Technical Debt Prioritization: State of the Art. A Systematic Literature Review
Background. Software companies need to manage and refactor Technical Debt
issues. Therefore, it is necessary to understand if and when refactoring
Technical Debt should be prioritized with respect to developing features or
fixing bugs. Objective. The goal of this study is to investigate the existing
body of knowledge in software engineering to understand what Technical Debt
prioritization approaches have been proposed in research and industry. Method.
We conducted a Systematic Literature Review among 384 unique papers published
until 2018, following a consolidated methodology applied in Software
Engineering. We included 38 primary studies. Results. Different approaches have
been proposed for Technical Debt prioritization, all having different goals and
optimizing on different criteria. The proposed measures capture only a small
part of the plethora of factors used to prioritize Technical Debt qualitatively
in practice. We report an impact map of such factors. However, there is a lack
of empirical and validated set of tools. Conclusion. We observed that technical
Debt prioritization research is preliminary and there is no consensus on what
are the important factors and how to measure them. Consequently, we cannot
consider current research conclusive and in this paper, we outline different
directions for necessary future investigations
Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America
In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

Prioritizing IT Projects: An Empirical Application of an IT Investment Model
Information Technology projects are organizational investments that anticipate positive returns. When viewed as such, the development of a diversified “portfolio” of projects helps reduce risk from a single project failure, and results in an overall positive return. Positive returns on IT projects are usually indirect, since they have value only insomuch as they enable the accomplishment of larger organizational goals. We present here a model that integrates elements of risk, cost, and internal rate of return that can be applied to individual IT projects. The model produces a numerical score that can be used to rank potential IT projects. Projects with higher scores return more value to the organization, and therefore should be given a higher priority. We apply the model using the IT project portfolio of a large state-charterd credit union. The results indicated that the credit union was prioritizing projects with more visibility but lower returns that other projects with less visibility but that offered greater returns. The implications of applying the model in other organizational settings are discussed
Information systems evaluation: Navigating through the problem domain
Information systems (IS) make it possible to improve organizational efficiency and effectiveness, which can provide
competitive advantage. There is, however, a great deal of difficulty reported in the normative literature when it comes to the
evaluation of investments in IS, with companies often finding themselves unable to assess the full implications of their IS
infrastructure. Although many of the savings resulting from IS are considered suitable for inclusion within traditional
accountancy frameworks, it is the intangible and non-financial benefits, together with indirect project costs that complicate the
justification process. In exploring this phenomenon, the paper reviews the normative literature in the area of IS evaluation, and
then proposes a set of conjectures. These were tested within a case study to analyze the investment justification process of a
manufacturing IS investment. The idiosyncrasies of the case study and problems experienced during its attempts to evaluate,
implement, and realize the holistic implications of the IS investment are presented and critically analyzed. The paper
concludes by identifying lessons learnt and thus, proposes a number of empirical findings for consideration by decisionmakers
during the investment evaluation process
Co-selection in R&D project portfolio management
In the study I analyze the conflicting aspects of project portfolio evolution in a firm. The evolutionary principles of variation, selection and retention are applied to the management of new product development projects. Managers select projects for prioritization. A selection rule is the prioritization rule. In biology, living creatures develop specific features for adaptation as a result of selection rules. However, the selection of specific adaptive features carries along the retention of other, even unforeseen non-adaptive features. Drawing on the evolutionary principles forwarded by Darwin I examine how they manifest in the project portfolio. I define this non-adaptive mechanism as co-selection. By analogy, in portfolio management, if the selection rule for project priority is high revenue and feasibility to global access, other features also survive when the selection rule relating to the prioritization of projects is applied. The evolution of the new product development project portfolio in the case firm displays conflicting trends in the emerging project portfolio over time. Managers pursue prioritization to decrease product development times. But, alas, in the project portfolio the prioritized projects age to a greater degree than non-prioritized projects. Managers prioritize the projects held by the focal business unit more often than those of other business units. However, ultimately the focal business unit has less than a due share of prioritized projects in the portfolio. The results of this study question the applicability of optimizing models in R&D portfolio management in the presence of co-selection. The project portfolio management literature does not provide a mechanism to account for this type of portfolio development. Co-selection provides a mechanism that explains the observed evolution. The study contributes to the conceptualization of the notion of co-selection. The study also provides empirical evidence on co-selection, a non-adaptive evolutionary mechanism to modify R&D project portfolio outcome. The findings give a better understanding of portfolio management of R&D driven new product development projects

A Proposed Selection Process in Over-The-Top Project Portfolio Management
Purpose: The purpose of this paper is to propose an over-the-top (OTT) initiative selection process for communication service providers (CSPs) entering an OTT business. Design/methodology/approach: To achieve this objective, a literature review was conducted to comprehend the past and current practices of the project (or initiative) selection process as mainly suggested in project portfolio management (PPM). This literature was compared with specific situations and the needs of CSPs when constructing an OTT portfolio. Based on the contrast between the conventional project selection process and specific OTT characteristics, a different selection process is developed and tested using group model-building (GMB), which involved an in-depth interview, a questionnaire and a focus group discussion (FGD). Findings: The paper recommends five distinct steps for CSPs to construct an OTT initiative portfolio: candidate list of OTT initiatives, interdependency diagram, evaluation of all interdependent OTT initiatives, evaluation of all non-interdependent OTT initiatives and optimal portfolio of OTT initiatives. Research limitations/implications: The research is empirical, and various OTT services are implemented; the conclusion is derived only from one CSP, which operates as a group. Generalization of this approach will require further empirical tests on different CSPs, OTT players or any firms performing portfolio selection with a degree of interdependency among the projects. Practical implications: Having considered interdependency, the proposed OTT initiative selection steps can be further implemented by portfolio managers for more effective OTT initiative portfolio construction. Originality/value: While the previous literature and common practices suggest ensuring the benefits (mainly financial) of individual projects, this research accords higher priority to the success of the overall OTT initiative portfolio and recommends that an evaluation of the overall portfolio should occur prior to individual evaluation. Consequently, certain initiatives may not provide direct individual benefits. Those initiatives should remain within the portfolio because they are needed for the success of other initiatives.Peer Reviewe
Information Technology Project Prioritization
This thesis provides a contemporary review of several topics related to information technology project prioritization, which will help managers create their own custom methodology. Traditional prioritization tools such as weighted average scoring models are used for simultaneous comparison of a number of proposed projects on multiple dimensions, to facilitate alignment with organization goals. These methods are used for the analysis of information related to the weight preferences over criteria used. If used correctly with this procedure, it is possible to bring forward an authentic figure of merit, which is used as the projects strategic potential. This allows the projects to be ranked and the highest-ranking projects to be considered for selection. Visual tools can then be used for selection of optimum project portfolio. The literature dedicates less time on tools beyond the selection of projects. This study aims to bridge this gap by proposing a final phase of project prioritization as Project Portfolio Management
