    The countryside in urbanized Flanders: towards a flexible definition for a dynamic policy

    The countryside, the rural area, the open space, … many definitions are used for rural Flanders. Everyone makes its own interpretation of the countryside, considering it as a place for living, working or recreating. The countryside is more than just a geographical area: it is an aggregate of physical, social, economic and cultural functions, strongly interrelated with each other. According to international and European definitions of rural areas there would be almost no rural area in Flanders. These international definitions are all developed to be used for analysis and policy within their specific context. They are not really applicable to Flanders because of the historical specificity of its spatial structure. Flanders is characterized by a giant urbanization pressure on its countryside while internationally rural depopulation is a point of interest. To date, for every single rural policy initiative – like the implementation of the European Rural Development Policy – Flanders used a specifically adapted definition, based on existing data or previously made delineations. To overcome this oversupply of definitions and delineations, the Flemish government funded a research project to obtain a clear and flexible definition of the Flemish countryside and a dynamic method to support Flemish rural policy aims. First, an analysis of the currently used definitions of the countryside in Flanders was made. It is clear that, depending on the perspective or the policy context, another definition of the countryside comes into view. The comparative study showed that, according to the used criteria, the area percentage of Flanders that is rural, varies between 9 and 93 per cent. Second, dynamic sets of criteria were developed, facilitating a flexible definition of the countryside, according to the policy aims concerned. This research part was focused on 6 policy themes, like ‘construction, maintenance and management of local (transport) infrastructures’ and ‘provision of (minimum) services (education, culture, health care, …)’. For each theme a dynamic set of criteria or indicators was constructed. These indicators make it possible to show where a policy theme manifests itself and/or where policy interventions are possible or needed. In this way every set of criteria makes up a new definition of rural Flanders. This method is dynamic; new data or insights can easily be incorporated and new criteria sets can be developed if other policy aims come into view. The developed method can contribute to a more region-oriented and theme-specific rural policy and funding mechanism

    European smart specialization for Ukrainian regional development: path from creation to implementation

    The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of SS realization. The structure of SME’s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds

    Social Innovation in Service Delivery: New Partners and Approaches

    [Excerpt] This report presents the findings of a research project exploring the involvement of new partners – in particular, the social partners, civil society and people in vulnerable situations – in social innovation. For the purposes of the research, ‘social innovation’ is defined as new ideas (products, services and models) that simultaneously resolve societal challenges, meet social needs and create new social relationships among the groups concerned. Social innovation can involve such aspects as new participation in decision-making, services affecting the social situation of specific target groups (provided commercially or not) and changes in social care systems. It is part of cultural development and societal change. The research was carried out at EU level – focusing especially on the role of the European Social Fund (ESF) in social innovation – and in six Member States: Austria, Bulgaria, Ireland, Italy, Portugal and Sweden. It examined the innovation and social partnership culture in each country, and analysed to what extent national-level policies have been triggered by EU policy. The research also includes three case studies carried out in Ireland, Slovenia and Sweden, presenting initiatives that the social partners, or those in vulnerable situations, have been involved in designing and implementing. The objective of this study is to inform, with an evidence-based approach, the policy debate on social innovation, and contribute to a better understanding of effective and sustainable processes.     Cooperation networks and innovation: A complex system perspective to the analysis and evaluation of a EU regional innovation policy programme

    Recent developments in innovation theory and policy have led policymakers to assign particular importance to supporting networks of cooperation among heterogeneous economic actors, especially in production systems composed of small and medium enterprises. Such innovative policies call for parallel innovations in policy analysis, monitoring and assessment. Our analysis of a policy experiment aimed at supporting innovation networks in the Italian region of Tuscany intends to address some issues connected with the design, monitoring and evaluation of such interventions. Combining tools from ethnographic research and social networks analysis, we explore the structural elements of the policy programme, its macroscopic impact on the regional innovation system, and the success of individual networks in attaining their specific objectives.     Estándares territoriales de innovación : análisis de las regiones de Portugal

    Competitiveness among regions and innovation dynamics are intimately related and depend on a solid and effective innovation system. This study aims to measure innovativeness in different Portuguese regions and to evaluate the nature of the innovation process and the relationship between innovativeness and its region of origin. To characterize the territorial innovation processes and to identify innovation patterns by regions, it analyzes their main distinctive factors, based on the Community Innovation Survey results for each region. Thus, it compares the Portuguese regions by verifying the existence of subjacent clusters and finding out the characteristics that distinguish the different groups of regions. The results point to the existence of four groups of regions, and the factors identified are related to the innovation process, namely objectives of innovation, sources of innovation, collaborative networks, triple helix performance, and obstacles to innovation.RESUMEN: La competitividad entre las regiones y la dinámica de la innovación están íntimamente relacionadas y dependen de un sistema de innovación sólida y eficaz. Este estudio tiene como objetivo medir la capacidad de innovación en diferentes regiones portuguesas y evaluar la naturaleza del proceso de innovación y la relación entre la capacidad de innovación y su región de origen. Para la caracterización de los procesos de innovación territoriales y identificar estándares de innovación en las regiones, este artículo analiza sus factores distintivos principales, con base en los resultados de las encuestas comunitarias sobre innovación para cada región. Por lo tanto, se comparan las regiones portuguesas mediante la verificación de la existencia de agrupaciones subyacentes y descubrir las características que distinguen a los diferentes grupos de regiones.     Implementation Action Plan for organic food and farming research

    The Implementation Action Plan completes TP Organics’ trilogy of key documents of the Research Vision to 2025 (Niggli et al 2008) and the Strategic Research Agenda (Schmid et al 2009). The Implementation Action Plan addresses important areas for a successful implementation of the Strategic Research Agenda. It explores the strength of Europe’s organic sector on the world stage with about one quarter of the world’s organic agricultural land in 2008 and accounting for more than half of the global organic market. The aims and objectives of organic farming reflect a broad range of societal demands on the multiple roles of agriculture and food production of not only producing commodities but also ecosystem services. These are important for Europe’s economic success, the resilience of its farms and prosperity in its rural areas. The organic sector is a leading market for quality and authenticity: values at the heart of European food culture. Innovation is important across the EU economy, and no less so within the organic sector. The Implementation Action Plan devotes its third chapter to considering how innovation can be stimulated through organic food and farming research and, crucially, translated into changes in business and agricultural practice. TP Organics argues for a broad understanding of innovation that includes technology, know-how and social/organisational innovations. Accordingly, innovation can involve different actors throughout the food sector. Many examples illustrate innovations in the organic sector includign and beyond technology. The various restrictions imposed by organic standards have driven change and turned organic farms and food businesses into creative living laboratories for smart and green innovations and the sector will continue to generate new examples. The research topics proposed by TP Organics in the Strategic Research Agenda can drive innovation in areas as wide ranging as production practices for crops, technologies for livestock, food processing, quality management, on-farm renewable energy or insights into the effects of consumption of organic products on disease and wellbeing and life style of citizens. Importantly, many approaches developed within the sector are relevant and useful beyond the specific sector. The fourth chapter addresses knowledge management in organic agriculture, focusing on the further development of participatory research methods. Participatory (or trans-disciplinary) models recognise the worth and importance of different forms of knowledge and reduced boundaries between the generators and the users of knowledge, while respecting and benefitting from transparent division of tasks. The emphasis on joint creation and exchange of knowledge makes them valuable as part of a knowledge management toolkit as they have the capacity to enhance the translation of research outcomes into practical changes and lead to real-world progress. The Implementation Action Plan argues for the wider application of participatory methods in publicly-funded research and also proposes some criteria for evaluating participatory research, such as the involvement and satisfaction of stakeholders as well as real improvements in sustainability and delivery of public goods/services. European agriculture faces specific challenges but at the same time Europe has a unique potential for the development of agro-ecology based solutions that must be supported through well focused research. TP Organics believes that the most effective approaches in agriculture and food research will be systems-based, multi- and trans-disciplinary, and that in the development of research priorities, the interconnections between biodiversity, dietary diversity, functional diversity and health must be taken into account. Chapter five of the action plan identifies six themes which could be used to organise research and innovation activities in agriculture under Europe’s 8th Framework Programme on Research Cooperation: • Eco-functional intensification – A new area of agricultural research which aims to harness beneficial activities of the ecosystem to increase productivity in agriculture. • The economics of high output / low input farming Developing reliable economic and environmental assessments of new recycling, renewable-based and efficiency-boosting technologies for agriculture. • Health care schemes for livestock Shifting from therapeutics to livestock health care schemes based on good husbandry and disease prevention. • Resilience and “sustainagility” Dealing with a more rapidly changing environment by focusing on ‘adaptive capacity’ to help build resilience of farmers, farms and production methods. • From farm diversity to food diversity and health and wellbeing of citizens Building on existing initiatives to reconnect consumers and producers, use a ‘whole food chain’ approach to improve availability of natural and authentic foods. • Creating centres of innovation in farming communities A network of centres in Europe applying and developing trans-disciplinary and participatory scientific approaches to support innovation among farmers and SMEs and improving research capacities across Europe

    Conceptualizing the Role of Geographical Proximity in Project Based R&D Networks: A Literature Survey

    Empirical evidence shows that research is being carried out more in cooperation or in collaboration with others, and the networks described by these collaborative research activities are becoming more and more complex. This phenomenon brings about new strands of research questions and opens up a different research context in the area of geography of innovation. The recent set of literature addressing these new issues shows a high degree of variation in terms of focus, approaches and methodology. Hence to elucidate the relationship between networks and geography it is crucial to have a review them. In this regard, this study focuses on a particular type of networks, namely, project based R&D networks and aims at describing the state-of-the-art in explaining the specificity of geography in formation and evolution of such networks. Towards this aim, we framed the discussion along four lenses: the specificity of geography in partner choice, in successful execution of the collaboration, in the resulting innovation performance both at the organizational and regional level, and the spatio-temporal evolution of networks. The overview provided by the survey is suggestive regarding the theorization of geography and network relationship, and informative regarding the issues demanding further research effort, and promising extensions.
