    Parlay X Web Services for Policy and Charging Control in Multimedia Networks

    The paper investigates the capabilities of Parlay X Web Services for Policy and Charging Control (PCC) in managing all Internet-protocol-based multimedia networks (IMSs). PCC is one of the core features of evolved packet networks. It comprises flow-based charging including charging control and online credit control, gating control, and Quality of Service (QoS) control. Based on the analysis of requirements for PCC, the functionality for open access to QoS management and advanced charging is identified. Parlay X Web Services are evaluated for the support of PCC, and some enhancements are suggested. Implementation aspects are discussed, and Parlay X interfaces are mapped onto IMS control protocols. Use cases of Parlay X Web Services for PCC are presented

    A Service Component-based Accounting and Charging Architecture to Support Interim Mechanisms across Multiple Domains

    Today, telematics services are often compositions of different chargeable service components offered by different service providers. To enhance component-based accounting and charging, the service composition information is used to match with the corresponding charging structure of a service session. This enables the sharing of revenues among the service providers, and calculation of the total cost for the end-user. When multiple independent service providers are involved, it is a great challenge to apply interim accounting and charging during a service session in order to minimize financial risks between business partners. Another interesting development is the trend towards outsourcing accounting and charging processes to specialized business partners. This requires a decoupling between provisioning and accounting and charging processes. In this paper, we propose a comprehensive component-based accounting and charging architecture to support service session provisioning across multiple domains. The architecture, modeled in UML, incorporates an interim accounting and charging mechanism to enable the processing and exchange of accounting information needed to update intermediate charges for separate service components and the user's credit, even during the service provisioning phase

    A QoS-based charging and resource allocation framework for next generation wireless networks

    Wireless networks are evolving to include Internet access to interactive multimedia and video conferencing as well as traditional services such as voice, email and web access. These new applications can demand large amounts of network resources, such as bandwidth, to achieve the highest levels of quality (e.g. picture quality). In conjunction with this trend, charging and resource allocation systems must evolve to explicitly consider the trade-off between resource consumption and the Quality of Service (QoS) provided. This paper proposes a novel QoS-based charging and resource allocation framework. The framework allocates resources to customers based on their QoS perceptions and requirements, thereby charging fairly while improving resource allocation efficiency.     Syrian Refugees and the Digital Passage to Europe: Smartphone Infrastructures and Affordances

    This research examines the role of smartphones in refugees’ journeys. It traces the risks and possibilities afforded by smartphones for facilitating information, communication, and migration flows in the digital passage to Europe. For the Syrian and Iraqi refugee respondents in this France-based qualitative study, smartphones are lifelines, as important as water and food. They afford the planning, navigation, and documentation of journeys, enabling regular contact with family, friends, smugglers, and those who help them. However, refugees are simultaneously exposed to new forms of exploitation and surveillance with smartphones as migrations are financialised by smugglers and criminalized by European policies, and the digital passage is dependent on a contingent range of sociotechnical and material assemblages. Through an infrastructural lens, we capture the dialectical dynamics of opportunity and vulnerability, and the forms of resilience and solidarity, that arise as forced migration and digital connectivity coincide

    Music in electronic markets: an empirical study

    Music plays an important, and sometimes overlooked part in the transformation of communication and distribution channels. With a global market volume exceeding US$40 billion, music is not only one of the primary entertainment goods in its own right. Since music is easily personalized and transmitted, it also permeates many other services across cultural borders, anticipating social and economic trends. This article presents one of the first detailed empirical studies on the impact of internet technologies on a specific industry. Drawing on more than 100 interviews conducted between 1996 and 2000 with multinational and independent music companies in 10 markets, strategies of the major players, current business models, future scenarios and regulatory responses to the online distribution of music files are identified and evaluated. The data suggest that changes in the music industry will indeed be far-reaching, but disintermediation is not the likely outcome

    Definition and evaluation of model-free coordination of electrical vehicle charging with reinforcement learning

    Demand response (DR) becomes critical to manage the charging load of a growing electric vehicle (EV) deployment. Initial DR studies mainly adopt model predictive control, but models are largely uncertain for the EV scenario (e.g., customer behavior). Model-free approaches, based on reinforcement learning (RL), are an attractive alternative. We propose a new Markov decision process (MDP) formulation in the RL framework, to jointly coordinate a set of charging stations. State-of-the-art algorithms either focus on a single EV, or control an aggregate of EVs in multiple steps (e.g., 1) make aggregate load decisions and 2) translate the aggregate decision to individual EVs). In contrast, our RL approach jointly controls the whole set of EVs at once. We contribute a new MDP formulation with a scalable state representation independent of the number of charging stations. Using a batch RL algorithm, fitted QQ -iteration, we learn an optimal charging policy. With simulations using real-world data, we: 1) differentiate settings in training the RL policy (e.g., the time span covered by training data); 2) compare its performance to an oracle all-knowing benchmark (providing an upper performance bound); 3) analyze performance fluctuations throughout a full year; and 4) demonstrate generalization capacity to larger sets of charging stations

    Random Linear Network Coding for 5G Mobile Video Delivery

    An exponential increase in mobile video delivery will continue with the demand for higher resolution, multi-view and large-scale multicast video services. Novel fifth generation (5G) 3GPP New Radio (NR) standard will bring a number of new opportunities for optimizing video delivery across both 5G core and radio access networks. One of the promising approaches for video quality adaptation, throughput enhancement and erasure protection is the use of packet-level random linear network coding (RLNC). In this review paper, we discuss the integration of RLNC into the 5G NR standard, building upon the ideas and opportunities identified in 4G LTE.
