critical electricity feeder. The economic assessment reveals that the ITES is the most cost-effective investment option, where the battery energy storage (BES) system can become more attractive with incentive support and future cost reduction. The results from the consumer survey reveal that the willingness to pay (WTP) of the EEM and PV system in the detached single-family house is higher than the investment cost, which benefits both consumer and house developer. Technology is a key driver for providing the energy service to the energy system, while consumer behavior and acceptance can increase technology adoption. The Thai government should encourage the residential sector to become a smart user by taking technology, consumer behavior background, and essential energy policy into account.Intelligente Netztechnik, sogenannte Smart Grid-Technologie, kann durch die Einbindung von Informations- und Kommunikationstechnologie die Integration von erneuerbaren Energien in das bestehende Stromnetz verbessern. Wohn- und Gewerbegebäude können mit Hilfe eines Energiekonzepts durch die Integration von erneuerbaren Energien und Energiespeichern als Kleinkraftwerk fungieren. Allerdings gibt es in Thailand bisher wenig Analysen, wie man den Wohnungssektor für die Entwicklung intelligenter Netze nutzbar machen kann. Diese Forschungsarbeit konzentriert sich daher ausschließlich auf Wohngebäude. Die Technologiebewertung zeigt, dass Energieeffizienzmaßnahmen (EEM) umgesetzt werden müssen, um den Energiebedarf der Gebäude zu reduzieren. Ein thermischer Energiespeicher basierend auf Eis (ITES) ist eine geeignete Speicheranwendung, um Kühlenergie bereitzustellen, die der Hauptenergieverbraucher in Wohngebäuden ist. Durch die Integration von EEM, dem PV-System und dem ITES-System kann der Primärenergiebedarf um 87% reduziert werden, verglichen mit einem Referenzgebäude ohne umfassendes Energiekonzept. Die vorliegende Forschungsarbeit zeigt, dass die PV-Aufnahmekapazität auf bis zu 75% ausgeweitet werden kann, ohne dass Spannungsgrenzen verletzt werden. Der dezentrale Energiespeicher ermöglichst es zudem dem PV-Prosumer, durch Blindleistungseinsatz eine aktive Rolle im Stromsystem einzunehmen und Spannungsprobleme in kritischen Leitungssträngen zu reduzieren. Die wirtschaftliche Bewertung zeigt, dass das ITES die kostengünstigste Investitionsoption ist und das Batteriespeichersystem (BES) durch Anreize und künftige Kostensenkungen an Attraktivität gewinnen kann. Die Ergebnisse der durchgeführten Verbraucherbefragung zeigen, dass die Zahlungsbereitschaft für die EEM und das PV-System in Einfamilienhäusern höher ist als die Investitionskosten, was sowohl dem Verbraucher als auch dem Bauherrn des Hauses zugutekommt. Neue Technologien sind zentrale Elemente, um die Bereitstellung von Energiedienstleistungen im Energiesystem zu ermöglichen. Jedoch sind auch Nutzerverhalten und -akzeptanz wichtig, um die Verbreitung der Technologie zu erhöhen. Die thailändische Regierung sollte den Einsatz von Intelligenz im Wohnungssektor fördern und dabei Technologien, Verbraucherverhalten und wesentliche energiepolitische Aspekte berücksichtigen
