    ЦИФРОВІЗАЦІЯ ДИСТАНЦІЙНОГО НАВЧАННЯ ЯК ВИКЛИК СУЧАСНОСТІ

    Introduction. The article is devoted to the actual problems of introducing of digital technologies into the educational system. The effectiveness of this process in the context of globalization largely determines the pace and quality of digitalization of other spheres of human life. Distance education based on the digital technologies is intensively developing, since it is able to meet the educational needs of students under difficult conditions, including quarantine ones. The aim is to investigate distance education in Ukraine. The tasks of the article are to study distance education in the context of its digitalization. Research methods. The paper uses general scientific and special research methods. Among them there are system, addition, induction, deduction, analysis methods. Research results. Digitalization of all spheres of modern society life causes both quantitative and qualitative changes of the education system, especially its distance component, which implies new opportunities as well as new risks. The distance education has integrated digital technologies to a much greater extent than full-time education. Thanks to these technologies, distance education has acquired the following features: flexibility (students’ ability to attend classes at a convenient time; to learn comfortably in a chosen place and at a convenient pace); modularity (ability to make up a curriculum that meets individual or group needs); parallelism (opportunity to combine professional activity with learning); distance (chance to study despite the distance between a student and ateacher); asynchrony (a student and a teacher could perform the functions of learning and studying not simultaneously); large-scale involvement (the number of distance learning students may be different, as digital technologies are able to provide group and individual forms of interaction); profitability (distance learning does not include rent, heating, lighting of premises for students, etc.); change of the status of the scientific and pedagogical worker (the main functions of the teacher within distance education process are consultative, coordination, etc.); change in the status of a student (a student involved in distance learning is required to have a significant level of primary education, the ability to self-organize); health-preserving (the opportunity to create conditions for self-isolation and learning during quarantine). At the end of the article, the author emphasizes the need for a fundamental study, in-depth understanding and critical assessment of these risks and opportunities. Discussion. Most researchers note the positive prospects for the digitization of all aspects of human life, while the risks and negative consequences are less studied. Negative risks can be represented in the possible dehumanization and formalization of education process, deformation of the human personality. The author of the article believes that there is an opportunity of optimal and harmonious interconnection of digital and humanitarian technologies that ensure the moral identity of a person. Conclusion. The risks of digitalization of distance education do not reduce its prospects as a resource for further development of the education system. However, there is a need for fundamental study, deep understanding and critical assessment of these risks and opportunities of digitalization of this form of education.Стаття присвячена актуальним проблемам упровадження цифрових технологій в освітню систему. Відзначено, що ефективність цього процесу в умовах глобалізації значною мірою визначає темпи і якість цифровізації інших сфер жит-тєдіяльності людини. Дистанційна форма навчання, заснована на зазначених технологіях, набуває інтенсивного розвитку і підтримується на міжнародному та державному рівнях, оскільки здатна забезпечити освітні потреби осіб, що навчаються в складних ситуаціях, в тому числі в умовах карантину.     Fast Color Removal Method Considering Differences between Colors

    When a color image is converted into a monochrome one, luminance components of the pixels have been used as gray-levels for the representation of the monochrome image in HDTV standard. However, saliencies of the image embedded only in the chrominance components are disappeared in the monochrome image converted by using luminance components. To cope with this problem, A.A. Gooch et al. have proposed the salience-preserving color removal method called “Color2Gray.” The monochrome image well reected the impression of an input color image can be yielded by Color2Gray. However, the calculation cost of that algorithm is tremendous, and its utility is not so much. In this paper, fast Color2Gray algorithms are proposed.     Ontology-Based Quality Evaluation of Value Generalization Hierarchies for Data Anonymization

    In privacy-preserving data publishing, approaches using Value Generalization Hierarchies (VGHs) form an important class of anonymization algorithms. VGHs play a key role in the utility of published datasets as they dictate how the anonymization of the data occurs. For categorical attributes, it is imperative to preserve the semantics of the original data in order to achieve a higher utility. Despite this, semantics have not being formally considered in the specification of VGHs. Moreover, there are no methods that allow the users to assess the quality of their VGH. In this paper, we propose a measurement scheme, based on ontologies, to quantitatively evaluate the quality of VGHs, in terms of semantic consistency and taxonomic organization, with the aim of producing higher-quality anonymizations. We demonstrate, through a case study, how our evaluation scheme can be used to compare the quality of multiple VGHs and can help to identify faulty VGHs.Comment: 18 pages, 7 figures, presented in the Privacy in Statistical Databases Conference 2014 (Ibiza, Spain

    Buffer Projects in the Town of Wakefield and City of Somersworth

    Participants in the Wakefield Buffer Project include SRPC staff, members of the Acton Wakefield Watershed Alliance (AWWA), local board and commission members, and the Wakefield Town Planner, Kathy Menici. AWWA members included: Linda Schier, Carol Lafond, Marge Kimball and Adam Soukimas. Town Staff included Joe Fluet (Planning board Chair) and Nancy Spencer Smith (Conservation Commission). The goals of AWWA are to educate and inform shoreland property owners about the harmful effects of erosion and uncontrolled stormwater runoff on water quality of its lakes and ponds. AWWA focuses their on- the-ground efforts to repair, restore and preserve healthy functioning buffers and to prevent erosion problems. This project addressed these goals by developing education and outreach materials for shoreland property owners in the communities of Wakefield, NH and Acton, ME. A Buffer Evaluation Form and Fact Sheet were developed for this purpose. Because of a change in direction for the project mid-year, SRPC staff intends to continue working with this group in January to refine the Buffer Evaluation Form and Fact Sheet to ensure that if meets the needs of AWWA. A final copy of these materials will be provided to NHEP when completed
