Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)
This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

Review of California Wildfire Evacuations from 2017 to 2019
Between 2017 and 2019, California experienced a series of devastating wildfires that together led over one million people to be ordered to evacuate. Due to the speed of many of these wildfires, residents across California found themselves in challenging evacuation situations, often at night and with little time to escape. These evacuations placed considerable stress on public resources and infrastructure for both transportation and sheltering. In the face of these clear challenges, transportation and emergency management agencies across California have widely varying levels of preparedness for major disasters, and nearly all agencies do not have the public resources to adequately and swiftly evacuate all populations in danger. To holistically address these challenges and bolster current disaster and evacuation planning, preparedness, and response in California, we summarize the evacuations of eleven major wildfires in California between 2017 and 2019 and offer a cross-comparison to highlight key similarities and differences. We present results of new empirical data we collected via an online survey of individuals impacted by: 1) the 2017 October Northern California Wildfires (n=79), 2) the 2017 December Southern California Wildfires (n=226), and 3) the 2018 Carr Wildfire (n=284). These data reveal the decision-making of individuals in these wildfires including choices related to evacuating or staying, departure timing, route, sheltering, destination, transportation mode, and reentry timing. We also present results related to communication and messaging, non-evacuee behavior, and opinion of government response. Using the summarized case studies and empirical evidence, we present a series of recommendations for agencies to prepare for, respond to, and recover from wildfires
Developing an Efficient DMCIS with Next-Generation Wireless Networks
The impact of extreme events across the globe is extraordinary which
continues to handicap the advancement of the struggling developing societies
and threatens most of the industrialized countries in the globe. Various fields
of Information and Communication Technology have widely been used for efficient
disaster management; but only to a limited extent though, there is a tremendous
potential for increasing efficiency and effectiveness in coping with disasters
with the utilization of emerging wireless network technologies. Early warning,
response to the particular situation and proper recovery are among the main
focuses of an efficient disaster management system today. Considering these
aspects, in this paper we propose a framework for developing an efficient
Disaster Management Communications and Information System (DMCIS) which is
basically benefited by the exploitation of the emerging wireless network

A Secure Lightweight Approach of Node Membership Verification in Dense HDSN
In this paper, we consider a particular type of deployment scenario of a
distributed sensor network (DSN), where sensors of different types and
categories are densely deployed in the same target area. In this network, the
sensors are associated with different groups, based on their functional types
and after deployment they collaborate with one another in the same group for
doing any assigned task for that particular group. We term this sort of DSN as
a heterogeneous distributed sensor network (HDSN). Considering this scenario,
we propose a secure membership verification mechanism using one-way accumulator
(OWA) which ensures that, before collaborating for a particular task, any pair
of nodes in the same deployment group can verify each other-s legitimacy of
membership. Our scheme also supports addition and deletion of members (nodes)
in a particular group in the HDSN. Our analysis shows that, the proposed scheme
could work well in conjunction with other security mechanisms for sensor
networks and is very effective to resist any adversary-s attempt to be included
in a legitimate group in the network.Comment: 6 page

In 2010, Haiti experienced a devastating earthquake that destroyed much of its capital city and the governmental offices that should have guided the response to the disaster. This research focuses on how Haiti can benefit from the Caribbean Disaster Management Agency’s standards for disaster resilience as it works to recover from the earthquake. Unfortunately, Haiti has long been dependent on assistance from non-governmental organizations due to its extreme poverty; its recovery is complicated by the need to integrate disaster assistance and on-going economic and social assistance into its development of a more resilient society

Transportation, Terrorism and Crime: Deterrence, Disruption and Resilience
Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks.
This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint
