The Potential of an Enhanced Cooperation Measure in the EAFRD (2014-2020): the case of Ireland

This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated. Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. Maritime Commerce in Greater Philadelphia: Assessing Industry Trends and Growth Opportunities for Delaware River Ports

Maritime Commerce in Greater Philadelphia: Assessing Industry Trends and Growth Opportunities for Delaware River Ports is an evaluation of existing port conditions along the Delaware River and market-driven opportunities for expansion. The report includes an economic impact analysis, Delaware River port descriptions, global trends, and recommended strategies for ports growth. Key findings include:Region-wide port activity generates $69 million in tax revenues for state governments across Greater Philadelphia and more than$11 million in Philadelphia Wage Tax revenues.Each on-site port job supports two jobs from port activity and employee spending. Total regional port-related employment is 12,000+ jobs.Delaware River ports import nearly 1/2 of the nation's cocoa beans, almost 1/3 of the bananas, and a 1/4 of all fruit and nuts.Growing maritime commerce in Greater Philadelphia will require collaboration among Delaware River ports to leverage existing strengths and strategically invest in regional infrastructure improvements

Tanzania: Logistic System Capacity and Site Readiness to expand PMTCT and Initiate ART

In September 2003, JSI/DELIVER conducted an assessment of the logistics system capacity and individual site readiness to provide PMTCT services and to initiate ART at selected public sector health facilities in Tanzania. The purpose of the assessment was to support government expansion of PMTCT from five pilot sites to 28 health facilities in five regions by addressing the logistics system constraints to ensuring a reliable and uninterrupted supply of the broad range of commodities required for PMTCT and ART, and by conducting an evaluation of the overall readiness of each site to provide these services. Several private providers, nongovernmental and faith-based organizations, and employer-based programs were included in the assessment to learn about PMTCT and ART in these sectors and to identify opportunities for public/private sector collaboration in expanding service delivery and ensuring effective commodity distribution. In addition, interviews with pharmaceutical company representatives and visits to retail pharmacies provided an overview of current commercial sector distribution of ARV drugs in Tanzania. The main findings showed an urgent need to build logistics management capacity within the central level MOH to—Coordinate multiple sources of rapidly increasing funding for commodity procurement. Strengthen commodity-forecasting capacity. Align procurement cycles and supplier lead times with the in-country supply pipeline and demand for services. At the facility level, assessment findings showed that individual site readiness is heavily constrained by the availability and quality of human resources; laboratory infrastructure and capacity; and lack of an established inventory control system and standardized pharmacy management procedures
