    Open Access Publishing And Scholarly Societies: A Guide

Though the option of keeping the status quo of subscription-based journals is discussed, the focus is on conversion of existing journals to open access, either in one go, or via an intermediate managed transition phase. This guide doesn’t address issues to do with the conversion to electronic publishing, and neither those to do with basic business planning. The latter have been dealt with in an earlier publication by the Open Society Institute: Guide to Business Planning for Converting a Subscription-based Journal to Open Access, Edition 3, February 20041. It is assumed that journals under consideration are currently operating with a satisfactory inflow of article submissions and also that they are either already available in electronic form, or that the choice is already taken to publish them electronically. Whilst electronic publishing is a sine qua non for open access, it is fast becoming a condition of being able to survive in journal publishing regardless of whether the journal is open access or operating on a subscription model. This guide also doesn’t address issues to do with library budget concerns other than in the context of the diminishing sustainability of the traditional subscription model of scholarly journal publishing

Also, it is not unusual for a society or editorial board to transition to an OA business model as a means of gaining independence from the current publisher. Increasing readership, the number and quality of submissions, and impact as measured in citations are important goals for most journals that are considering flipping. Goals and their importance often differ for various regions in the world and across different disciplines. Each journal’s situation is unique and it is important for those seeking to flip a journal to carefully consider exactly what they hope to achieve, what barriers they are likely to face, and how the changes that are being implemented will further the goals intended for their journal

    Towards open access: managerial, technical, economic and cultural aspects of improving access to research outputs from the perspective of a library and information services provider in a research university

    For academic research to release its value, it has to be communicated. It is essential, if research is to flourish, that the various forms of research communication, including journal articles and similar research outputs, are as easily and widely available as possible. The publications in this submission, produced between 1998 and 2010, all discuss major aspects (managerial, technical, economic and cultural) of improving access to research outputs in order to support research activity in higher education institutions. The later works focus in particular on the issue of ‘open access’ (OA) publishing and dissemination. The publications investigate the why and how of OA. Firstly, they examine the potential benefits (and dis-benefits) of OA for the research community and other stakeholders. Secondly, they discuss how OA systems and services might operate in practice. The earlier works on OA focus on repositories, particularly institutional repositories. Some of the later publications bring into consideration OA journals and their (potential) ongoing relationship with repositories. The publications are written from the perspective of a library and information services provider in a research university. They report on ground-breaking action-based research-and-development work: setting up innovative demonstrator systems, developing new business processes, and designing novel organisational policies. Possible future scenarios are modelled and analysed. It is shown that these activities have made a significant impact on wider professional practice, as well as contributing to the research literature, as OA has became more mainstream. Major themes discussed include managerial challenges associated with implementing OA services; technical issues relating to the development of systems and standards; economic factors covering costs, funding streams and business models; and cultural issues, including disciplinary differences. These are examined in relation to different stakeholder groups at institutional, national and system-wide levels. Other key themes include intellectual property rights and quality assurance. A clearer picture of possible research-communication futures incorporating OA is developed

    Open access uptake in Germany 2010-2018: adoption in a diverse research landscape

    This study investigates the development of open access (OA) to journal articles from authors affiliated with German universities and non-university research institutions in the period 2010-2018. Beyond determining the overall share of openly available articles, a systematic classification of distinct categories of OA publishing allowed us to identify different patterns of adoption of OA. Taking into account the particularities of the German research landscape, variations in terms of productivity, OA uptake and approaches to OA are examined at the meso-level and possible explanations are discussed. The development of the OA uptake is analysed for the different research sectors in Germany (universities, non-university research institutes of the Helmholtz Association, Fraunhofer Society, Max Planck Society, Leibniz Association, and government research agencies). Combining several data sources (incl. Web of Science, Unpaywall, an authority file of standardised German affiliation information, the ISSN-Gold-OA 3.0 list, and OpenDOAR), the study confirms the growth of the OA share mirroring the international trend reported in related studies. We found that 45% of all considered articles during the observed period were openly available at the time of analysis. Our findings show that subject-specific repositories are the most prevalent type of OA. However, the percentages for publication in fully OA journals and OA via institutional repositories show similarly steep increases. Enabling data-driven decision-making regarding the implementation of OA in Germany at the institutional level, the results of this study furthermore can serve as a baseline to assess the impact recent transformative agreements with major publishers will likely have on scholarly communication.     University Supports for Open Access: A Canadian National Survey

    The advent of policies at research-funding organizations requiring grantees to make their funded research openly accessible alters the life cycle of scholarly research. This survey-based study explores the approaches that libraries and research administration offi ces at the major Canadian universities are employing to support the research-production cycle in an open access era and, in particular, to support researcher adherence to funder open-access requirements. Responses from 21 universities indicated that librarians feel a strong sense of mandate to carry out open access-related activities and provide research supports, while research administrators have a lower sense of mandate and awareness and instead focus largely on assisting researchers with securing grant funding. Canadian research universities already contain infrastructure that could be leveraged to support open access, but maximizing these opportunities requires that research administration offi ces and university libraries work together more synergistically than they have done traditionally

    The implications of the new UK Open Access policies on the ownership of copyright in academic publishing

    The issue of who owns the copyright in works produced by academics during employment is not new. The practice is that academics, as authors - copyright creators, are routinely assigning the copyright for free to academic publishers in order to have their works published even though the production of such works might be said to be in the course of employment and therefore the copyright belonging to the employer (the university). A literature review will show only one side of the coin where - unsurprisingly – intellectual property (IP) scholars agree that they own the copyright in the works published during employment. The other side of the coin is not usually discovered because employers are not IP experts and are not in the business of writing academic articles. However, the general belief of the management is that the universities own the copyright as employers. More recently, UK universities have to comply with new Open Access policies which basically requires that publicly-funded research should be freely accessible. The Gold Open Access model is preferred by many academic publishers whose business model relies on academics (actually their funders) paying article processing charges (APCs) while the Green Open Access model is preferred by the universities as being virtually free of any charges. But since most of the research is publicly-funded, suddenly the issue of who owns the copyright in works produced by academics during employment becomes a very stringent one, not to mention expensive. This paper will discuss the problem of copyright ownership in academia and how the new Open Access policies might affect it. While it is possible to discuss copyright without mentioning Open Access, it would be quite difficult to discuss Open Access without mentioning copyright. A possible solution will be proposed and discussed in order to help universities comply with the new policies by using their preferred Green Open Access route
