    Congregational analysis revisited: Empirical approaches

    The research problem of concern here is: What criteria should be used when congregations are analysed? Congregations as faith communities are defi ned variously. Discerning the local congregation as a defined and as an empirical subject plays a major role in answering the research question. The theological points of departure are that any measure of a local congregation has to deal with issues like faithfulness to the gospel and the missional identity and integrity of the congregation as a contextual faith community. The hypothesis is that, when theologically informed and motivated, congregations can and should be analysed in the process of continuing reformation. This article describes a number of approaches to and outcomes of empirical research related to congregational analysis. Follow-up research to be submitted for publication will deal with the missional identity, the ministerial role-fulfi lment of the congregation, and a proposal to analyse these in a way that is theologically faithful and contextually relevant

    Key Performance Indicators\u27 Effects on Public Sector Infrastructure Project Efficiency in Grenada

    Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This qualitative case study sought to understand the role of management key performance indicators (KPIs) on public sector infrastructure capital project efficiency on the island of Grenada. An institutional assessment and development framework and a classical management theoretical framework methodology were used to explore the effects of management KPIs on public sector infrastructure capital projects efficiencies in developing countries. The research incorporated a constructivist philosophy that underpins the evaluation and perception of the government, the National Water and Sewerage Authority (NAWASA), project teams, systems, and stakeholders. A purposive sampling strategy with elements of snowballing was used to obtain 12 representative participants for interviews, and a systematic approach of transcribing, coding, and thematic analysis was done. Findings indicate inadequacies in the BSC performance measure system on infrastructure projects, which justifies the use of comprehensive management KPIs. Positive social change implications of this study include recommendations for comprehensive management KPIs and policies to improve public sector infrastructure project efficiency in Grenada

    Service delivery through mobile-government (mGov): Driving factors and cultural impacts

    The mobile-Government (mGov) service system is conducted through an open network, and it is virtual. This service mode and pattern change inevitably necessitates a behavioral change in citizen attitudes and intentions. Nevertheless, this new pattern of service delivery through mGov has hardly been systematically investigated by any researchers. The objective of this current research is twofold. First, we attempt to reveal the sources of beliefs for developing intention toward the mGov (ITM) system. Then, as the second objective, we investigate cultural influence as the reason for a difference in consumer attitudes and intentions toward mGov. In this regard, the empirical study was conducted in Bangladesh and the USA, which have potential differences in the cultural traits listed by Hofstede. From our statistical analysis, we have identified the sources of beliefs for both Bangladeshi and USA consumers.We observed clear differences in sources of beliefs and their influence on attitudes leading to intention, which demonstrates support for our second objective which was designed to verify the cultural impacts on belief-attitude relations.We understand that these different sources of beliefs influence cognitive, affective, and connative attitudes toward mGov in different ways

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    This report describes the main rational, objectives and outcomes of an institutional workshop - deliverable of the Action SIDSO (14099) for 2011 co- organised with the Anticipation at JRC Action and The Calouste Gulbenkian Foundation in Lisbon. The workshop explored in an anticipatory mode how current and emergent ICT will affect the conduct of scientific research in the future. Presentations and discussions focused on specific aspects related to emergent methods for engaging society and publics on scientific issues, new approaches for data sharing, mass computing, sharing of analytical tools, evaluating results and disseminating findings. Attention was also paid to impacts and security aspects associated with those approaches, namely related to scientific data and tools access, dissemination and deployment.     Leadership and the Failed State Status of Nigeria (2010 -2012). An Enquiry

    The main objective of this paper is to evaluate the impact of leadership in redressing the failed state status of Nigeria with a focus on the present administration (between 2010 and 2012). For the past three years, Nigeria has been keeping the ugly company and ranking consistently as the fourteenth on the list of failed states, but the governing elites have been making spirited campaigns and slow haste in explaining away this situation. Through heavy reliance on secondary sources of data, the utilization of elite theory as framework, backed by the analytical approach to the issues raised/discussed, the paper observed that the ranking of Nigeria on the failed state index ignores some historical facts and current situational realities which make the failed criteria suspect and questionable. There is therefore the need to rethink and tinker with some of these criteria to reflect socio-economic and political performance in realistic terms. Purposeful and people –centered approach to governance capable of redressing the dysfunctions of the Nigerian state is also canvassed

    Leveraging donor funds: the switch to commercial sources of funding

But uncertainty of continued donor funding poses a risk to operations. This paper presents findings on, critical success factors that define minimum pre-conditions for microfinance institutions considering commercial funding as an alternative. The study is conducted on broad -based industry experts responsible for making funding decisions. Paper explores what it takes to finance MFIs through leveraged funds and argues that key transitional factors are critical for a successful switch to commercial funding.
