Semantic-Based Policy Composition for Privacy-Demanding Data Linkage
Record linkage can be used to support current and future health research across populations however such approaches give rise to many challenges related to patient privacy and confidentiality including inference attacks. To address this, we present a semantic-based policy framework where linkage privacy detects attribute associations that can lead to inference disclosure issues. To illustrate the effectiveness of the approach, we present a case study exploring health data combining spatial, ethnicity and language information from several major on-going projects occurring across Australia. Compared with classic access control models, the results show that our proposal outperforms other approaches with regards to effectiveness, reliability and subsequent data utility
Privacy as personal resistance: exploring legal narratology and the need for a legal architecture for personal privacy rights
Different cultures produce different privacies – both architecturally and legally speaking – as well as in their different legal architectures. The ‘Simms principle’ can be harnessed to produce semi-constitutional privacy protection through statute; building on the work already done in ‘bringing rights home’ through the Human Rights Act 1998. This article attempts to set out a notion of semi-entrenched legal rights, which will help to better portray the case for architectural, constitutional privacy, following an examination of the problems with a legal narrative for privacy rights as they currently exist. I will use parallel ideas from the works of W.B. Yeats and Costas Douzinas to explore and critique these assumptions and arguments. The ultimate object of this piece is an argument for the creation of a legal instrument, namely an Act of Parliament, in the United Kingdom; the purpose of which is to protect certain notions of personal privacy from politically-motivated erosion and intrusion
Balancing Access to Data And Privacy. A review of the issues and approaches for the future
Access to sensitive micro data should be provided using remote access data enclaves. These enclaves should be built to facilitate the productive, high-quality usage of microdata. In other words, they should support a collaborative environment that facilitates the development and exchange of knowledge about data among data producers and consumers. The experience of the physical and life sciences has shown that it is possible to develop a research community and a knowledge infrastructure around both research questions and the different types of data necessary to answer policy questions. In sum, establishing a virtual organization approach would provided the research community with the ability to move away from individual, or artisan, science, towards the more generally accepted community based approach. Enclave should include a number of features: metadata documentation capacity so that knowledge about data can be shared; capacity to add data so that the data infrastructure can be augmented; communication capacity, such as wikis, blogs and discussion groups so that knowledge about the data can be deepened and incentives for information sharing so that a community of practice can be built. The opportunity to transform micro-data based research through such a organizational infrastructure could potentially be as far-reaching as the changes that have taken place in the biological and astronomical sciences. It is, however, an open research question how such an organization should be established: whether the approach should be centralized or decentralized. Similarly, it is an open research question as to the appropriate metrics of success, and the best incentives to put in place to achieve success.Methodology for Collecting, Estimating, Organizing Microeconomic Data
Multiple imputation for sharing precise geographies in public use data
When releasing data to the public, data stewards are ethically and often
legally obligated to protect the confidentiality of data subjects' identities
and sensitive attributes. They also strive to release data that are informative
for a wide range of secondary analyses. Achieving both objectives is
particularly challenging when data stewards seek to release highly resolved
geographical information. We present an approach for protecting the
confidentiality of data with geographic identifiers based on multiple
imputation. The basic idea is to convert geography to latitude and longitude,
estimate a bivariate response model conditional on attributes, and simulate new
latitude and longitude values from these models. We illustrate the proposed
methods using data describing causes of death in Durham, North Carolina. In the
context of the application, we present a straightforward tool for generating
simulated geographies and attributes based on regression trees, and we present

Security and privacy aspects of mobile applications for post-surgical care
Mobile technologies have the potential to improve patient monitoring, medical decision making and in general the efficiency and quality of health delivery. They also pose new security and privacy challenges. The objectives of this work are to (i) Explore and define security and privacy requirements on the example of a post-surgical care application, and (ii) Develop and test a pilot implementation Post-Surgical Care Studies of surgical out- comes indicate that timely treatment of the most common complications in compliance with established post-surgical regiments greatly improve success rates. The goal of our pilot application is to enable physician to optimally synthesize and apply patient directed best medical practices to prevent post-operative complications in an individualized patient/procedure specific fashion. We propose a framework for a secure protocol to enable doctors to check most common complications for their patient during in-hospital post- surgical care. We also implemented our construction and cryptographic protocols as an iPhone application on the iOS using existing cryptographic services and libraries
