Traceability in the U.S. Food Supply: An Application of Transaction Cost Analysis
Suboptimal supply of food and agricultural traceability is framed in a transaction cost analysis. We propose a model that considers the variables of opportunism potential, agency costs, uncertainty, asset specificity, frequency, and transaction costs. The model is then applied to the development of a typology of feasible governance modes – market, hybrid, firm, or public bureau, considering levels of transaction costs and competencies of private firms. Boundary Objects and their Use in Agile Systems Engineering
Agile methods are increasingly introduced in automotive companies in the
attempt to become more efficient and flexible in the system development. The
adoption of agile practices influences communication between stakeholders, but
also makes companies rethink the management of artifacts and documentation like
requirements, safety compliance documents, and architecture models.
Practitioners aim to reduce irrelevant documentation, but face a lack of
guidance to determine what artifacts are needed and how they should be managed.
This paper presents artifacts, challenges, guidelines, and practices for the
continuous management of systems engineering artifacts in automotive based on a
theoretical and empirical understanding of the topic. In collaboration with 53
practitioners from six automotive companies, we conducted a design-science
study involving interviews, a questionnaire, focus groups, and practical data
analysis of a systems engineering tool. The guidelines suggest the distinction
between artifacts that are shared among different actors in a company (boundary
objects) and those that are used within a team (locally relevant artifacts). We
propose an analysis approach to identify boundary objects and three practices
to manage systems engineering artifacts in industry
Naming the Pain in Requirements Engineering: A Design for a Global Family of Surveys and First Results from Germany
For many years, we have observed industry struggling in defining a high
quality requirements engineering (RE) and researchers trying to understand
industrial expectations and problems. Although we are investigating the
discipline with a plethora of empirical studies, they still do not allow for
empirical generalisations. To lay an empirical and externally valid foundation
about the state of the practice in RE, we aim at a series of open and
reproducible surveys that allow us to steer future research in a problem-driven
manner. We designed a globally distributed family of surveys in joint
collaborations with different researchers and completed the first run in
Germany. The instrument is based on a theory in the form of a set of hypotheses
inferred from our experiences and available studies. We test each hypothesis in
our theory and identify further candidates to extend the theory by correlation
and Grounded Theory analysis. In this article, we report on the design of the
family of surveys, its underlying theory, and the full results obtained from
Germany with participants from 58 companies. The results reveal, for example, a
tendency to improve RE via internally defined qualitative methods rather than
relying on normative approaches like CMMI. We also discovered various RE
problems that are statistically significant in practice. For instance, we could
corroborate communication flaws or moving targets as problems in practice. Our
results are not yet fully representative but already give first insights into
current practices and problems in RE, and they allow us to draw lessons learnt
for future replications. Our results obtained from this first run in Germany
make us confident that the survey design and instrument are well-suited to be
replicated and, thereby, to create a generalisable empirical basis of RE in
practice
A framework for the successful implementation of food traceability systems in China
Implementation of food traceability systems in China faces many challenges due to the scale, diversity and complexity of China’s food supply chains. This study aims to identify critical success factors specific to the implementation of traceability systems in China. Twenty-seven critical success factors were identified in the literature. Interviews with managers at four food enterprises in a pre-study helped identify success criteria
and five additional critical success factors. These critical success factors were tested through a survey of managers in eighty-three food companies. This study identifies six dimensions for critical success factors: laws, regulations and standards; government support; consumer knowledge and support; effective management and communication; top management and vendor support; and information and system quality
Evaluating genetic traceability methods for captive bred marine fish and their applications in fisheries management and wildlife forensics
Growing demands for marine fish products is leading to increased pressure on already depleted wild populations and a rise in the aquaculture production. Consequently, more captive bred fish are released into the wild through accidental escape or deliberate restocking, stock enhancement and sea ranching programs. The increased mixing of captive bred fish with wild conspecifics may affect the ecological and/or genetic integrity of wild fish populations. From a fisheries management perspective unambiguous identification tools for captive bred fish will be highly valuable to manage risks. Additionally there is great potential to use these tools in wildlife forensics (i.e. tracing back escapees to their origin and determining mislabelling of seafood products). Using SNP data from captive bred and wild populations of Atlantic cod (Gadus morhua L.) and sole (Solea solea L.), we explored the efficiency of population and parentage assignment techniques for the identification and tracing of captive bred fish. Simulated and empirical data were used to correct for stochastic genetic effects. Overall, parentage assignment performed well when a large effective population size characterizes the broodstock and escapees originate from early generations of captive breeding. Consequently, parentage assignments are particularly useful from a fisheries management perspective to monitor the effects of deliberate releases of captive bred fish on wild populations. Population assignment proved to be more efficient after several generations of captive breeding, which makes it a useful method in forensic applications for well-established aquaculture species. At many universities and training institutes education in metrology or measurement science is in strong competition with upcoming disciplines. Its importance for science and engineering remains, however, evident. Advanced instruments make measuring almost a routine activity, but it is shown that a critical approach when performing and evaluating measurements is still of vital importance.\u

Precautionary Expertise for GM Crops (PEG): EU Workshop Report
This policy workshop was organised as part of the research project, ‘Precautionary Expertise for GM Crops’ (PEG), funded by the European Commission. The project includes research partners in seven member states (Austria, Denmark, France, Germany, the Netherlands, Spain and UK) and is co-ordinated by the Open University (UK).
For regulating GM crops and their food uses, the precautionary principle has been widely accepted in Europe, but its meaning can be contentious. Indeed, it can have diverse meanings. The PEG project is analysing how current European practices – regulatory measures, expert bodies and stakeholder roles – compare with different accounts of the precautionary principle. How do these accounts inform policies and practices regarding GM crops? And how do they facilitate (or impede) efforts to mediate conflicts?
From the findings of the research, we will suggest:
• how to clarify EU guidelines, so that they better reflect national regulatory measures, and so that decision-making procedures can be publicly accountable and scientifically defensible
• how expert bodies could better accommodate public-scientific controversy within their judgements
• how national practices could contribute to an EU-level precautionary expertise
• how to enhance policy learning about these issues among users of the research findings.
To achieve these aims, the project has involved stakeholders and policy-makers at an early stage of the research, in order to ensure that it is policy-relevant and incorporates emerging issues. EU-level advisory panel meetings were held in Brussels in March and September 2002, to consult on the research plan and preliminary results. Advisors were also consulted about how best to structure scenario-analysis exercises for the policy workshops.
These workshops were held by national partners in their countries in early 2003. Drawing upon those experiences, the project coordinator organised an EU-level workshop in July 2003. This report discusses the context, background, method, results and implications of that workshop
An analysis of the requirements traceability problem
In this paper1, we investigate and discuss the underlying nature
of the requirements traceability problem. Our work is based on
empirical studies, involving over 100 practitioners, and an
evaluation of current support. We introduce the distinction
between pre-requirements specification (pre-RS) traceability
and post-requirements specification (post-RS) traceability, to
demonstrate why an all-encompassing solution to the problem is
unlikely, and to provide a framework through which to
understand its multifaceted nature. We report how the majority
of the problems attributed to poor requirements traceability are
due to inadequate pre-RS traceability and show the fundamental
need for improvements here. In the remainder of the paper, we
present an analysis of the main barriers confronting such
improvements in practice, identify relevant areas in which
advances have been (or can be) made, and make
