    The Potential of an Enhanced Cooperation Measure in the EAFRD (2014-2020): the case of Ireland

    This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated.     An investigation into current production challenges facing the Libyan cement industry and the need for innovative Total Productive Maintenance (TPM) strategy

    Purpose - The purpose of this paper is to investigate maintenance and production problems in the cement industry in Libya with particular emphasis on future implementation of Total Productive Maintenance (TPM). Methodology/ Approach - The paper presents the use of case study approach of production data and history, field visits, a survey methodology using a detailed questionnaire with employees and interviews with top and middle managers in four cement factories. Findings - It has been found that the four factories under investigation have low productivity and production levels when compared with the design values. There is no clear TPM strategy and it has been also found that the lack of training and personal development is the main cause of this problem. In addition, employees are found not to be motivated as a result of the lack of poor management strategy and reward structure. Implications - Based on the findings, a new framework for TPM has been developed. This TPM strategy could be implemented in other Libyan factories as a result of the potential similarities in the cultural and environmental aspects. Practical implications - The current challenges have been identified and comparative analysis is developed into a model for the implementation of TPM. Originality/Value of pape r- The paper highlights limitation is the cement factories in Libya in relation to TPM and production strategies. The importance of adopting a realistic strategy and framework by managers is discussed. This work is developed as collaboration between Academia and Libyan Cement industry for solving productivity problems and develop a strategic framework of TPM for improving the Libyan industry

    Mutual productivity spillovers between foreign and local firms in China

    The existing literature treats advanced technology sourcing as the only cause of reverse productivity spillovers from local to foreign firms and implies that mutual spillovers between foreign and local firms can only happen in the developed world. This paper argues that the diffusion of indigenous technology and local knowledge helps the productivity enhancement of multinationals, so that there can be mutual spillovers even in a developing country. The results from a large-sample firm-level econometric analysis and a comparative case study of seven companies in Chinese manufacturing support this new argument, as mutual spillovers are identified between local Chinese firms and overseas Chinese or OECD-invested firms

    We utilize Viability theory to evaluate the effects of CAP. A differential equation describes the dynamic development of soil productivity. If farmers do without entitlement, they are free in soil handling. And as we assume they are short-term profit maximizers, they miss to pay attention to soil conservation. Soil productivity is at risk; correspondingly, economic sustainability is at risk. But if farmers activate their entitlements, they become obliged to soil conserving measures.
