    Design of a shared whiteboard component for multimedia conferencing

    This paper reports on the development of a framework for multimedia applications in the domain of tele-education. The paper focuses on the protocol design of a specific component of the framework, namely a shared whiteboard application. The relationship of this component with other components of the framework is also discussed. A salient feature of the framework is that it uses an advanced ATM-based network service. The design of the shared whiteboard component is considered representative for the design as a whole, and is used to illustrate how a flexible protocol architecture utilizing innovative network functions and satisfying demanding user requirements can be developed

    First experiences with Personal Networks as an enabling platform for service providers

    By developing demonstrators and performing small-scale user trials, we found various opportunities and pitfalls for deploying personal networks (PNs) on a commercial basis. The demonstrators were created using as many as possible legacy devices and proven technologies. They deal with applications in the health sector, home services, tourism, and the transportation sector. This paper describes the various architectures and our experiences with the end users and the technology. We conclude that context awareness, service discovery, and content management are very important in PNs and that a personal network provider role is necessary to realize these functions under the assumptions we made. The PNPay Travel demonstrator suggests that PN service platforms provide an opportunity to develop true trans-sector services

    Business Case and Technology Analysis for 5G Low Latency Applications

    A large number of new consumer and industrial applications are likely to change the classic operator's business models and provide a wide range of new markets to enter. This article analyses the most relevant 5G use cases that require ultra-low latency, from both technical and business perspectives. Low latency services pose challenging requirements to the network, and to fulfill them operators need to invest in costly changes in their network. In this sense, it is not clear whether such investments are going to be amortized with these new business models. In light of this, specific applications and requirements are described and the potential market benefits for operators are analysed. Conclusions show that operators have clear opportunities to add value and position themselves strongly with the increasing number of services to be provided by 5G.Comment: 18 pages, 5 figure

    User-centred design of a digital advisory service: enhancing public agricultural extension for sustainable intensification in Tanzania

    Sustainable intensification (SI) is promoted as a rural development paradigm for sub-Saharan Africa. Achieving SI requires smallholder farmers to have access to information that is context-specific, increases their decision-making capacities, and adapts to changing environments. Current extension services often struggle to address these needs. New mobile phone-based services can help. In order to enhance the public extension service in Tanzania, we created a digital service that addresses smallholder farmers’ different information needs for implementing SI. Using a co-design methodology – User-Centered Design – we elicited feedback from farmers and extension agents in Tanzania to create a new digital information service, called Ushauri. This automated hotline gives farmers access to a set of pre-recorded messages. Additionally, farmers can ask questions in a mailbox. Extension agents then listen to these questions through an online platform, where they record and send replies via automated push-calls. A test with 97 farmers in Tanzania showed that farmers actively engaged with the service to access agricultural advice. Extension agents were able to answer questions with reduced workload compared to conventional communication channels. This study illustrates how User-Centered Design can be used to develop information services for complex and resource-restricted smallholder farming contexts

However, in many countries, 'digital divides' occur, with those in geographically remote and rural areas being particularly disadvantaged. Through focusing on rural and remote Scotland, the paper identifies three different categories of policy initiatives that have been adopted and their interaction with broader UK and industry wide developments.     Adjusting basic maritime training in an e-learning environment

In addition both teams shall thank all employees, trainers, instructors and employers involved in the development of these CBT products.This paper aims to disseminate the results and the findings of two projects, partially funded by the European Commission, one on computer based training and another on e-learning. Both projects have been focused on training employees of the wider marine and maritime community. Different approaches have been used for attacking specific needs and several methodologies have been employed. Both projects are described and presented to the academic community as well as to professionals. Their results and findings are thoroughly discussed. The importance of distance working in modern societies and its intertwined role in relation with the development e-learning are also discussed from the point of view of the wider maritime industry.peer-reviewe
