    The relevance of multiple impacts of energy efficiency in policy-making and evaluation

    Improvements in energy efficiency have numerous impacts additional to energy and greenhouse gas savings. This paper presents key findings and policy recommendations of the COMBI project ("Calculating and Operationalising the Multiple Benefits of Energy Efficiency in Europe"). This project aimed at quantifying the energy and non-energy impacts that a realisation of the EU energy efficiency potential would have in 2030. It covered the most relevant technical energy efficiency improvement actions in buildings, transport and industry. Quantified impacts include reduced air pollution (and its effects on human health, eco-systems), improved social welfare (health, productivity), saved biotic and abiotic resources, effects on the energy system and energy security, and the economy (employment, GDP, public budgets and energy/EU-ETS prices). The paper shows that a more ambitious energy efficiency policy in Europe would lead to substantial impacts: overall, in 2030 alone, monetized multiple impacts (MI) would amount to 61 bn Euros per year in 2030, i.e. corresponding to approx. 50% of energy cost savings (131 bn Euros). Consequently, the conservative CBA approach of COMBI yields that including MI quantifications to energy efficiency impact assessments would increase the benefit side by at least 50-70%. As this analysis excludes numerous impacts that could either not be quantified or monetized or where any double-counting potential exists, actual benefits may be much larger. Based on these findings, the paper formulates several recommendations for EU policy making: (1) the inclusion of MI into the assessment of policy instruments and scenarios, (2) the need of reliable MI quantifications for policy design and target setting, (3) the use of MI for encouraging inter-departmental and cross-sectoral cooperation in policy making to pursue common goals, and (4) the importance of MI evaluations for their communication and promotion to decision-makers, stakeholders, investors and the general public

    Buildings represent 38.9% of U.S. primary energy use and 38% of all CO2 emissions in the U.S. Though simple, relatively low-cost measures such as insulation, and lighting upgrades can be done in almost every building to reduce energy use and save money on utility bills, current retrofitting program capacity is limited. Most existing programs are either available only to income-eligible individuals or those with the money up-front to do the work. Furthermore, many current retrofitting programs only create low-wage, short-term jobs rather than providing pathways into sustainable careers in construction and green building. Clearly, a new model is needed. This guide by Green For All and the Center on Wisconsin Strategy provides a model for designing and implementing weatherization and retrofitting programs on a citywide scale, with a goal of making such retrofits available to all and realize their potential to address climate change, put people to work, and reduce our energy bills

    Integrating automated support for a software management cycle into the TAME system

    Software managers are interested in the quantitative management of software quality, cost and progress. An integrated software management methodology, which can be applied throughout the software life cycle for any number purposes, is required. The TAME (Tailoring A Measurement Environment) methodology is based on the improvement paradigm and the goal/question/metric (GQM) paradigm. This methodology helps generate a software engineering process and measurement environment based on the project characteristics. The SQMAR (software quality measurement and assurance technology) is a software quality metric system and methodology applied to the development processes. It is based on the feed forward control principle. Quality target setting is carried out before the plan-do-check-action activities are performed. These methodologies are integrated to realize goal oriented measurement, process control and visual management. A metric setting procedure based on the GQM paradigm, a management system called the software management cycle (SMC), and its application to a case study based on NASA/SEL data are discussed. The expected effects of SMC are quality improvement, managerial cost reduction, accumulation and reuse of experience, and a highly visual management reporting system

    Under the chairmanship of Gunnar Still, Senior Vice President and Head of Environment Division at ThyssenKrupp, CEPS organized a Task Force to explore possible initiatives within the context of the G8+5 dialogue on tackling climate change. This report identifies a number of concrete measures that could reduce greenhouse gas (GHG) emissions, while at the same time stimulating structural change and technology development and diffusion. It calls for supporting action-based approaches, which are essential to achieve the necessary reductions in GHG emissions, inform the post-2012 negotiations and address the most urgent issues such as surging energy demand and the need for clean energy technologies in emerging economies. An action-based approach can be regarded as a way of integrating targets and timetables, as they are agreed, with consistent and comparable policies and measures. With a view to a long-term climate strategy, this report attempts to present a portfolio of actions that can be implemented and accelerated on a global scale – especially in the G8+5 countries and the EU, and could become a basis on which developed and developing countries can cooperate
