    Approaches to results-based funding in tertiary education : identifying finance reform options for Chile

    Unrealized potential exists for increasing accountability and transparency in Chilean tertiary education by allocating resources based on achieved results rather than historical precedence and political negotiation. Against this background, the authors profile approaches to results-based funding of tertiary education to identify efficacious finance reform options for Chile. International experience shows that financing by results is not a ready-made concept, but a broad label that offers a menu of design options.     Current and Ideal Performance Appraisal: Employee Perceptions in an Australian Faith-Based Education System

    This article discusses performance appraisal in an education system context. With teacher quality key to improving student performance, school education systems must consider the role of performance appraisal on both teacher and principal development and improvement. This article describes the perceptions of employees within a faith-based education system as to current and suggested improvements in performance appraisal processes. This study utilised a qualitative approach for research design, adopting semi-structured interviews to collect employee perceptions. The employees indicated mistrust in the present performance appraisal processes, noted inconsistent use of performance appraisal, identified a need for evaluator training, and suggested the use of both an internal and external person in the evaluation and development space. These faithbased education system employees indicated that a district wide approach to the performance appraisal process, with flexibility at the local school level, would be beneficial for both the respective schools and the education system

    The overall aim of this thesis is to better understand how politics and preferences influence policy outcomes. The thesis consists of two papers that examine two different policy outcomes in Swedish municipalities. Paper I analyzes the effect of income and education on the environmental policy performance of Swedish local governments. In estimating the effects of income and education we will also examine how they interact with political participation. To examine this I use panel data based on an environmental ranking of Swedish municipalities made every year between 1993 and 2001. The empirical results show that there is a positive relationship between income and the environmental policy performance. This relationship is however captured by controlling for the education level, which has a positive relationship with the environmental policy performance. Controlling for municipal fixed effects and relevant control variables does not change this result. Furthermore we find that political participation has significant interaction effects with both income and education. Paper II develops a regression discontinuity (RD) design to estimate the causal effect of political party power on the placement of refugee immigrants in Swedish municipalities. That Swedish municipalities have a proportional election system puts forward specific challenges for using a RD design, which this paper will provide solutions to. The identification strategy is based on the idea that a specific party getting one more seat or not in the municipal council can be considered as good as random if the party is close to a seat change. Even though this paper only looks at Swedish data the method could be applied to other countries with proportional election systems. The results of the paper show that the political party power has a large effect on the placement of refugee immigrants in Swedish municipalities

    A Secure Web-Based Universal Basic Educational Administrative Management System: A National Capacity Building Strategy in Education

    Education in Nigeria is an instrument for effecting the development of its citizens in particular, and the nation in general. The Universal Basic Education Commission (UBEC) established by UBE Act, 2004 is introduced in Nigeria to ensure unfettered access to nine years of formal basic education as well as reduce the incidence of drop-out from the formal school system through improved relevance and efficiency. In this paper, we design, implement and analyze a secure web-based universal basic educational administrative management system to deal with the problem of administration overload in managing pupils, students, teachers, personnel and curriculum data in both primary and junior secondary schools in Nigeria. We adopt the following sequence to accomplish our goal, requirement analysis, architectural design, application design and implementation. The study explores object-oriented database, PHP (Hypertext Preprocessor), Apache server pages and MySQL DBMS tools. The System prototype is built on a three-tier client server architecture to provide UBEC, primary and junior secondary institutions with broader information availability, better performance, and eliminate internal security problem, paperwork and manpower. The framework will help to improve education capacity building, reliability, robustness and quality.     Online learning is a system based on formal teaching with the help of electronic devices and used internet connection to facilitates more flexible distance learning and a vast network to connect. Online learning has been carried out in universities in the last two years due to the COVID-19 pandemic. This study aims to determine the correlation between students' perceptions and academic performance towards the online learning system during the COVID-19 pandemic of English education study program students at Indo Global Mandiri University Palembang. quantitative method used in this study with a correlational design to analyze the data. The sample was students majoring in English Education intake 2018, 2019, and 2020. Seventy-eight students from three intakes of English Education students participated in this study. The data sources used by the researchers are graphs of student academic performance and a questionnaire. This research shows that student's academic performance is not much impacted by their perception of online learning. Based on Malik and Singh (2016) Academic performance can be influenced by internal and external factors, such as; Motivation, Economics, Social, and Family. Therefore, students, lecturers, and educational institutions must synergize in improving services, communication, and online-based education systems to benefit more from online learning systems

In many universities, students will produce a conceptual design based on a Request for Proposal document. As a university that adopts Outcome-Based Education (OBE) concept, students in Universiti Teknologi Malaysia (UTM) are not only expected to apply knowledge to solve design problems but also skillful and able to work as a team.     Reflections on performance agreements in higher education: practical considerations in delivering system-wide improvements

    In this working paper we reflect upon performance agreements in higher education (HE): during the last decade, performance-based steering tools were introduced or reformed in almost every higher education system. They are regarded as a promising instrument to contribute to the achievement of high quality higher education, but in countries that have a longer history with performance agreements (such as many U.S. and German states, Austria, Finland and Denmark) sometimes significant changes have taken place between generations, and we want to understand why this is. With this working paper we highlight a number of key issues to be taken into account when the introduction or evaluation of performance agreements is being considered. We have gathered information (from laws, white papers, websites of governments and institutions, and expert interviews) on a range of higher education systems alongside a general literature review. We argue policy makers should not to copy ‘blindly’ the design and implementation of performance agreements from other countries, as their culture, political and legal system, policy style, size, HE system characteristics and strategic agendas are different.     The development of a computer assisted design, analysis and testing system for analysing students’ performance

    Recent years have seen increased application of Computer Assisted Assessment (CAA) in education at various levels, and a variety of computer software systems have been developed for use in computer-based testing and analysis. However, many existing system are primarily designed to provide objective assessment of students and analysis of test items. The present study presents the development of a Computer Assisted Design, Analysis and Testing System (CADATS) that can be used by primary and secondary schools and other test organisations to undertake computer assisted assessment. The system incorporates an Item Response Theory (IRT) model – the Rasch model to facilitate the administration of IRT – based tests on computers and the analysis of test items and students’ performance using modern test theories. Specifically, the system has been created to design and undertake computer-based tests (CBTs), including the Computer Adaptive Tests (CATs), and to undertake diagnostic analysis on students’ performance at both individual and school levels in order to identify curriculum areas where students are under performing

    The article discusses a methods to predict Higher Education (HE) performance based on four perspectives of Balanced Scorecards. The relationship model among perspectives to the performance was developed using fuzzy inference system. There are 12 predictors variable are developed as Key Performance Indicator�s of BSC. The expert were chosen from qualified national assessor to evaluate the membership function of the predictive variable, and to develop the inference rules from predictor variable to output variable. Based on confirmation and validation model design to the expert, the model can be used to predict the HE�s performance
