    Shift rostering using decomposition: assign weekend shifts first

    This paper introduces a shift rostering problem that surprisingly has not been studied in literature: the weekend shift rostering problem. It is motivated by our experience that employees’ shift preferences predominantly focus on the weekends, since many social activities happen during weekends. The Weekend Rostering Problem (WRP) addresses the rostering of weekend shifts, for which we design a problem specific heuristic. We consider the WRP as the first phase of the shift rostering problem. To complete the shift roster, the second phase assigns the weekday shifts using an existing algorithm. We discuss effects of this two-phase approach both on the weekend shift roster and on the roster as a whole. We demonstrate that our first-phase heuristic is effective both on generated instances and real-life instances. For situations where the weekend shift roster is one of the key determinants of the quality of the complete roster, our two-phase approach shows to be effective when incorporated in a commercially implemented algorithm

    Refinement for Administrative Policies

    Flexibility of management is an important requisite for access control systems as it allows users to adapt the access control system in accordance with practical requirements. This paper builds on earlier work where we defined administrative policies for a general class of RBAC models. We present a formal definition of administrative refinnement and we show that there is an ordering for administrative privileges which yields administrative refinements of policies. We argue (by giving an example) that this privilege ordering can be very useful in practice, and we prove that the privilege ordering is tractable

    Algorithms for solving constraint satisfaction problems (CSP) have been successfully applied to several fields including scheduling, design, and planning. Latest extensions of the standard CSP to constraint optimization problems (COP) additionally provided new opportunities for solving several problems of combinatorial optimization more efficiently. Basically, two classes of algorithms have been used for searching constraint satisfaction problems (CSP): local search methods and systematic tree search extended by the classical constraint-processing techniques like e.g. forward checking and backmarking. Both classes exhibit characteristic advantages and drawbacks. This report presents a novel approach for solving constraint optimization problems that combines the advantages of local search and tree search algorithms which have been extended by constraint-processing techniques. This method proved applicability in a commercial nurse scheduling system as well as on randomly generated problems

    Time-constrained project scheduling with adjacent resources

    We develop a decomposition method for the Time-Constrained Project Scheduling Problem (TCPSP) with Adjacent Resources. For adjacent resources the resource units are ordered and the units assigned to a job have to be adjacent. On top of that, adjacent resources are not required by single jobs, but by job groups. As soon as a job of such a group starts, the adjacent resource units are occupied, and they are not released before all jobs of that group are completed. The developed decomposition method separates the adjacent resource assignment from the rest of the scheduling problem. Test results demonstrate the applicability of the decomposition method. The presented decomposition forms a first promising approach for the TCPSP with adjacent resources and may form a good basis to develop more elaborated methods

    A hierarchical approach to multi-project planning under uncertainty

    We survey several viewpoints on the management of the planning complexity of multi-project organisations under uncertainty. A positioning framework is proposed to distinguish between different types of project-driven organisations, which is meant to aid project management in the choice between the various existing planning approaches. We discuss the current state of the art of hierarchical planning approaches both for traditional manufacturing and for project environments. We introduce a generic hierarchical project planning and control framework that serves to position planning methods for multi-project planning under uncertainty. We discuss multiple techniques for dealing with the uncertainty inherent to the different hierarchical stages in a multi-project organisation. In the last part of this paper we discuss two cases from practice and we relate these practical cases to the positioning framework that is put forward in the paper

    On Global Warming (Softening Global Constraints)

    We describe soft versions of the global cardinality constraint and the regular constraint, with efficient filtering algorithms maintaining domain consistency. For both constraints, the softening is achieved by augmenting the underlying graph.     Workforce Reorganization and the Worker

    In this paper we study the joint decision process of changing the structure of jobs and laying off individual workers in a firm that downsizes its workforce. A hierarchical decision model is proposed and estimated using personnel data from a firm in demise comparing the characteristics of the individual workers and the structure of the firm's labour force before and after its reorganization. Our results show that workers in jobs in the top levels of each skill group's hierarchy are better protected against downsizing due to larger productivity shocks and larger firing costs.hierarchies, restructuring, control span, job displacement
