    Comparative Perspectives on Child poverty: a review of poverty measures

    Child poverty matters directly as children constitute a large share of the population and indirectly for future individual and national well- being. Developed country measures of child poverty are dominated by income-poverty, although health and education are often included. But these are not necessarily the most direct measures of the things that matter to children. Moreover, a broader range of factors than material well-being matter for child development; family and community play an important role. The conclusion is that social and psychological variables are an important component of child welfare. Can such a conclusion be extended to developing countries? It might be thought not, since the dictates of a focus on absolute poverty imply concern with fundamentals such as malnutrition, illiteracy and premature death and the things which cause these outcomes. But such a view is short-sighted. Child development concerns are at least as important in developing countries as developed ones (if less well understood). Hence approaches to child welfare in developing countries (both measurement and policy) should also adopt a broad-based approach which embraces diverse aspects of the quality of a child’s life, including child rights.Children, poverty measurement, child poverty

    In recent years, there has been an astonishing proliferation of empirical work on child labor. An Econlit search of keywords "child lab*r" reveals a total of 6 peer reviewed journal articles between 1980 and 1990, 65 between 1990 and 2000, and 143 in the first five years of the present decade. The purpose of this essay is to provide a detailed overview of the state of the recent empirical literature on why and how children work as well as the consequences of that work. Section 1 defines terms commonly used in the study of child time allocation and provides a descriptive overview of how children spend their time in low income countries today. Section 2 reviews the case for attention to the most common types of work in which children participate, focusing on that work's impact on schooling, health, as well as externalities associated with that work. Section 3 considers the literature on the determinants of child time allocation such as the influence of local labor markets, family interactions, the net return to schooling, and poverty. Section 5 discusses the limited evidence on different policy options aimed at influencing child labor. Section 6 concludes by emphasizing important research questions requiring additional research such as child and parental agency, the effectiveness of child labor policies, and the determinants of participation in the "worst forms" of child labor.

    The severe anti-female bias in natality and child mortality that gives rise to India’s missing women has been widely documented and various explanations ranging from agricultural labor demand to dowries have been offered in the literature. In general, the low demand for girls has been interpreted as a rational response to economic constraints. This paper shows the importance of culture both in determining the value of girls and in shaping parental economic constraints. We find that conservative cultural attitudes, proxied by the electoral success of religious parties, is positively correlated with anti-female bias. Moreover, higher household expenditure is negatively correlated with the number of girls. This suggests that we cannot rely on rising income levels, brought about by economic growth, to improve the demographic disadvantage faced by Indian women. Our policy recommendations therefore focus on changing attitudes of son-preference that motivate anti-female bias as much as enforcement of gender-equality legislation.

    Recent research underscores the continued importance of gender in rural Africa. Analysis of interactions within households is becoming more sophisticated and continues to reject the unitary model. There is some evidence of discriminatory treatment of girls relative to boys, although the magnitudes of differential investments in health and schooling are not large and choices seem quite responsive to changes in opportunity costs. Social norms proscribing and prescribing male and female economic behavior remain substantial, extending into many domains, especially land tenure. Gender constructions are constantly evolving, although there is little evidence of rapid, transformative change in rural areas

    Integrating children's perspectives in policy-making to combat poverty and social exclusion experienced by single-parent families: a transnational comparative approach

    This is the final report of a research project that addressed social exclusion and poverty as it relates to single parent families and their children in particular. The rising numbers of single parent families and children throughout the EU and the increased likelihood that these families will live in poverty and experience many different forms of social exclusion in their daily lives brings in sharp focus the need to address the issue as an urgent one in our efforts to eradicate poverty and social exclusion. The focus on the children of single parent families seeks to rectify a long-standing problem in our knowledge and understanding of single parent families and the social problems they face, namely, the fact that little, if anything, is known about how these children experience and understand their lives as members of these families. The research set out to contribute to policy development and the transnational exchange of best practice by adding a much-neglected dimension on single parent families. The project used a cross-national comparative qualitative research design and methods (Mangen 1999) which involved all partners in the design of each research phase including the analysis; partners were England, Cyprus and Greece
