    The making of national giants: technology and governments shaping the international expansion of oil companies from Brazil and China

    This chapter analyses foreign direct investments (henceforth FDI) in the oil industry from two large emerging economies, Brazil and China, with the purpose to understand the role of Governments and technology in the internationalisation strategies of those firms. The chapter shows that the Brazilian oil company, Petrobras, internationalised in the 1970s in order to secure oil resources, and throughout time developed technological capabilities that explain its current success and worldwide expansion. Chinese firms have risen later and are making their outward moves in order to catch up technologically with the world's leading firms.multinational corporations, emerging economies, oil companies, technology, technological exploitation, competitive advantages.

    Innovation in India and China : Challenges and Prospects in Pharmaceuticals and Biotechnology

    India and China are important players in an evolving process of globalization of research and development (R&D). Focusing on pharmaceuticals and biotechnology industries, this paper analyses the challenges and prospects facing the two countries in global innovation. Large supplies of highly skilled professionals and well-established science and technology infrastructures are important assets for India and China in the era of globalization of R&D. At the same time, however, there is a concern that as globalization of R&D gathers steam, the poor in India, China and other developing countries are likely to be left out of the new innovations. A good example is the case of Indias pharmaceuticals industry. The leading Indian pharmaceutical firms have responded well to the challenge of a strict intellectual property rights (IPR) regime by increasing their R&D spending and, simultaneously, targeting their sales to the generic drugs markets in North America and Europe. But even as Indias top drug firms have been growing in technological capabilities and taking part in the globalization of pharmaceuticals R&D, they have also been shifting their focus away from the market for medicines for poor patients.India, China, innovation, pharmaceuticals, biotechnology

    This paper compares and contrasts Tokyo's innovation structure with the industrial districts model and the international hub model in the literature on urban and regional development. The Tokyo model embraces and yet transcends both industrial districts and international hub models. The paper details key elements making up the Tokyo model-organizational knowledge creation, integral and co-location systems of corporate R&D and new product development, test markets, industrial districts and clusters, participative consumer culture, continuous learning from abroad, local government policies, the national system of innovation, and the historical genesis of Tokyo in Japan's political economy. The paper finds that the Tokyo model of innovation will continue to evolve with the changing external environment, but fundamentally retains its main characteristics.     Going Global: The Challenges for Knowledge-based Economies

    The present volume aims to provide a comprehensive and systemic overview of the challenges that going global poses to knowledge based economies. Its focus is four-fold. 1) Firstly, it investigates why companies, especially high-tech firms, go global, i.e. which are the drivers that push companies to locate – R&D facilities in particular – elsewhere than in the home country. The analysis of the competitive advantages that enterprises seek in the host countries also includes the new techno-economic geography that emerges. Attention is devoted to the time frame of these phenomena and to features such as the development stage of the home and host country, the characteristics of both firms and industries, and the Product Life Cycle of the latter. 2) Secondly, it analyses the impact that the various corporate relocation phenomena might have on intellectual capital, innovative output and the labour market, and growth and development. (Re)locating in fact impacts on knowledge creation, exploitation – including the use of IPRs – , absorption, circulation and spillovers. In turn, these play a fundamental role in shaping the productivity, competitiveness, and ultimately growth and development of both enterprises and countries. 3) Thirdly, it addresses the questions of if and to what extent the current and prospective global dynamics call for new types of governance. Such a need arises if different policy domains have to converge towards common strategic welfare enhancing objectives. Attention is also devoted to the various policies put in place by small open economies that ‘go global’, such as Finland. 4) Fourthly, it addresses the sustainability aspects of going global by investigating how to better share the social, economical and ecological benefits and responsibilities arising from globalisation, technological change, and innovation.     The ICT Landscape in Brazil, India and China

    The Information Society Unit at IPTS (European Commission) has been investigating the Information and Communication Technologies (ICT) sector and ICT R&D in Asia for several years. This research exercise led to three reports, written by national experts, on China, India and Taiwan, each one including a dataset and a technical annex. This report offers a synthesis on three out of the four BRIC countries (Brazil, India, Russia, China). The report describes, for each of the three countries (Brazil, India, China), its ICT sector, and gives a company level assessment. It also analyses Indian ICT R&D strategies, and assesses the innovation model. In 2010, BRIC countries accounted for 13% of global demand, with spending of about €328 billion in ICT (EITO, 2011). Therefore, they are becoming major players as producers of ICT goods and services. China has become the world’s largest producer of ICT products (exports of ICT increased fourfold between 2004 and 2008). This impressive growth of the ICT market is translated into R&D expenditures and output. Innovative capability in Asia has grown, the dynamics in terms of catching up are strong.     Technological innovations are essential drivers of longterm and sustainable growth. Accordingly, there currently is a debate in Germany and the EU as to whether a new, strategic industrial policy can be an answer to the complex dynamics of digitization. Products of this discussion are, for example, the Industrial Strategy 2030 published by the Federal Ministry for Economic Affairs and Energy in November 2019 and the Franco-German Manifesto for a European Industrial Policy for the 21st Century. The focus here is on the question of how the EU and its member states can maintain their innovative and thus competitive ability in the face of diverse challenges. However, there is no standard recipe for building and expanding the innovative capacity of an economy. Different countries rely on different strategies that can be equally successful. An important distinguishing feature is the role of the state. A clear example of divergent innovation models are China and the USA. Although both countries have completely different approaches to an innovation-promoting industrial policy, both models are characterized by major technological successes. With an analysis of the Chinese and American innovation system, this study highlights the main features and success factors of both innovation models and discusses whether and to what extent these factors are transferable to the European and German case. Five fields of action for an innovation-promoting industrial policy in the EU and Germany emerge from this analysis • Implementation of a long-term innovation strategy • Expansion of venture capital • Expansion of cluster approaches at EU level • Thinking and strengthening of cybersecurity at EU level • Creation of uniform and fair conditions for competition In addition to these fields of action, which are relevant both for the EU and for individual member states, industrial policy measures in the following three areas could be useful for Germany. In particular: • Improvement of framework conditions for research and development • Gearing the education and research system more strongly towards entrepreneurship and innovation • State as a pioneer and trailblazer in new technologies In their implementation, however, strategic European and German industrial policies face a trade-off between the protection and promotion of legitimate self-interests on the one hand and the defense against economically damaging protectionism and ill-considered state interventionism on the other. The so-called “mission orientation” can make a significant contribution here: Accordingly, industrial policy should serve to address specific societal challenges (e. g. globalization, digitization, demographic change, climate change) and be coherently targeted towards these objectives. Furthermore, industrial policy is to be driven in parallel by different actors. Above all, it is a joint task of business and politics to enable a competitive business location where the state ensures good competition- promoting framework conditions and the private actors implement concrete actions

    R&D offshoring and the domestic science base in India and China

    This paper uses patent and publication data to assess the nature of technological advantages that are attracting R&D offshoring and outsourcing activities to India and China and the possible consequences of such R&D offshoring in increasing domestic innovative capability and building domestic research infrastructure. We find evidence that domestic patenting is concentrated in sectors that are different from sectors of R&D offshoring. Furthermore, whilst the domestic science base (as measured by publications data) in India and China shows strong complementarities in its specialisation profile to that in the US, our data also suggest that the location of international R&D activity in these economies from 1995 may not have strengthened the science base of these economies.     Host-Country Patenting and Inventorship in Emerging Countries

    We analyze the increasing globalization of worldwide research and development (R&D) with a focus on emerging countries, by using patent data as a proxy. The number of host-country patents has skyrocketed in the emerging countries, for example, the number of US patents created with foreign inventors in China and India has more than decupled between 2000 and 2013. At the same time, emerging countries, such as China, Korea, India, Israel, Brazil, and Russia have significantly increased their patenting efforts, with China attaining rank 3 with more than 10% of all worldwide Patent Co-operation Treaty (PCT) patents in 2013, up from position 9 in 2000. Thereby, the former dominance of the Triadic countries has been reduced considerably. We conclude that the flow of innovation in emerging countries is not a one-way street anymore, but rather goes in both directions
