Review of the environmental and organisational implications of cloud computing: final report.
Cloud computing â where elastic computing resources are delivered over the Internet by external service providers â is generating significant interest within HE and FE. In the cloud computing business model, organisations or individuals contract with a cloud computing service provider on a pay-per-use basis to access data centres, application software or web services from any location. This provides an elasticity of provision which the customer can scale up or down to meet demand. This form of utility computing potentially opens up a new paradigm in the provision of IT to support administrative and educational functions within HE and FE. Further, the economies of scale and increasingly energy efficient data centre technologies which underpin cloud services means that cloud solutions may also have a positive impact on carbon footprints. In response to the growing interest in cloud computing within UK HE and FE, JISC commissioned the University of Strathclyde to undertake a Review of the Environmental and Organisational Implications of Cloud Computing in Higher and Further Education [19]
Incentives for the adoption of e-government by Greek municipalities
Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
New Models of Technology Assessment for Development
This report explores the role that ânew modelsâ of
technology assessment can play in improving the lives of
poor and vulnerable populations in the developing world.
The ânew modelsâ addressed here combine citizen and
decision-maker participation with technical expertise. They
are virtual and networked rather than being based in a
single office of technology assessment (as was the case in
the United States in the 1970s-90s). They are flexible
enough to address issues across disciplines and are
increasingly transnational or global in their reach and
scope. The report argues that these new models of
technology assessment can make a vital contribution to
informing policies and strategies around innovation,
particularly in developing regions. They are most beneficial
if they enable the broadening out of inputs to technology
assessment, and the opening up of political debate around
possible directions of technological change and their
interactions with social and environmental systems.
Beyond the process of technology assessment itself, the
report argues that governance systems within which these
processes are embedded play an important role in
determining the impact and effectiveness of technology
assessment. Finally, the report argues for training and
capacity-building in technology assessment
methodologies in developing countries, and support for
internationally co-ordinated technology assessment
efforts to address global and regional development
challenges
E-Governance: Strategy for Mitigating Non-Inclusion of Citizens in Policy Making in Nigeria
The Nigerian federation that currently has 36 states structure adopted the Weberian Public Administrative system
before now as an ideal way of running government, which was characterized with the traditional way of doing things without
recourse to the deployment of Information Communication Technology (ICT). Today e-governance is seen as a paradigm
shift from the previous way of governance. Research has shown that, the adoption and implementation of e-governance is
more likely to bring about effective service delivery, mitigate corruption and ultimately enhance citizensâ participation in
governmental affairs. However, it has been argued that infrastructure such as regular electricity power and access to the
Internet, in addition to a society with high rate of literacy level are required to effectively implement and realize the
potentials of e-governance for improved delivery of services. Due to the difficulties currently experienced, developing nations
need to adequately prepare for the implementation of e-governance on the platform of Information Communication
Technology (ICT). Hence, this study seeks to examine whether the adoption and implementation of e-governance in the
context of Nigeria would mitigate the hitherto non-inclusion of citizens in the formulation and implementation of
government policies aimed at enhanced development. To achieve the objective of the study, data were sourced and analyzed
majorly by examining government websites of 20 states in the Nigerian federation to ascertain if there are venues for citizens
to interact with government in the area of policy making and feedback on government actions, as a way of promoting
participatory governance. The study revealed that the adoption and implementation of e-governance in the country is yet to
fully take place. This is due to lack of infrastructure, low level of literacy rate and government inability to provide the
necessary infrastructure for e-governance to materialize. The paper therefore, recommends among others the need for the
Federal Government to involve a sound and clear policy on how to go about the adoption and implementation of egovernance
through deliberate effort at increasing budgetary allocation towards infrastructural development and mass
education of citizens
The Impact of e-Democracy in Political Stability of Nigeria
The history of the Nigerian electoral process has been hitherto characterized by violence stemming from disputes
in election outcomes. For instance, violence erupted across some states in Northern Nigeria when results indicated that a
candidate who was popular in that part of the country was losing the election leading to avoidable loss of lives. Beside, this
dispute in election outcome lingers for a long time in litigation at the electoral tribunals which distracts effective governance.
However, the increasing penetrating use of ICTs in Nigeria is evident in the electoral processes with consequent shift in the
behavior of actors in the democratic processes, thus changing the ways Nigerians react to election outcomes. This paper
examines the trend in the use ICT in the Nigerian political system and its impact on the stability of the polity. It assesses the
role of ICT in recent electoral processes and compares its impact on the outcome of the process in lieu of previous
experiences in the Nigeria. Furthermore, the paper also examines the challenges and risks of implementing e-Democracy in
Nigeria and its relationship to the economy in the light of the socio-economic situation of the country. The paper adopted
qualitative approach in data gathering and analysis. From the findings, the paper observed that e-democracy is largely
dependent on the level of ICT adoption, which is still at its lowest ebb in the country. It recognizes the challenges in the
provision of ICT infrastructure and argues that appropriate low-cost infrastructure applicable to the Nigerian condition can
be made available to implement e-democracy and thus arouse the interest of the populace in governance, increase the
number of voters, and enhance transparency, probity and accountability, and participation in governance as well as help
stabilize the nascent democrac
Final report of work-with-IT: the JISC study into evolution of working practices
Technology is increasingly being used to underpin business processes across teaching and learning, research, knowledge exchange and business support activities in both HE and FE. The introduction of technology has a significant impact on the working practices of staff, often requiring them to work in a radically different way. Change in any situation can be unsettling and problematic and, where not effectively managed, can lead to poor service or functionality and disenfranchised staff. These issues can have a direct impact on institutional effectiveness, reputation and the resulting student experience. The Work-with-IT project, based at the University of Strathclyde, sought to examine changes to working practices across HE and FE, the impact on staff roles and relationships and the new skills sets that are required to meet these changes

Exploring the application of web 2.0 technologies in the context of e-government
This thesis was submitted for the degree of Doctor of Philosophy and awarded by Brunel UniversityElectronic government (e-Government) in terms of public service delivery and administration has endured signification transformation over the last decade. More recently, modern second generation web technologies (Web 2.0) have started to be used to deliver e-Government. However, this in turn has brought about additional challenges. By its nature, Web 2.0 is more interactive than the traditional model of information provision or creation of digital services and as such opens up a new set of benefits, costs and risks to those who make use of it as part of their e-Government approach. In the main, the usage of Web 2.0 is in its infancy within e-Government and this creates a need for research into exploring the application of Web 2.0 technologies in e-Government and to provide practical advice to practitioners. This research draws on the existing literature to present a novel conceptual model that could be used to guide implementation and evaluation of Web 2.0. The conceptual model draws the existing literature into the traditional information systems (IS) evaluation model (benefits, costs and risks) specifically in terms appropriate to Web 2.0. In turn that evaluation is set in the context of the impact on the organisation in terms of organisational, technological and social consequences. This conceptual model was tested in a United Kingdom local government authority (LGA) that had recently started to make use of Web 2.0 in terms of service delivery and for internal work purposes by its employees. The result was a qualitative enquiry making use of interviews and documentary evidence to explore the validity of the conceptual model as a tool to assist decision making in this field. The findings elicited from the in-depth case study offer an insight into IS evaluation criteria and impact factors of Web 2.0 from both a practical setting and an internal organisational perspective. An interesting finding of this study was the contrast between the agreement on the need for evaluation of Web 2.0 tools and how to carry that out, and the fact that this had not been formally carried out by the case study with respect to its early Web 2.0 projects. This study concludes that a combined analysis of the evaluation and impact factors rather than a singular approach would better assist the decision making process that leads to effective application of Web 2.0 technologies.
