Unlocking the potential of public sector information with Semantic Web technology
Governments often hold very rich data and whilst much of this information is published and available for re-use by others, it is often trapped by poor data structures, locked up in legacy data formats or in fragmented databases. One of the great benefits that Semantic Web (SW) technology offers is facilitating the large scale integration and sharing of distributed data sources. At the heart of information policy in the UK, the Office of Public Sector Information (OPSI) is the part of the UK government charged with enabling the greater re-use of public sector information. This paper describes the actions, findings, and lessons learnt from a pilot study, involving several parts of government and the public sector. The aim was to show to government how they can adopt SW technology for the dissemination, sharing and use of its data
Graph-based discovery of ontology change patterns
Ontologies can support a variety of purposes, ranging from capturing conceptual knowledge to the organisation of digital content and information. However, information systems are always subject to change and ontology change management can pose challenges. We investigate ontology change representation and discovery of change patterns.
Ontology changes are formalised as graph-based change logs. We use attributed graphs, which are typed over a generic graph with node and edge attribution.We analyse ontology change logs, represented as graphs, and identify frequent change sequences. Such sequences are applied as a reference in order to discover reusable, often domain-specific and usagedriven change patterns. We describe the pattern discovery algorithms and measure their performance using experimental result
Building a Disciplinary, World-Wide Data Infrastructure
Sharing scientific data, with the objective of making it fully discoverable,
accessible, assessable, intelligible, usable, and interoperable, requires work
at the disciplinary level to define in particular how the data should be
formatted and described. Each discipline has its own organization and history
as a starting point, and this paper explores the way a range of disciplines,
namely materials science, crystallography, astronomy, earth sciences,
humanities and linguistics get organized at the international level to tackle
this question. In each case, the disciplinary culture with respect to data
sharing, science drivers, organization and lessons learnt are briefly
described, as well as the elements of the specific data infrastructure which
are or could be shared with others. Commonalities and differences are assessed.
Common key elements for success are identified: data sharing should be science
driven; defining the disciplinary part of the interdisciplinary standards is
mandatory but challenging; sharing of applications should accompany data
sharing. Incentives such as journal and funding agency requirements are also
similar. For all, it also appears that social aspects are more challenging than
technological ones. Governance is more diverse, and linked to the discipline
organization. CODATA, the RDA and the WDS can facilitate the establishment of
disciplinary interoperability frameworks. Being problem-driven is also a key

Knowledge society arguments revisited in the semantic technologies era
In the light of high profile governmental and international efforts to realise the knowledge society, I review the arguments made for and against it from a technology standpoint. I focus on advanced knowledge technologies with applications on a large scale and in open- ended environments like the World Wide Web and its ambitious extension, the Semantic Web. I argue for a greater role of social networks in a knowledge society and I explore the recent developments in mechanised trust, knowledge certification, and speculate on their blending with traditional societal institutions. These form the basis of a sketched roadmap for enabling technologies for a knowledge society

Process and knowledge management in a collaborative maintenance planning system for high value machine tools
Product manufacturers are extending their responsibilities in the whole life cycle by providing services to their customers. In recent years, product service system has become an important research topic to address the special requirements in the new service driven business model. High value machine tools in modern manufacturing factories are special products: they are regarded as âproductsâ from maintenance point of view, and they also manufacture other products. In the new business model, the quality and behavior of a machine tool not only affect the quality of the parts it manufactures, but also affect the profits of the machine toolâs manufacturer. However, in the research area of product service systems and related computerized maintenance systems, there is a lack of investigation into the special nature, problems and requirements of high value machine tool maintenance, which are very important in modern digitized manufacturing systems. Therefore, this research investigated the various relationships between different stakeholders in the machine toolsâ lifecycle, focusing on knowledge management, communication and the decision-making processes. This research also explored the potential application of advanced content management systems, which are widely implemented in the financial, business and government organizations, in the manufacturing engineering domain which has been dominated by traditional engineering information systems. A prototype collaborative maintenance planning system is proposed, developed and evaluated using an example machine tool, which indicated that significant improvement could be achieved and the content management technology has a number of advantages over the traditional engineering information systems, such as computer aided engineering, product data and lifecycle management, and enterprise resource planning systems, in managing machine tool maintenance and service information including dynamic and unstructured knowledge
'I know how I feel': listening to young people with life-limiting conditions who have learning and communication impairments
UK government policy advocates involving children in decisions about their lives. However, disabled children are often marginalized and not consulted, especially those with learning and communication impairments. Drawing on an ongoing English Government funded longitudinal study exploring different groups of service users' choices, this article demonstrates the important contribution that qualitative research methods, especially non-traditional methods, can procure when working with young people who are non-verbal or have limited speech. Working with young people with life-limiting conditions raises some specific challenges for researchers. Here, adapting project wide materials and research methods in order to gain some thematic continuity across different service user groups. Some of these considerations and challenges will be discussed, especially the development of non-verbal forms of communication (talking matsTM). Practical experiences, both positive and negative will be examined. The article concludes by considering some wider implications of using symbols based methods for future research and how these methods can be used across disciplines and by practitioners in their everyday work
MOSDEN: An Internet of Things Middleware for Resource Constrained Mobile Devices
The Internet of Things (IoT) is part of Future Internet and will comprise
many billions of Internet Connected Objects (ICO) or `things' where things can
sense, communicate, compute and potentially actuate as well as have
intelligence, multi-modal interfaces, physical/ virtual identities and
attributes. Collecting data from these objects is an important task as it
allows software systems to understand the environment better. Many different
hardware devices may involve in the process of collecting and uploading sensor
data to the cloud where complex processing can occur. Further, we cannot expect
all these objects to be connected to the computers due to technical and
economical reasons. Therefore, we should be able to utilize resource
constrained devices to collect data from these ICOs. On the other hand, it is
critical to process the collected sensor data before sending them to the cloud
to make sure the sustainability of the infrastructure due to energy
constraints. This requires to move the sensor data processing tasks towards the
resource constrained computational devices (e.g. mobile phones). In this paper,
we propose Mobile Sensor Data Processing Engine (MOSDEN), an plug-in-based IoT
middleware for mobile devices, that allows to collect and process sensor data
without programming efforts. Our architecture also supports sensing as a
service model. We present the results of the evaluations that demonstrate its
suitability towards real world deployments. Our proposed middleware is built on

Investigating heuristic evaluation as a methodology for evaluating pedagogical software: An analysis employing three case studies
This paper looks specifically at how to develop light weight methods of evaluating pedagogically motivated software. Whilst we value traditional usability testing methods this paper will look at how Heuristic Evaluation can be used as both a driving force of Software Engineering Iterative Refinement and end of project Evaluation. We present three case studies in the area of Pedagogical Software and show how we have used this technique in a variety of ways. The paper presents results and reflections on what we have learned. We conclude with a discussion on how this technique might inform on the latest developments on delivery of distance learning. Š 2014 Springer International Publishing
