    Towards a crisis performance-measurement system

    International audienceDuring a crisis, the main goal for decision-makers consists in restoring a stabilised nominal mode. The stakeholders face considerable pressure and drastic constraints in response time and coordination. This study proposes a method to support these stakeholders in making responsive and accurate decisions while carrying out a performance evaluation of the activities that run during the crisis-response process. This method is composed of four steps: (1) characterisation of the crisis-response system, (2) selection of system components to evaluate in priority, (3) determination of performance dimensions to consider and (4) creation of indicators. Currently, performance evaluation is only used subsequent to a crisis, due to difficulties in gathering and aggregating information into trustable performance indicators. This paper proposes a method to obtain a relevant and dynamic decision-support system. Decision-makers will use it to resolve the crisis based on performance evaluation, in addition to the essential experience they undergo. A case study of crisis management within the French Red Cross non-governmental organisation is developed, through a Web-based prototype, in order to explain how performance indicators can both support crisis-response management and improve the collaboration of stakeholders

    A Generalized Options-based Approach to Mitigate Perturbations in a Maritime Security System-of-Systems

    Due to the complex and highly dynamic contexts in which systems operate nowadays, it has become crucial that, early in the architecting phase, System Architects take into account options to be utilized throughout the system's lifecycle to improve performance and lifecycle properties, such as flexibility. This paper introduces a preliminary approach that allows for the identification of relevant options, which are capable of mitigating perturbations negatively impacting a system of interest. The approach consists of the generation, evaluation and selection of relevant generalized options (enabling both changeability and robustness), and is demonstrated by application to a Maritime Security SoS case study. The inputs to the process are a list of desired design principles to implement in the system, and a list of perturbations that may affect the delivery of value to stakeholders (options are meant to mitigate perturbations).     Design, fabrication and acoustic tests of a 36 inch (0.914 meter) statorless turbotip fan

    The LF336/E is a 36 inch (0.914 meter) diameter fan designed to operate in a rotor-alone configuration. Design features required for modification of the existing LF336/A rotor-stator fan into the LF336/E statorless fan configuration are discussed. Tests of the statorless fan identified an aerodynamic performance deficiency due to inaccurate accounting of the fan exit swirl during the aerodynamic design. This performance deficiency, related to fan exit static pressure levels, produced about a 20 percent thrust loss. A study was then conducted for further evaluation of the fan exit flow fields typical of statorless fan systems. This study showed that through proper selection of fan design variables such as pressure ratio, radius ratio, and swirl distributions, performance of a statorless fan configuration could be improved with levels of thrust approaching the conventional rotor-stator fan system. Acoustic measurements were taken for the statorless fan system at both GE and NASA, and when compared to other lift fan systems, showed noise levels comparable to the quietest lift fan configuration which included rotor-stator spacing and acoustic treatment. The statorless fan system was also used to determine effects of rotor leading edge serrations on noise generations. A cascade test program identified the serration geometry based on minimum pressure losses, wake turbulence levels and noise generations

    On-line Metasearch, Pooling, and System Evaluation

    This thesis presents a unified method for simultaneous solution of three problems in Information Retrieval--- metasearch (the fusion of ranked lists returned by retrieval systems to elicit improved performance), efficient system evaluation (the accurate evaluation of retrieval systems with small numbers of relevance judgements), and pooling or ``active sample selection (the selection of documents for manual judgement in order to develop sample pools of high precision or pools suitable for assessing system quality). The thesis establishes a unified theoretical framework for addressing these three problems and naturally generalizes their solution to the on-line context by incorporating feedback in the form of relevance judgements. The algorithm--- Rankhedge for on-line retrieval, metasearch and system evaluation--- is the first to address these three problems simultaneously and also to generalize their solution to the on-line context. Optimality of the Rankhedge algorithm is developed via Bayesian and maximum entropy interpretations. Results of the algorithm prove to be significantly superior to previous methods when tested over a range of TREC (Text REtrieval Conference) data. In the absence of feedback, the technique equals or exceeds the performance of benchmark metasearch algorithms such as CombMNZ and Condorcet. The technique then dramatically improves on this performance during the on-line metasearch process. In addition, the technique generates pools of documents which include more relevant documents and produce more accurate system evaluations than previous techniques. The thesis includes an information-theoretic examination of the original Hedge algorithm as well as its adaptation to the context of ranked lists. The work also addresses the concept of information-theoretic similarity within the Rankhedge context and presents a method for decorrelating the predictor set to improve worst case performance. Finally, an information-theoretically optimal method for probabilistic ``active sampling is presented with possible application to a broad range of practical and theoretical contexts

    The role of green and traditional supplier attributes on business performance

    Supplier evaluation and selection are fundamental tasks since they are part of the production process and even initiate the supply chain (SC). Despite their importance in the production system, supplier evaluation and selection may be challenging activities to be performed if companies look at the wide range of available evaluation techniques and methodologies, which now seek to integrate both traditional and green attributes. In addition, companies may refuse to take into account green attributes during the supplier selection process, because they do not know their impact on commercial benefits. To overcome this limitation, this study examines the Mexican manufacturing sector and measures the impact of supplier traditional attributes and green attributes on business performance, namely production process benefits and commercial benefits. As data collection instrument, we administered a survey to 253 supplier evaluators and selectors; then, using the gathered data, we constructed a structural equation model. The model includes four variables to determine the impact of traditional and green attributes on business performance: green attributes, traditional attributes, production process benefits, and commercial benefits. The results indicate that all the latent variables have positive direct effects on one another. For instance, process benefits show the largest effects on commercial benefits, but the most significant effect is caused by traditional attributes on commercial benefits through green attributes and production process benefits. © 2017 by the authors

    Application of Executable Architectures in Early Concept Evaluation

    This research explores use of executable architectures to guide design decisions in the early stages of system development. Decisions made early in the system development cycle determine a majority of the total lifecycle costs as well as establish a baseline for long term system performance and thus it is vital to program success to choose favorable design alternatives. The development of a representative architecture followed the Architecture Based Evaluation Process as it provides a logical and systematic order of events to produce an architecture sufficient to document and model operational performance. In order to demonstrate the value in the application of executable architectures for trade space decisions, three variants of a fictional unmanned aerial system were developed and simulated. Four measures of effectiveness (MOEs) were selected for evaluation. Two parameters of interest were varied at two levels during simulation to create four test case scenarios against which to evaluate each variant. Analysis of the resulting simulation demonstrated the ability to obtain a statistically significant difference in MOE performance for 10 out of 16 possible test case-MOE combinations. Additionally, for the given scenarios, the research demonstrated the ability to make a conclusive selection of the superior variant for additional development

    Multi-Criteria Service Selection Agent for Federated Cloud

    Federated cloud interconnects small and medium-sized cloud service providers for service enhancement to meet demand spikes. The service bartering technique in the federated cloud enables service providers to exchange their services. Selecting an optimal service provider to share services is challenging in the cloud federation. Agent-based and Reciprocal Resource Fairness (RRF) based models are used in the federated cloud for service selection. The agent-based model selects the best service provider using Quality of Service (quality of service). RRF model chooses fair service providers based on service providers\u27 previous service contribution to the federation. However, the models mentioned above fail to address free rider and poor performer problems during the service provider selection process. To solve the above issue, we propose a Multi-criteria Service Selection (MCSS) algorithm for effectively selecting a service provider using quality of service, Performance-Cost Ratio (PCR), and RRF. Comprehensive case studies are conducted to prove the effectiveness of the proposed algorithm. Extensive simulation experiments are conducted to compare the proposed algorithm performance with the existing algorithm. The evaluation results demonstrated that MCSS provides 10% more services selection efficiency than Cloud Resource Bartering System (CRBS) and provides 16% more service selection efficiency than RPF

    Influence of the controller design on the accuracy of a forward dynamic simulation of human gait

    The analysis of a captured motion can be addressed by means of forward or inverse dynamics approaches. For this purpose, a 12 segment 2D model with 14 degrees of freedom is developed and both methods are implemented using multibody dynamics techniques. The inverse dynamic analysis uses the experimentally captured motion to calculate the joint torques produced by the musculoskeletal system during the movement. This information is then used as input data for a forward dynamic analysis without any control design. This approach is able to reach the desired pattern within half cycle. In order to achieve the simulation of the complete gait cycle two different control strategies are implemented to stabilize all degrees of freedom: a proportional derivative (PD) control and a computed torque control (CTC). The selection of the control parameters is presented in this work: a kinematic perturbation is used for tuning PD gains, and pole placement techniques are used in order to determine the CTC parameters. A performance evaluation of the two controllers is done in order to quantify the accuracy of the simulated motion and the control torques needed when using one or the other control approach to track a known human walking pattern.Postprint (author's final draft

    Expanded study of feasibility of measuring in-flight 747/JT9D loads, performance, clearance, and thermal data

    The JT9D jet engine exhibits a TSFC loss of about 1 percent in the initial 50 flight cycles of a new engine. These early losses are caused by seal-wear induced opening of running clearances in the engine gas path. The causes of this seal wear have been identified as flight induced loads which deflect the engine cases and rotors, causing the rotating blades to rub against the seal surfaces, producing permanent clearance changes. The real level of flight loads encountered during airplane acceptance testing and revenue service and the engine's response in the dynamic flight environment were investigated. The feasibility of direct measurement of these flight loads and their effects by concurrent measurement of 747/JT9D propulsion system aerodynamic and inertia loads and the critical engine clearance and performance changes during 747 flight and ground operations was evaluated. A number of technical options were examined in relation to the total estimated program cost to facilitate selection of the most cost effective option. It is concluded that a flight test program meeting the overall objective of determining the levels of aerodynamic and inertia load levels to which the engine is exposed during the initial flight acceptance test and normal flight maneuvers is feasible and desirable.
