    Now in its 11th edition, The Global Risks Report 2016 draws attention to ways that global risks could evolve and interact in the next decade. The year 2016 marks a forceful departure from past findings, as the risks about which the Report has been warning over the past decade are starting to manifest themselves in new, sometimes unexpected ways and harm people, institutions and economies. Warming climate is likely to raise this year's temperature to 1° Celsius above the pre-industrial era, 60 million people, equivalent to the world's 24th largest country and largest number in recent history, are forcibly displaced, and crimes in cyberspace cost the global economy an estimated US$445 billion, higher than many economies' national incomes. In this context, the Reportcalls for action to build resilience – the "resilience imperative" – and identifies practical examples of how it could be done.The Report also steps back and explores how emerging global risks and major trends, such as climate change, the rise of cyber dependence and income and wealth disparity are impacting already-strained societies by highlighting three clusters of risks as Risks in Focus. As resilience building is helped by the ability to analyse global risks from the perspective of specific stakeholders, the Report also analyses the significance of global risks to the business community at a regional and country-level

    Chinese Experience with Global G3 Standard-Setting

    China’s growth strategy as set out in the 11th 5-year plan in 2005 called for upgrading of product quality, the development of an innovation society, and reduced reliance on foreign intellectual property with high license fees. Consistent with this policy, China has been involved in recent years with the development of a Chinese standard in third generation (3G) mobile phone technology, both in negotiating the standard and seeing it through to commercialization. This is the first case of a developing country both originating and successfully negotiating a telecommunications standard and this experience raises issues for China’s future development strategy based on product and process upgrading in manufacturing. We argue that while precedent setting from an international negotiating point of view, the experience has thus far is unproven commercially. But the lessons learned will benefit future related efforts in follow-on technologies if similar Chinese efforts are made.This paper documents Chinese standard-setting efforts from proposal submission to ITU to the current large-scale trial network deployment in China and overseas trial networks deployment. We discuss the underlying objectives for this initiative, evaluate its effectiveness, and assess its broader implications for Chinese development policy.

    Emerging Technologies and Approaches for In Situ, Autonomous Observing in the Arctic

    Understanding and predicting Arctic change and its impacts on global climate requires broad, sustained observations of the atmosphere-ice-ocean system, yet technological and logistical challenges severely restrict the temporal and spatial scope of observing efforts. Satellite remote sensing provides unprecedented, pan-Arctic measurements of the surface, but complementary in situ observations are required to complete the picture. Over the past few decades, a diverse range of autonomous platforms have been developed to make broad, sustained observations of the ice-free ocean, often with near-real-time data delivery. Though these technologies are well suited to the difficult environmental conditions and remote logistics that complicate Arctic observing, they face a suite of additional challenges, such as limited access to satellite services that make geolocation and communication possible. This paper reviews new platform and sensor developments, adaptations of mature technologies, and approaches for their use, placed within the framework of Arctic Ocean observing needs

    Virtuoso Project Teams: Beyond high performance, a study of the teaming success of the Motorola Satellite Communications System IRIDIUM® Program

    High performance teaming has always been the gold standard for project management in general and new product or new system generation in particular. Within the realm of high performance, however, there are special factors that must come together in both temporal aspects and technical content to be truly accomplished. These project teams may be referred to as virtuoso teams. As an illustration of the principles of high functioning teaming, it is helpful to look back at one of the systems projects of the last century considered to be a hallmark of technical success and examine, from a behavioral perspective, what principles illustrate this best of the best teaming genre. The Motorola IRIDIUM® Satellite Communications System is one such project. Through published memoirs, case studies and retrospective articles, recent publications, personal notes and documentation, and unpublished project artifacts, aspects of the project team are examined to illustrate some of the theoretical principles of high performance teaming

    Fisheries change often carries its own financial rewards. Many reforms and changes which support conservation also result in higher profits and revenue streams for the involved businesses. This makes fisheries a potentially attractive investment arena for many commercial investors, once reform projects are properly structured and agreed upon between conservationists and the involved businesses. As commercial investors and social investors become more involved in the field of fisheries, the scale of the impacts that can be achieved is expected to expand. Foundations in the field are now looking to support this transition from fisheries conservation as a purely philanthropic investment to a blended conservation and business investment by encouraging non-profits, social change leaders and business entrepreneurs to create innovatively structured projects that can both build value for private investors and improve the speed and scale of fisheries conservation impacts. This report aims to support this transition, by providing information about and high-lighting the work of those at the forefront of innovative fisheries finance

    Winter shipping in the Canadian Arctic : toward year-round traffic?

    With the rapidly melting sea ice in the Arctic, and developing shipping traffic, emerged the idea, popular with the media, that sea ice would soon be completely dominated by first-year ice, and would thus be comparable to ice present in the Gulf of St. Lawrence: this would allow for the setting up of shipping year-round along Arctic passages. In fact, contrary to this idea, even with the vanishing of multi-year ice, ice conditions will remain very different in the Arctic from ice prevailing in the Gulf. Besides, naval technology certainly helps overcoming challenges of ice navigation, but they do not mean it is economically or technically much easier. Year-round shipping in the Arctic remains a difficult challenge to overcome
