    Coordinating Knowledge Work in Multi-Team Programs: Findings from a Large-Scale Agile Development Program

    Software development projects have undergone remarkable changes with the arrival of agile development methods. While intended for small, self-managing teams, these methods are increasingly used also for large development programs. A major challenge in programs is to coordinate the work of many teams, due to high uncertainty in tasks, a high degree of interdependence between tasks and because of the large number of people involved. This revelatory case study focuses on how knowledge work is coordinated in large-scale agile development programs by providing a rich description of the coordination practices used and how these practices change over time in a four year development program with 12 development teams. The main findings highlight the role of coordination modes based on feedback, the use of a number of mechanisms far beyond what is described in practitioner advice, and finally how coordination practices change over time. The findings are important to improve the outcome of large knowledge-based development programs by tailoring coordination practices to needs and ensuring adjustment over time.Comment: To appear in Project Management Journa

Co-ordinating service provision within and across sectors has been a common feature of these initiatives. Despite sustained policy interest in ABIs, little empirical work has explored relations between ABI providers and partnership development within this context remains under-theorised. This paper addresses both of these gaps by exploring partnerships as a social and developmental process, drawing on concepts from figurational sociology to explain how provider relations develop within an ABI. Qualitative methods were used to explore, prospectively, the development of an ABI targeted at a town in the north west of England. A central finding was that, although effective delivery of ABIs is premised on a high level of coordination between service providers, the pattern of interdependencies between providers limits the frequency and effectiveness of cooperation. In particular, the interdependency of ABI providers with others in their organisation (what is termed here ‘organisational pull’) constrained the ways in which they worked with providers outside of their own organisations. ‘Local’ status, which could be earned over time, enabled some providers to exert greater control over the way in which provider relations developed during the course of the initiative. These findings demonstrate how historically constituted social networks, within which all providers are embedded, shape partnership development. The theoretical insight developed here suggests a need for more realistic expectations among policy makers about how and to what extent provider partnerships can be managed.     Impactful learning: exploring the value of informal learning experiences to improve the learning potential of international research projects.

    The Horizon 2020 (H2020) is the largest EU funded research programme, which supports mobility of international researchers through secondments to engage in collaborative research activities to enhance individual and collective research capacity within the EU. This paper explores how an analysis of secondees’ informal learning experiences can highlight opportunities for increasing individual and collective learning capacity of an international partnership and achievement of project objectives. A thematic analysis method (Miles and Huberman, 1994), was applied to 19 secondee’s individual learning reports. The main findings discussed three themes elicited through secondees informal learning, including living and working in a host country and developing an academic career. In many countries, especially those in Sub-Saharan Africa, access to safe water through household connections declined in the 1990s. Achievements in access rates in many Asian and African economies are the due to widespread use of public water points such as public standpipes and kiosks. These sources are important, but doubtless the quality of access to water with these facilities is unsatisfactory since they involve greater effort by households, involving queuing, carrying water and lacking continuous access. A substantial proportion of urban dwellers in developing countries, especially in unplanned settlements, rely on a wide range of small-scale providers whose services are vital in the absence of alternatives. Their services, however, are often inferior to those provided by the formal network.     Information Systems for Large-Scale Event Management: A Case Study

    Information systems (IS) have considerable use in supporting large-scale communication and coordination. This is especially important in contexts such as major event and crisis management which have complex requirements on people and technology. IS facilitate the dissemination of real-time information and coordination among decision makers, and thereby the management of the entire event. This paper describes a case of management and deployment of IS for a large-scale event as an exemplar in this area. Singapore won the bid to host a major international event, the Annual Meetings of the International Monetary Fund and World Bank, collectively known as S2006. However, there were complex requirements and daunting challenges to be overcome in managing such a high-profile and large-scale event. The paper describes how the Committee in charge delivered the IT infrastructure and systems for this large-scale event with 23,700 participants from 184 countries. It suggests several lessons for IT executives in charge of managing large-scale events, mainly for planned (e.g., sports events) and to someextent for unplanned (e.g., Japan tsunami or BP oil spill crisis) events. Particularly, it highlights the need for advance preparedness, use of IS for situation awareness, cultivating relationships for communication and coordination, and the importance of vendor management and project management skills. These lessons are valuable for IS deployment for large-scale communication and coordination for future mega-events and to some degree for preparedness for unforeseen events.     Access to Water in the Slums of the Developing World

    According to the United Nations Human Settlements Programme (UN-Habitat), 924 million people lived in slums in 2001. Population growth in these settlements is much greater than in other urban areas. The estimates suggest that this figure may rise to 1.5 billion by 2020 (Payne, 2005). This rapid increase is expected despite ?slum upgrading? efforts that have been taking place for decades, though inconsistently and with disruptions over time. There is a prolific literature on informal settlement areas, but research on access to essential services such as water and sanitation (WS) in these areas is very limited. Most studies consider issues of access in connection to urban poverty, an approach that often reduces the discussion to the income and expenditure constraints faced by households. Examining access to WS in the slums spurs an appreciation of the multidimensional nature of the problem, including income poverty, infrastructural limitations, asset ownership and housing quality. Moreover, developments in the slums concern every aspect of the Millennium Development Goals (MDGs). This paper examines the conditions of access to water in the slums of the developing world. It has three goals. The first is to identify the objective and policy-related challenges that hinder progress in the provision of safe, affordable, continuous and easy access to water in countries where there is a sizeable slum population. The second is to explore the existing systems of provision in informal settlements and to discuss the weaknesses and strengths of each. The third is to make policy recommendations. Though the discussion on access to sanitation is limited, this is not to deny the importance of that issue. Besides, water and sanitation services are often intrinsically linked and therefore are provided together by network utilities. Section 2 provides a general discussion of informal settlements and outlines the growth of slum development and trends in access to water supply since 1990. Section 3 examines changing public policies towards squatter settlements and the challenges such settlements pose. Section 4 presents the problems associated with the existing market-based water supply arrangements in countries where a sizeable proportion of the urban population resides in informal settlement areas. We then argue for the need to pursue a more proactive public policy on the basis of a discussion that highlights the limitations of private sector ventures.     Virtual Institutes: Between Immersion and Communication

    In the two expressions "virtual reality" and "virtual community", the term "virtual" has different meanings. A virtual reality is a depiction or, more generally speaking, a sensuous representation of reality that allows - mainly by means of interactivity - to experience various features of reality without actually being in contact with the reality depicted. Therefore, any interactive depiction that is able to imitate reality to such an extent that a high degree of sensory-motor immersion becomes possible is called a virtual reality (Heim 1998, 6f). Since reality is always much more complex than its depiction and full of unpredictable surprises, hardly ever a user has doubts about the difference between the depiction and the thing depicted. Nevertheless, there are good reasons for preferring the imitation to the reality: at least, the imitation is usually not as dangerous as reality sometimes turns out to be. Accordingly, quite different platforms for virtual institutes may be used emphasizing either the immersion aspect or the communication aspect. The decision for a platform depends on the goals pursued with the institute: text-based chat systems allow virtual communities to flourish, single-user VRML scenes convey a highly immersive 3D impression to its users. This is particularly true for virtual institutes realized as a 3D environment, as well as for corresponding virtual communities since 3D environments are adequate for certain tasks only. As an overall framework for the evaluation it is helpful to distinguish three major application areas: research, presentation, and communicative work. The Virtual Institute for Image Science (VIB), which we would like to describe in the following (3) as a case study, is almost exclusively designed for the third task: communicative working. It intends to provide a working space persons can share for joint projects despite being physically separated. Before describing the VIB in more detail we would like to give an overview of virtual institutes between the poles of realistic immersion and of communication in a community (2). The discussion of the case study leads to some more general considerations about the balance virtual institutes must find along that bi-polar dimension (4).
