    Exploring leaders\u27 sensemaking of emergent global norms for open science: a mixed methods discourse analysis of UNESCO’s multistakeholder initiative

    In November 2021, all 193 United Nations Member States adopted the United Nations Educational, Scientific, and Cultural Organization’s (UNESCO) Recommendation on Open Science (UNESCO, 2021a), which signaled a shared commitment to globally recognized standards for open science. However, as with other normative instruments established by intergovernmental organizations (IGOs) such as UNESCO, the ways in which local, national, and regional leaders will implement the recommendation can and will vary (Finnemore, 1993). Top-down and bottom-up coordination across international stakeholders in the research system is critical for the framework to be effective in driving global policy implementation and enabling sustained research culture change. Such international coordination necessitates an understanding of the complex economic, socio-political, and cultural dimensions that exist among these stakeholders and may influence local implementation efforts and norm-setting (Martinsson, 2011; Nilsson, 2017). This mixed methods study explores leaders’ sensemaking of emergent global norms for open science through public discourse during the development of UNESCO’s recommendation. The central research question is: How did institutional leaders make sense of emergent global norms for open science during UNESCO’s multistakeholder initiative? The study is situated at the intersection of systems thinking, global norms, and sensemaking, using a social constructionist lens. A synthesis of study findings draws two conclusions: That there is evidence in the discourse of accelerating self-organization toward open science among Member States who responded to UNESCO’s call for commentary on the draft recommendation; and that there is also evidence in the discourse of a degree of instability around prospective norm diffusion and internalization of the Recommendation on Open Science (2021a) related directly to matters of implementation. The tension between emergence and instability is well documented throughout the literature across complex systems, global norms, and sensemaking. Therefore, the study supports the ongoing exploration of global norms development and, specifically, the critical progression from norm emergence to norm diffusion. Given the theoretical coherence of complex systems, global norms, and sensemaking as evidenced throughout the findings, the novel integrative analytic frame that was developed during the design of this study may support other global norms development studies

    Ethical aspects of multi-stakeholder recommendation systems

    This article analyses the ethical aspects of multistakeholder recommendation systems (RSs). Following the most common approach in the literature, we assume a consequentialist framework to introduce the main concepts of multistakeholder recommendation. We then consider three research questions: who are the stakeholders in a RS? How are their interests taken into account when formulating a recommendation? And, what is the scientific paradigm underlying RSs? Our main finding is that multistakeholder RSs (MRSs) are designed and theorised, methodologically, according to neoclassical welfare economics. We consider and reply to some methodological objections to MRSs on this basis, concluding that the multistakeholder approach offers the resources to understand the normative social dimension of RS

    Digital policy is a unique policy area. As a cross-cutting policy issue, it has an impact not only on individual areas of regulation but on almost all other policy areas as well. Aspects of digital policy such as data regimes, cybersecurity and standardization issues are relevant not only to the the future of the internet or 5G mobile communications infrastructure, but to other areas of our lives to which they are closely linked, which range from automated driving to digital assistance systems in education and healthcare to the digitalization of sectors such as agriculture and construction. Nevertheless, regulation efforts have thus far been primarily sector-specific and national in their scope. With a few exceptions, such as the EU’s controversial General Data Protection Regulation, there are few digital policy frameworks in place for Europe that defines and integrates basic principles for broad application. Instead, we face a situation in which a variety of approaches stand side by side, at times complementing each other but also – all too often – competing with each other in ways that foster inconsistencies. The development of Europe’s 5G infrastructure is illustrative of this state of affairs. Despite the presence of what were originally uniform objectives across Europe, 28 nationally distinct tendering procedures with different requirements have since emerged. As a result, we must now find ways to manage the problems associated with having three or more networks per country, high costs, a difficult debate over security and the threat of dependency on non-EU providers

    Keystones to foster inclusive knowledge societies: access to information and knowledge, freedom of expression, privacy, and ethics on a global internet

    The transnational and multi-dimensional nature of Cyberspace and its growing importance presents new frontiers with unparalleled opportunities and challenges for access to information and knowledge, freedom of expression, privacy and ethics. The Internet Study being undertaken by UNESCO is seeking to provide the necessary clarity to support holistic approaches to addressing this broad range of interrelated issues as well as their short and long-term effects. The study was built on a year-long multistakeholder consultation process, which involved several rounds of consultation with member states and other actors, as well as almost 200 major responses to an online questionnaire. The Study includes the Options for future actions of UNESCO in the Internet related issues, which has served as a basis for the Outcome Document as adopted by the CONNECTing the Dots Conference on 3 and 4 March 2015. The Study also affirmed that the same rights that people have offline must be protected online, and good practices are shared between Member States and other stakeholders, in order to address security and privacy concerns on the Internet and in accordance with international human rights obligations. The Study also supports the Internet Universality principles (R.O.A.M) that promote a human rights-based approach, including freedom of expression, privacy, open Internet, accessible to all and characterized by multistakeholder participation

    Principles for governing the Internet: a comparative analysis

    As the sixth edition in the UNESCO Internet Freedom series, this study encompasses both quantitative and qualitative assessments of more than 50 declarations, guidelines, and frameworks. The issues contained in these documents are assessed in the context of UNESCO’s  interested areas such as access, freedom of expression, privacy, ethics, Priority Gender Equality, and Priority Africa, and sustainable development, etc. This publication shows that while each of the reviewed Internet documents has its own value, none of them fully meet UNESCO’s interests and mandate. The study proposes therefore the concept of “Internet Universality” as the Organisation’s own clear identifier for approaching the various fields of Internet issues and their intersections with UNESCO concerns. Internet Universality highlights the contribution that can be made by an Internet that is based on four principles, recognised by UNESCO governing bodies. An Internet developed on these principles would be: human Rights-based; Open; Accessible to all; and governed through Multi-stakeholder participation (summarized in the acronym R.O.A.M.). This concept has relevance to the Organization’s work in many areas – including online freedom of expression and privacy; efforts to advance universality in education, social inclusion and gender equality; multilingualism in cyberspace; access to information and knowledge; and ethical dimensions of information society
