    In this chapter, case studies are used as examples of how to gain a better understanding of the risks posed by extreme weather and climate-related events while identifying lessons and best practices from past responses to such occurrences. Using the information in Chapters 1 to 8, it was possible to focus on particular examples to reflect the needs of the whole Special Report. The chosen case studies are illustrative of an important range of disaster risk reduction, disaster risk management, and climate change adaptation issues.     Gender Equality and the Sustainable Development Goals in Asia and the Pacific: Baseline and Pathways for Transformative Change by 2030

    [Excerpt] The 2030 Agenda for Sustainable Development places gender equality and the empowerment of women and girls at the heart of its implementation with its promise to “leave no one behind”. It provides an unprecedented opportunity to transform the lives of women and girls and to catalyse progress towards sustainable development in all dimensions: economic, social and environmental. With its universal and transformative mandate, the 2030 Agenda outlines a set of 17 integrated Sustainable Development Goals (SDGs) and targets to achieve our common aspiration for a more equitable and inclusive world. The Asian Development Bank (ADB) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) signed a Memorandum of Understanding in June 2016, in which the two organizations pledged to strengthen their partnership and cooperation to promote gender equality and women’s empowerment in Asia and the Pacific. In this spirit, Gender Equality and the Sustainable Development Goals (SDGs) in Asia and the Pacific: Baseline and Pathways for Transformative Change by 2030 is a joint undertaking by ADB and the UN Women Regional Office for Asia and the Pacific. It reflects the high-level commitment of both organizations to supporting national efforts and regional cooperation to accelerate progress towards gender equality and gender-responsive implementation of the SDGs. As countries have embarked on this collective journey, this publication provides the first assessment of the current situation of women and girls in the region, based on available and comparable data from official national and international sources. It establishes a baseline for governments and policy makers to monitor and accelerate progress towards gender equality commitments in the SDGs, which are captured in the stand-alone SDG 5 and as a cross-cutting priority across all SDGs. The report identifies data gaps and underscores the necessity of heightened urgency to improve production and use of gender statistics for evidence-based SDG localization. It also provides valuable insight into key catalysts and policy recommendations to assist countries to achieve gender equality by 2030. The key to success lies in coherent and coordinated efforts to harness the synergies between achieving gender equality and realising all of the SDGs. Gender equality must be addressed in its own right and as a catalyst of progress across the SDGs. The 2030 Agenda for Sustainable Development calls for integrated responses to the social, economic and environmental challenges facing us today. This means going beyond conventional approaches to development, leveraging effective cross-sectoral partnerships and new financing models, and harnessing innovative technology that will bring about concrete changes to the lives of women and girls. Overcoming deeply entrenched gender inequality would transform the world, empowering everyone to realise their full potential and live a life of dignity.     Dissertação apresentada à Universidade Fernando Pessoa como parte dos requisitos para obtenção do grau de Mestre em Acção Humanitária, Cooperação e DesenvolvimentoA tese de mestrado Community-Based Rehabilitation (CBR) - a burden or an opportunity? The case of Mongolia inclusion of children with cognitive disabilities, estuda a forma como a CBR se constituí como um instrumento de afirmação da cidadania e coesão social. No plano teórico estabelece o quadro conceptual da CBR e da cidadania, no plano metodológico fundamenta as escolhas do estudo de caso, dando especial atenção ao caso da “grey literature”, validação e generalização dos resultados. Da análise do caso CBR Mongólia, foi possível encontrar evidência importante do impacto nas áreas: da governação, produção de legislação, “accountability”, influência das partes interessadas na implementação de programas de acção; na educação, além de promover a educação inclusiva, foram também identificadas influências na definição dos curricula universitários e na formação profissional dos técnicos de saúde e de educação; já no que respeita à formação da opinião, foram identificadas importantes acções junto dos jovens, nos media e na organização das partes interessadas sob a forma de organizações; foi também possível constactar a importância do CBR na coesão territorial, que se reveste de grande importância para um dos países com menor densidade populacional, em todas estas vertentes foi também possível verificar a importância das ONG’s como veículo de promoção do CBR e da cidadania de diversa forma, definição de políticas, planeamento e implementação de programas, suporte técnico, formação, etc.The master thesis Community-Based Rehabilitation (CBR) - a burden or an opportunity? The case of Mongolia inclusion of children with cognitive disabilities, studies how CBR is constituted as an instrument for the affirmation of citizenship and social cohesion. At the theoretical level defines the conceptual framework of CBR and citizenship, in regards to the methodology it substantiates the choices underlying the case study, giving special attention to the case of "gray literature", validation and generalization of the findings. The analysis of the case CBR Mongolia, enabled to find significant evidence of the impact on the following areas: governance, production of legislation, accountability, the influence of stakeholders in the implementation of action programs; in education in addition to promote inclusive education, were also identified influences within the definition of university curricula and the vocational training of health workers and education; regarding to the formation of opinion, important actions were identified among young people, in the media and organization of stakeholders in the form of organizations; it was also possible to observe the importance of CBR on territorial cohesion, which is of great importance to a country with one of lowest population densities, in all these aspects it was also possible to confirm the importance of NGOs as a vehicle to promote CBR and citizenship on different ways, policy, planning and program implementation, technical support, training, etc.Олон нийтийн оролцоонд түшиглэсэн сэргээн засал – дарамт уу эсвэл боломж уу? сэдэвт магистрын ажил нь Монгол улсын оюуны хөгжлийн бэрхшээлтэй хүүхдийн нийгэм дэх оролцоонд олон нийтэд түшиглэсэн сэргээн засалтын иргэний эрх болон нийгмийн харилцан шүтэлцээний уялдааг гаргаж ирэх гол арга хэрэгслийг хэрхэн бүрдүүлдэг талаар судалсан.     As the international community looks promote sustainable development in developing countries, many policies have focused on the introduction of renewable energy technology (RET). For Mongolia specifically, RET is both a viable and optimal option, considering the country’s vast natural resources and the unsustainability of the country’s existing energy system. However, Mongolia has faced challenges with the development of its RET sector and still largely relies on international assistance and funding to develop largescale projects. This study analyzes the barriers that Mongolia faces to the effective diffusion of RET into Mongolian society. Over the course of four weeks, 10 individuals were interviewed and 94 individuals were surveyed on their opinions of the energy sector and renewable energy technologies in Mongolia. Interviews and surveys were conducted and distributed in various localities within Mongolia, including Ulaanbaatar, Darkhan, Salkhit, and Hatgal. Results indicate a large gap between the level of public involvement with renewable energy and the government’s goals for Mongolia’s renewable energy sector. This gap is largely due to insufficient public education regarding renewable energy. While the government of Mongolia is partially responsible for the public’s lack of awareness, data collected indicate that the government of Mongolia is not adequately equipped with sufficient institutional knowledge to educate the public. Thus, international actors able to assist developing countries with the implementation of renewable energy technology must ensure that any assistance is all-encompassing and contributes to the establishment of sustainable systems within developing countries, rather than promoting short-term programs that fail to fully initiate a societal shift towards the use of renewable energy. This is especially important in Mongolia, where barriers to the diffusion of renewable energy technology can be overcome with additional international guidance and successful technological transfer
