Combining quantitative and qualitative methods in assessing chronic poverty: the case of Rwanda
This paper addresses the issue of chronic poverty in Rwanda, an issue which has not been addressed specifically in the policy debate, despite the fact that it is likely to be widespread. In part this has reflected lack of available evidence, in that the conventional sources used to analyze chronic poverty are not available. We argue in this paper that by judicious combination of existing qualitative (a high quality nationwide participatory poverty assessment) and quantitative sources (a household survey) it is possible to identify and characterize a clearly distinct group of chronically poor households, whose characteristics are different from the poor as a whole
See no evil? Ethics in an interventionist ICTD
This paper considers some of the ethical questions that arise in conducting interventionist ICTD research, and examines the ethical advice and guidance that is readily available to researchers.
Recent years have seen a growing interest from technology
researchers in applying their skills to address the needs and aspirations of people in developing regions. In contrast to much previous research in Information and Communication Technologies for Development (ICTD) which has sought to study and understand processes surrounding technologies, technology researchers are interested in finding ways to change the forms of these technologies in order to promote desirable social aims.
These more interventionist research encounters raise distinctive ethical challenges.
This paper explores the discussions that have been presented in the major ICTD journals and conferences and major development studies journals as well as examining codes of conduct from related fields of research. Exploration of this literature shows that the quantity, quality and detail of advice that directly addresses
the challenges of interventionist ICTD is actually very limited.
This paper argues that the there is an urgent need for the ICTD research community to investigate and debate this subject

Revisiting and revitalizing political ecology in the American West
Political ecology, initially conceived to better understand the power relations implicit in management and distribution of natural resources in the developing world, came âhomeâ to the American West in the 1990s and 2000s. This groundswell of research did much to problematize socio-environmental conflicts in the region, long typified by tensions over land and resources, identity and belonging, autonomy and authority. Since first touching down in the West, however, the âbig tentâ of political ecology has only grown bigger, incorporating new perspectives, epistemologies, and ontologies. At the same time, the nexus of environment and society is perhaps even more salient today, amid a regional conjuncture of populist revolt, climate change, and rapid political economic transformation. Here we reflect on three longstanding regional concerns â energy development, wolf reintroduction, and participatory governance â leveraging the pluralism of contemporary political ecology to better understand their contemporary incarnations. In so doing, we highlight the need to bring together insights from both âtraditionalâ approaches and newer directions to better understand and engage contemporary challenges, with their heightened stakes and complexity. Such an approach demonstrates what we might learn about global processes in this place, as well as what insights regional praxis (often woefully provincial) might gain from elsewhere â new ways of seeing and doing political ecology. Our goal is to generate discussion among and between political ecologists and regional critical scholars, initiating new collaborative engagements that might serve the next wave of political ecology in the 21st century American West
Engaging youth in post-disaster research: Lessons learned from a creative methods approach
Children and youth often demonstrate resilience and capacity in the face of disasters. Yet, they are typically not given the opportunities to engage in youth-driven research and lack access to official channels through which to contribute their perspectives to policy and practice during the recovery process. To begin to fill this void in research and action, this multi-site research project engaged youth from disaster-affected communities in Canada and the United States. This article presents a flexible youth-centric workshop methodology that uses participatory and arts-based methods to elicit and explore youthâs disaster and recovery experiences. The opportunities and challenges associated with initiating and maintaining partnerships, reciprocity and youth-adult power differentials using arts-based methods, and sustaining engagement in post-disaster settings, are discussed. Researching Across Two Cultures: Shifting Positionality
Embodied and creative research methods provoke honesty, emotion, and vulnerability in participants, which add to the richness of the stories they tell and are willing to share. The positionality of the researcher is less of âinterviewerâ and more âco-producerâ or participant in a dialogue. Visual and creative approaches invite participants to share in ways in which they are not able or willing through words alone. The data and outputs they produce, with film, art, or objects, can in turn affect those who see it more than written text and need to be analysed and disseminated along with more traditional transcripts, articles, and presentations. In the context of investigating sensitive issues such as those around embodied identity, these methods, which use embodied methods to explore embodied research questions, may feel the most appropriate. These approaches lie along the boundary of therapy and research, asking much of researchers who are unlikely to have received therapeutic training or ongoing support. Due to this deficit, the researched may find that their experience is not held or contained in a way that the content would demand. Similarly, the data themselves lie on the boundary of art and research, in that they can be seen as more than a tool to facilitate reflection, but as artifacts in their own right. What are the implications in this scenario? Where should we position ourselves and our work along these boundaries? Who holds the space for the researcher and the researched if both are made vulnerable
Minority consultative bodies in Kosovo: A quest for effective emancipation or elusive participation?
This paper examines the extent to which effective political participation can be achieved through minority consultative bodies, and what obstacles and shortcomings can potentially occur in practice. It explores the Kosovo case, where a variety of minority consultative bodies were established in recent years to ensure effective minority participation and representation at the highest decision-making levels. It will be argued that despite the prospects of the established legal and institutional framework, these bodies have fallen short in providing meaningful representation of minority interests and needs in Kosovo. This is largely affected by the intermeshed interests of elites among the majority and minority communities that prioritize their narrow interests to the expense of the developmental and emancipatory needs of marginalized minorities in Kosovo. Hence, higher commitment and cooperation between governmental authorities and minority representatives, together with adequate resources, are critical for ensuring effective minority participation in the public sphere
