    Cooperation networks and innovation: A complex system perspective to the analysis and evaluation of a EU regional innovation policy programme

    Recent developments in innovation theory and policy have led policymakers to assign particular importance to supporting networks of cooperation among heterogeneous economic actors, especially in production systems composed of small and medium enterprises. Such innovative policies call for parallel innovations in policy analysis, monitoring and assessment. Our analysis of a policy experiment aimed at supporting innovation networks in the Italian region of Tuscany intends to address some issues connected with the design, monitoring and evaluation of such interventions. Combining tools from ethnographic research and social networks analysis, we explore the structural elements of the policy programme, its macroscopic impact on the regional innovation system, and the success of individual networks in attaining their specific objectives.     In international development, impact evaluation is principally concerned with final results of interventions (programs, projects, policy measures, reforms) on the welfare of communities, households, and individuals, including taxpayers and voters. Impact evaluation is one tool within the larger toolkit of monitoring and evaluation (including broad program evaluations, process evaluations, ex ante studies, etc.).The Network of Networks for Impact Evaluation (NONIE) was established in 2006 to foster more and better impact evaluations by its membership -- the evaluation networks of bilateral and multilateral organizations focusing on development issues, as well as networks of developing country evaluators. NONIE's member networks conduct a broad set of evaluations, examining issues such as project and strategy performance, institutional development, and aid effectiveness. By sharing methodological approaches and promoting learning by doing on impact evaluations, NONIE aims to promote the use of this more specific approach by its members within their larger portfolio of evaluations. This document, by Frans Leeuw and Jos Vaessen, has been developed to support this focus.For development practitioners, impact evaluations play a keyrole in the drive for better evidence on results and development effectiveness. They are particularly well suited to answer important questions about whether development interventions do or do not work, whether they make a difference, and how cost-effective they are.     Avoiding evolutionary inefficiencies in innovation networks

    Innovation policy is in need for a rational which allows the design and evaluation of policy instruments. In economic policy traditionally the focus is on market failures and efficiency measures are used to decide whether policy should intervene and which instrument should be applied. In innovation policy this rational cannot meaningfully be applied because of the uncertain and open character of innovation processes. Uncertainty is not a market failure and cannot be repaired. Inevitably policy makers are subject to failure and their goals are to be considered as much more modest compared to the achievement of a social optimum. Instead of optimal innovation, the avoidance of evolutionary inefficiencies becomes the centrepiece of innovation policy making. Superimposed to the several sources of evolutionary inefficiencies are socalled network inefficiencies.     Citizen science and natural resource governance: program design for vernal pool policy innovation

    Effective natural resource policy depends on knowing what is needed to sustain a resource and building the capacity to identify, develop, and implement flexible policies. This retrospective case study applies resilience concepts to a 16-year citizen science program and vernal pool regulatory development process in Maine, USA. We describe how citizen science improved adaptive capacities for innovative and effective policies to regulate vernal pools. We identified two core program elements that allowed people to act within narrow windows of opportunity for policy transformation, including (1) the simultaneous generation of useful, credible scientific knowledge and construction of networks among diverse institutions, and (2) the formation of diverse leadership that promoted individual and collective abilities to identify problems and propose policy solutions. If citizen science program leaders want to promote social-ecological systems resilience and natural resource policies as outcomes, we recommend they create a system for internal project evaluation, publish scientific studies using citizen science data, pursue resources for program sustainability, and plan for leadership diversity and informal networks to foster adaptive governance.
