    Automatic detection of change in address blocks for reply forms processing

    In this paper, an automatic method to detect the presence of on-line erasures/scribbles/corrections/over-writing in the address block of various types of subscription and utility payment forms is presented. The proposed approach employs bottom-up segmentation of the address block. Heuristic rules based on structural features are used to automate the detection process. The algorithm is applied on a large dataset of 5,780 real world document forms of 200 dots per inch resolution. The proposed algorithm performs well with an average processing time of 108 milliseconds per document with a detection accuracy of 98.96%

    National Working Conditions Surveys in Europe: A Compilation

    [Excerpt] Eurofound’s European Working Conditions Survey (EWCS) has been measuring working conditions across the European Union for the past 20 years. It is a unique instrument for better understanding the quality of work and employment and the factors influencing it. Eurofound is committed to improving further the quality of the EWCS and strengthening its relevance for Eurofound’s tripartite stakeholders. Some of the most important sources of information for the development of the EWCS questionnaire are the national surveys on working conditions. This compilation is a follow-up of a study of working conditions surveys commissioned by Eurofound in 2006 which covered both national and transnational working conditions surveys (Eurofound, 2007). The main goals of this inventory are to: update the background information on existing national working conditions surveys; create a source of basic information from national working conditions surveys related to methodologies, quality control procedures, fieldwork and findings; provide a practical resource for researchers, policymakers, social partners and others with a professional interest in working conditions

    From buildings to cities: techniques for the multi-scale analysis of urban form and function

    The built environment is a significant factor in many urban processes, yet direct measures of built form are seldom used in geographical studies. Representation and analysis of urban form and function could provide new insights and improve the evidence base for research. So far progress has been slow due to limited data availability, computational demands, and a lack of methods to integrate built environment data with aggregate geographical analysis. Spatial data and computational improvements are overcoming some of these problems, but there remains a need for techniques to process and aggregate urban form data. Here we develop a Built Environment Model of urban function and dwelling type classifications for Greater London, based on detailed topographic and address-based data (sourced from Ordnance Survey MasterMap). The multi-scale approach allows the Built Environment Model to be viewed at fine-scales for local planning contexts, and at city-wide scales for aggregate geographical analysis, allowing an improved understanding of urban processes. This flexibility is illustrated in the two examples, that of urban function and residential type analysis, where both local-scale urban clustering and city-wide trends in density and agglomeration are shown. While we demonstrate the multi-scale Built Environment Model to be a viable approach, a number of accuracy issues are identified, including the limitations of 2D data, inaccuracies in commercial function data and problems with temporal attribution. These limitations currently restrict the more advanced applications of the Built Environment Model

    Bringing nature back into cities: urban land environments, indigenous cover and urban restoration

    1. The restoration of urban ecosystems is an increasingly important strategy to maintain and enhance indigenous biodiversity as well as reconnecting people to the environment. High levels of endemism, the sensitivity of species that have evolved without humans, and the invasion of exotic species have all contributed to severe depletion of indigenous biodiversity in New Zealand. In this work, we analysed national patterns of urban biodiversity in New Zealand and the contribution that urban restoration can make to maximising and enhancing indigenous biodiversity. 2. We analysed data from two national databases in relation to the 20 largest New Zealand cities. We quantified existing indigenous biodiversity within cities, both within the core built up matrix and in centroid buffer zones of 5, 10 and 20 km around this urban centre. We analysed the type and frequency of land environments underlying cities as indicators of the range of native ecosystems that are (or can potentially be) represented within the broader environmental profile of New Zealand. We identified acutely threatened land environments that are represented within urban and periurban areas and the potential role of cities in enhancing biodiversity from these land environments. 3. New Zealand cities are highly variable in both landform and level of indigenous resource. Thirteen of 20 major land environments in New Zealand are represented in cities, and nearly three-quarters of all acutely threatened land environments are represented within 20 km of city cores nationally. Indigenous land cover is low within urban cores, with less than 2% on average remaining, and fragmentation is high. However, indigenous cover increases to more than 10% on average in the periurban zone, and the size of indigenous remnants also increases. The number of remaining indigenous landcover types also increases from only 5 types within the urban centre, to 14 types within 20 km of the inner urban cores. 4. In New Zealand, ecosystem restoration alone is not enough to prevent biodiversity loss from urban environments, with remnant indigenous cover in the urban core too small (and currently too degraded) to support biodiversity long-term. For some cities, indigenous cover in the periurban zone is also extremely low. This has significant ramifications for the threatened lowland and coastal environments that are most commonly represented in cities. Reconstruction of ecosystems is required to achieve a target of 10% indigenous cover in cities: the addition of land to land banks for this purpose is crucial. Future planning that protects indigenous remnants within the periurban zone is critical to the survival of many species within urban areas, mitigating the homogenisation and depletion of indigenous flora and fauna typical of urbanisation. A national urban biodiversity plan would help city councils address biodiversity issues beyond a local and regional focus, while encouraging predominantly local solutions to restoration challenges, based on the highly variable land environments, ecosystems and patch connectivity present within different urban areas

    What do they know about me? Contents and Concerns of Online Behavioral Profiles

    Data aggregators collect large amount of information about individual users and create detailed online behavioral profiles of individuals. Behavioral profiles benefit users by improving products and services. However, they have also raised concerns regarding user privacy, transparency of collection practices and accuracy of data in the profiles. To improve transparency, some companies are allowing users to access their behavioral profiles. In this work, we investigated behavioral profiles of users by utilizing these access mechanisms. Using in-person interviews (n=8), we analyzed the data shown in the profiles, elicited user concerns, and estimated accuracy of profiles. We confirmed our interview findings via an online survey (n=100). To assess the claim of improving transparency, we compared data shown in profiles with the data that companies have about users. More than 70% of the participants expressed concerns about collection of sensitive data such as credit and health information, level of detail and how their data may be used. We found a large gap between the data shown in profiles and the data possessed by companies. A large number of profiles were inaccurate with as much as 80% inaccuracy.
