    Innovative learning in action (ILIA) issue four: New academics engaging with action research

    This edition of ILIA showcases four papers which were originally submitted as action research projects on the Postgraduate Certificate in Higher Education Practice and Research programme. Within the programme we offer an environment where participants can explore their unique teaching situations – not to produce all-encompassing approaches to Higher Education (HE) practice but to develop an ongoing dialogue about the act of teaching. In effect, there are no generalisable ‘best’ methods of teaching because they never work as well as ‘locally produced practice in action’ (Kincheloe, 2003:15). Thus rather than providing short term ‘survival kits’ the programme offers new HE teachers a ‘frame’ for examining their own and their colleagues’ teaching alongside questioning educational purpose and values in the pursuit of pedagogical improvement. This ‘frame’ is action research which Ebbutt (1985:156) describes as: …The systematic study of attempts to change and improve educational practice by groups of participants by means of their own practical actions and by means of their own reflections upon the effects of their actions… We promote ‘practitioner-research’ or ‘teacher-research’ as a way of facilitating professional development for new HE teachers, promoting change and giving a voice to their developing personal and professional knowledge. Teachers as researchers embark upon an action orientated, iterative and collaborative process to interrogate their own practices, question their own assumptions, attitudes, values and beliefs in order to better understand, influence and enrich the context of their own situations. The action researcher assumes that practitioners are knowledgeable about their own teaching situations and the fact that they are ‘in-situ’ and not at ‘arms length’ as the value-neutral, ‘scientific’ researcher is often claimed to be, does not invalidate their knowledge. Thus, practitioners are capable of analysing their own actions within a ‘reflective practitioner’ modus operandi. Action research is on-going in conception and well suited to examining the ever-changing and increasingly complex HE practice environment. Findings from action research are always subject to revision since it intrinsically acknowledges the need to constantly revisit widely diverse teaching situations and scenarios across everyday HE practice. Teaching is not predictable and constant, it always occurs in a contemporary microcosm of uncertainty. Action research provides an analytical framework for new HE teachers to begin to engage with this unpredictability on a continuing basis, that is its purpose and also its perennial challenge. The papers presented here describe how four relatively new HE teachers have begun to address the challenge of improving their practice within their locally based settings utilising the action research ‘paradigm’

    Improving the performance of cascade correlation neural networks on multimodal functions

    Intrinsic qualities of the cascade correlation algorithm make it a popular choice for many researchers wishing to utilize neural networks. Problems arise when the outputs required are highly multimodal over the input domain. The mean squared error of the approximation increases significantly as the number of modes increases. By applying ensembling and early stopping, we show that this error can be reduced by a factor of three. We also present a new technique based on subdivision that we call patchworking. When used in combination with early stopping and ensembling the mean improvement in error is over 10 in some cases

    Fast Generation of Discrete Random Variables

    We describe two methods and provide C programs for generating discrete random variables with functions that are simple and fast, averaging ten times as fast as published methods and more than five times as fast as the fastest of those. We provide general procedures for implementing the two methods, as well as specific procedures for three of the most important discrete distributions: Poisson, binomial and hypergeometric.

    A study of early stopping, ensembling, and patchworking for cascade correlation neural networks

    The constructive topology of the cascade correlation algorithm makes it a popular choice for many researchers wishing to utilize neural networks. However, for multimodal problems, the mean squared error of the approximation increases significantly as the number of modes increases. The components of this error will comprise both bias and variance and we provide formulae for estimating these values from mean squared errors alone. We achieve a near threefold reduction in the overall error by using early stopping and ensembling. Also described is a new subdivision technique that we call patchworking. Patchworking, when used in combination with early stopping and ensembling, can achieve an order of magnitude improvement in the error. Also presented is an approach for validating the quality of a neural network’s training, without the explicit use of a testing dataset

    We focus attention on gross flows in the labor market and their role in economic reallocation. Economists distinguish between movements of individuals (gross worker flows) and those associated with businesses (gross job flows). The gross worker flows are accessions (hiring and recalls) and separations (quits, layoffs, retirements, and firings). The gross job flows are creations (increases in the employment of a given business establishment) and destructions (decreases in employment of a given business establishments). In our testimony, we discuss the different flows and the regional variation therein over the last recession

    Regional service delivery among Pacific Island countries: an assessment

    Experience with pooling service delivery among Pacific Island countries has not met the optimistic expectations of advocates, finds this study. Abstract Pacific Island countries face a range of development challenges, including smallness, distance from major markets and capacity constraints. Regional service delivery, or pooling, has been advocated as a means of addressing these challenges. This article presents the findings from the first comprehensive study of pooling initiatives in the Pacific. It draws on a review of the literature pertaining to 20 pooling initiatives identified in the region and on interviews with stakeholders involved in many of those initiatives. The study finds that experience with pooling among Pacific Island countries has not met the optimistic expectations of advocates, including development partners. This is the result of the challenges inherent in voluntary regionalism, which are exacerbated by the diversity of Pacific Island states and political economy constraints. The article concludes that an incremental approach to expansion of regional service provision in the Pacific is both likely and appropriate given these factors
